Speaking during a sermon at his church in Abuja, Fatoyinbo, however, said they have large hearts but do things at their will. According to the popular preacher, who said that hustling is a curse, some persons find it difficult to give because of how much they hustled to get the money. He said, “The Igbo believe in God. It takes God for an Igbo guy to give.

A STATE-WIDE BROADCAST BY HIS EXCELLENCY NYESOM EZENWO WIKE TO MARK THE 2022 NEW YEAR

My dear people of Rivers State

As the clock ticks down and as we look forward to ushering-in the New Year 2022, this is the time to give thanks to the Almighty God for his blessings and the opportunity to look into the future with greater hope and optimism.
On behalf of my wife and the Government, let me thank all Rivers State citizens in particular, and Nigerians in general, for your continued love and support to our administration throughout the year 2021.

Indeed, we cannot thank you enough for the trust, the solidarity, the cooperation and above all, your prayers for the success of our government and the peace and progress of our State.

We also thank the police, the department of state security, the armed forces and the para military services for working round the clock to make and keep our dear State peaceful, safe and secure, not only in this festive season but throughout the outgoing year.

Indeed, there is no denying the fact that crime and criminality have been at very low rates in Rivers State and citizens felt safer and more secure in 2021 than the previous years.

With the cooperation of the security agencies we identified and destroyed most of the shanties that hitherto served as safe havens and hideouts for criminals, who have now been dislodged and dislocated from the State having lost the space and capacity from which they could operate with ease.

To consolidate on the gains of the dislodgement and dislocation exercises, and make the State even safer and more secure, we have decided to demolish all shanties and makeshift structures in identified crime hotspots in Port Harcourt Township and the Illabuchi areas of Diobu from the second week of January 2022.

Those rebuilding the shanties we had demolished at Eleme or attempting to resume illegal trading activities at the closed Oginigba slaughter have one week to vacate or be arrested and charged to court.

Additionally, we have discovered that most vacant plots or uncompleted buildings in the Old and New Government Reservation Areas (GRA) and some other parts of Port Harcourt city and Obio/Akpor Local Government Areas have been hijacked and are now inhabited by criminal elements who are daily constituting menace to public safety.

We have therefore decided to end this danger by taking over all such abandoned plots and uncompleted buildings and re-allocate them to citizens who are ready to develop and put them into effective occupancy.

In a similar vein, we have revoked the certificates of occupancy of several undeveloped plots of land in old GRA, Port Harcourt, for breaching the covenants attached thereto, which we would also re-allocate to interested members of the public for immediate development as part of the ongoing efforts to restore the entire old GRA to its pristine state of development, beauty and serenity.

We will also not spare those contributing to the perennial flooding challenge in parts of Port Harcourt city and Obio/Akpor Local Government Area by blocking natural water and drainage channels with illegal landfilling, reclamation of wetlands or the construction of concrete structures.

Consequently, we shall recover and restore all landfilled or reclaimed wetlands and demolish all structures erected on natural water channels spanning from the Eastern bypass areas up to Abana and Eleme streets in Old GRA, Port Harcourt. Only those with genuine government permits and allocation papers will be duly compensated.

Again, it is important to appreciate what we have done to successfully transform our capital city, Port Harcourt, to one of the most beautiful cities in Nigeria with well-paved streets, pedestrian walkways, dual carriage roads and flyovers.

However, the beauty of the city is being defaced by illegal and indiscriminate trading on our streets, under flyovers and other unauthorized open spaces as well as the challenges with the current largely inefficient refuse disposal system.

I wish to therefore remind citizens that the ban on street trading and commuting on motor cycles in Port Harcourt and Obio/Akpor Local Government Areas is still in force.

Consequently, I hereby direct the task force on Illegal Street trading to arrest and prosecute all those:

(i) shuttling with their motorcycles and or hawking foreign exchange along Birabi street, Hotel Presidential, GRA junction by Zenith Bank up to Tombia street; and

(ii) trading on, under and around the Rumuola junction and flyover; Rumuogba junction and flyover; as well as Rumuokoro junction and flyover.

Security personnel abetting illegal Street trading by collecting bribes and offering protection to street vendors are advised to desist forthwith or they would equally be made to face the wrath of the law.
Furthermore, we have decided to end the menace of cart-pushers who have become notorious for indiscriminate scavenging and littering of wastes on street corners and the medians of major roads and highways across the State.

These cart pushers and their unknown collaborators are also responsible for the recurring stealing of manhole covers, an act which endangers peoples’ lives and public safety on our roads.

Consequently, the State Government has placed an immediate ban on the activities of cart pushers and directs law enforcement agencies to arrest and prosecute anyone who attempts to violate this ban.

In addition, a taskforce would be put in place to enforce this ban while we plead with the courts in the interest of public safety and security to impose the severest of punishment under the law on any convicted manhole vandal.

The indiscriminate and prolonged packing of trailers and other articulated vehicles along our streets is another environmental menace we must tackle to bring sanity to our cities and living environment.

Consequently, I hereby direct the Chairmen of Port Harcourt, Ikwerre, Obio/Akpor, and Oyigbo Local Government Councils to within three weeks from today impound and or remove any trailer, trucks or articulated vehicle that is packed on the streets beyond 48 hours in their respective administrative jurisdictions.

As we all know, achieving effective environmental sanitation in cities and urban centres is a global challenge, and ours is not an exception.

However, we are determined to improve on our refuse disposal system by reviewing, overhauling and strengthening the legal, institutional and economic framework for a more effective delivery of sanitation services to residents.

I urge that you bear with us for a while and things will certainly change for the better in our refuse disposal system.

As an initial step towards achieving this objective, we have placed an immediate ban on the disposal of refuse on the streets or open spaces in both the old and new GRAs of Port Harcourt and Obio/Akpor Local Government Areas.

Every household in both old and new GRAs must therefore procure and keep approved refuse disposal bins in the front of their houses to facilitate the door-to-door collection of the wastes they generate by designated contractors.

We will not hesitate to revoke the certificate of occupancy of any house in these areas without a refuse disposal bin or whose occupants are caught disposing refuse on the streets or open spaces.

We have also banned the posting of advert materials of any kind, including posters, fliers, pictures, artworks, placards or inscriptions on or under our flyovers, bridges, concrete walls and the safety barricades along the roads.

We will establish environmental marshals to enforce compliance with our sanitation laws, including this ban, by arresting and prosecuting both the person who places the advert and the person and institution on whose behalf it is placed.

Fellow citizens, we also have reason to be concerned about the operations and socially harmful activities of nightclubs within residential areas of our State.

Apart from the noise and traffic nuisances suffered by innocent residents, no responsible government should continue to tolerate the open display and solicitation of sexual services, drug abuse and public intoxication that takes place along the streets and public areas abutting some of these nightclubs, lounges and bars by the youths, some, as young as under 14 years.

Consequently, the State Government has placed an immediate ban on all nightclub activities, including night-time trading and street prostitution along Abacha road and surrounding streets to stop the harmful effect of these depraved activities on the moral development of our children and society at large.

Let me also reiterate that we are as overly concerned as the public over the black soot environmental disaster that has continued to envelope Port Harcourt and upsetting residents for quite some time.

As a State Government, we have drawn the attention of the Federal Government to this problem and requested for its intervention to stop the activities of illegal bunkering and artisanal crude oil refiners, which have been identified as the main sources of the soot pandemic.

Unfortunately, the Federal Government has remained inexplicably silent over our request and even complicit to a large extent with the security agencies actively aiding, encouraging and protecting the artisanal refiners to continue with their harmful activities unabated.

We have equally appealed without success to our people engaging in this illegal business to consider its negative effects on our economy, environment, public safety and public health and disengage from it.

We will continue to engage and plead with the Federal Government to intervene and save our people from this serious environmental and health emergency.

However, since the federal security agencies have largely refused to stop the illegal crude oil refining activities in the State, we have no option than to take necessary measures to tackle this particular and direct challenge to our collective health and survival by ourselves.
Consequently, I have directed the Chairman of Port Harcourt City Local Government Council to go after all the illegal crude oil refining sites along Creek road and adjourning areas of the city and shut them down with immediate effect.
Furthermore, all Local Government Chairmen are directed to work with community leaders to locate and identify those behind all illegal bunkering and crude oil refining sites in their localities and report to my office for further action.

Once again, we express our sympathies to the victims of the recent fire incidences in the State, especially those who lost loved ones and valuable property.

As a government we will continue to do our best to strengthen the State Fire Service to effectively intervene to mitigate the damage during fire incidents.

However, members of the public also have the responsibility to do the right thing to prevent or avoid some of these fire incidents from happening and those who deliberately bury fuel and gas tanks in residential areas are certainly not doing the right thing, and should therefore relocate their precarious businesses to more convenient and less risky places

Popular businessman, Obinna Iyeagbu fondly known as Obi Cubana, has built an Anglican church in his hometown, Oba, in Anambra State.

He made this known via his verified Instagram page on Thursday, where he revealed that work started on the church land four months ago.

According to him, the church was built in memory of his mother, whose burial brought him to the spotlight in mid 2020.

Posting a throwback video of the day he decided to carry out the project, the club owner wrote, “On July 18th 2021, we made God a promise here in Oba; to have Mama’s sixth month service inside the new church building by December 31st.”

Sharing a video of the completed church building, Obi Cubana wrote, “Today, 30th December 2021, to the Glory of God, here we are Good Shepherd Anglican Church Oba!! Started 15th August 2021!

The Imo State Government on Monday apologised to the public over how Chief Uche Nwosu was arrested during a church service at the St Peter’s Anglican Church, Eziama Obaire in the Nkwerre Local Government Area of the state on Sunday.

A statement issued by the Commissioner for Information and Strategy, Declan Emelumba, said that the governor and the government of the state held the Anglican Church and the church of God in general in high esteem.

The statement disclosed that the security threats posed by the development necessitated the manner Nwosu, who is a son-in-law to a former governor of the state, Rochas Okorocha, was arrested.

The statement read, “The Imo State Government is aware of the futile efforts by some people to whip up public sentiments against it over the arrest in an Anglican Church of Mr Uche Nwosu. The plan is to de-emphasise the possible criminality behind his arrest by playing up the desecration of a church.

“For the avoidance of doubt, while the government believes that no stone should be spared in the effort to rid the state of criminality and banditry, it will not support any form of disrespect for a place of worship by security agencies.

“In this regard, the arrest of Mr Nwosu within the church premises could have been avoided and therefore stands condemned.

“While government regrets the manner the arrest was made, we wish to emphasise that since it was purely a security matter, the full reason why such an action was taken will eventually unfold, and perhaps guide the public better.

“Government therefore wishes to appeal to those negatively affected by the action to bear with the security agencies.

“His Excellency, the Executive Governor of Imo State, Senator Hope Uzodinma, holds the Anglican Communion in very high esteem and will never support any act that will disrespect her reverential status as a place of Divine worship.

“Government will continue to protect the interest of the citizens of the state while not impeding the work of security agencies.”

The Senator representing Abia South Senatorial District, Enyinnaya Abaribe, has informed Governor Okezie Ikpeazu of his intention to run for the governorship seat in 2023, sources have said.

It was learnt that he will contest on the platform of the Peoples Democratic Party (PDP).

Rumours of Abaribe’s interest in succeeding Ikpeazu has been flying around in the state for a while.

Abaribe is yet to officially declare his interest in the race.

It emerged on Saturday morning that Abaribe made his intention known to Ikpeazu, who also comes from the same local government as the Senator, during a meeting with the governor at the Abia Government House Lodge on Friday night.



Our correspondent gathered that Ikpeazu was taken aback when Abaribe told him the reason for their visit.

A source said: “Governor Okezie Ikpeazu was thrown off balance when Senator Abaribe told him about his gubernatorial ambition because he had no idea why they wanted to seek audience with him.

“We learnt that Senator Abaribe just called him to tell him (Ikpeazu) that he wanted to see him.

“The governor thought it was the usual Christmas homage.

“The twist is that we learnt that some of the stakeholders that came with Abaribe didn’t know his mission.

“They too were surprised when Abaribe made his intention known to the governor.”

Efforts to reach Abaribe or any of his aides to confirm the development have been unsuccessful.

It was learnt that Abaribe will declare his plan soon.

Vice-President Yemi Osinbajo says Nigeria’s problems will increase if the country breaks apart.


The vice-president spoke on Thursday when members of the Muhammadu Buhari/Osinbajo support group visited him in Abuja.

Osinbajo said “it is wrong” for Nigeria, which is the largest economy in Africa, to break apart.

“We must never relent in ensuring that we keep to the ideals of the country and we don’t lose sight of what we are trying to achieve here,” he said.

“People who suggest that the country breaks up, whatever may be the reason for their views, are certainly not correct and we must say so to them at every turn.

“The unity of this country is important for all of the different ethnicities, religions, everybody. Whatever the group or ideology, unity is important for every one of us.

“If you fragment, the problems are going to multiply, poverty will multiply.”


Osinbajo said the president remains focused on putting an end to insecurity, adding that the challenges bedevelling Nigeria will be resolved soon.

“The president has always remained steadfast and focused in resolving the problems of the country beginning with security,” he said.

“He is a steady hand; he is unflappable, he is not panicky, he is focused and looking at the security issues every day, and trying to advance the best possible solutions.

Earlier, Usman Ibrahim, the national coordinator of the visiting group, commended Osinbajo for his commitment to leadership and promotion of national unity.



Ibrahim said Osinbajo’s performance in office, his humility, loyalty, professionalism and dedication to duty were enviable.

Effium is the largest autonomous Igbo community in southeastern Ebonyi State in Nigeria. Effium is located in the Ohaukwu local government area of Ebonyi State. The indigenous people are known as Uffiom, and the indigenous language is Kuffiom, a dialect of Igbo language.


The Effium community has over accommodated other tribes from across the country and beyond who immigrated into the community. These settlers include: Amuda, Ezza, and Arochukwu. These tribes are engaged in productive occupations including agriculture and commercial activities.



Economy
The major occupation in Effium is agriculture. Crops include yam, rice, and palm oil.

Demographics

Effium includes seven clans: Uffiacha, Osata, Inyafuo, Watuma, Ogbagere, Wogbale, and Wogwu. These clans are further diversified into sub-clans. Leaders include Omokpo, Omegbu, Enneda, and Ikorofia Eku.

History
The first tribe that settled in Uffium was Arochukwu, followed by Ezza and Amuda and others.

Culture
Like other Igbo culture, Effium has many traditional ceremonies that enrich her cultural heritage and values, used to mark the beginning, the first and the second quarter of and the end of the years . Examples are: Inyumafia 1 and 2, kijasetuo, Egwolo and ji-oha. Of which Jioha is a new yam festival that attracts many people from different country to witness its colorful celebration which usually celebrated during August of every year.

Effium shares common boundaries with Izzi, Ngbo, Uli and Igumale.

She has a very large market popularly known as Udebo market or Effium main market among many others where agricultural commodities are purchased and large quantities and transported to other parts of the country and for exportation. It is one of the largest markets in southeastern Nigeria. Other markets in Effium include Inikiri Ubegwu, Inikiri Ohage, and Inikiri Ugede Markets.

Prince Obianaefo Orizu who is a member of the Chartered Institute of Arbitrators, UK with a Diploma, International Commercial Arbitration was elected on Friday 26th November, 2021, as one of the Director in Cutix Cables, during the 38th Annual General Meeting of the company, which held at the company’s headquarters at 17, Osita Onyejianya Street, Umuanuaka Otolo, Nnewi, Anambra State.

ABUA NATIONAL COUNCIL (ANC) APLAUDS IJAW NATIONAL COUNCIL (INC) FOR DELETING AND REMOVING ABUA AS A CLAN UNDER IJAW FROM IT'S CONSTITUTION.


I wish to use this very proud and enviable platform of Abua people both at home and the Diaspora to officially thank the Ijaw National Congress - the apex sociocultural organization of the Ijaw ethnic nationality for heeding to the voice of reason and DELETING ABUA from The Constitution of the Ijaw National Congress, 2019. It would be recalled that on the 27th of December 2017, I had approached the court in Suit No: PHC/3944/2017 (Royal Mogeni Appia vs Ijaw National Congress) asking the court to compel the Ijaw National Congress to appear before it and defend itself for proclaiming Abua a 'Clan' of the Ijaw in its January 10, 2009 constitution that became the root of all citations that claim Abua people to be Ijaws. For the avoidance of doubt, the Ijaw, through their apex sociocultural organization, the Ijaw national Congress had in page 8 of their January 10, 2009 Constitution declared in article 10, Under Clan Level of Congress, that: "The following clans / sub-clans, groups of clans are hereby recognized within the three Zones of Congress as listed below and shall each operate as a Clan level of Congress and for this purpose be called a clan". They then went on to list ABUA in their CENTRAL ZONE in the same article 10 as a " Clan" of the Ijaw ethnic nationality among other Ijaw clans in Bayelsa State. As a historian with speciality in the intergroup relations of the ancient peoples of Delta, I found that extremely insulting and provocative to a people with an enviable history that spans over three thousand years. Thus, I south amongst others:

1. A DECLARATION that the Ijaw National Congress (INC) Constitution 2009/Article that cite/define Abua as a clan in Ijaw is illegal, null and void. 6. AN ORDER restraining the Defendant by himself, it's affiliates or through proxy from further publishing and addressing Abua as a clan under Ijaw or any other tribe .

It is gratifying to learn through the Constitution of the Ijaw National Congress, 2019 a copy of which I have just been availed, that the Ijaw National Congress, on the eve of the judgement that was delivered 9 July 2019 - precisely on Friday, June 28, 2019 hurriedly amended it's constitution and DELETED ABUA from the entire document as I sought. My sincere thanks goes to all the eminent and distinguished Ijaw leaders of thought who participated as members of the Constitution Review Committee. Now, knowing whom we are as ABUA people - that our future is in our hands - we can now stand up, irrespective of how difficult, time consuming and painful it would be and redefine ourself. We can now - as unaligned group, lay claim to being marginalized and hope to be accorded the recognition we deserve. We can now than ever, fight our way to genuine, and unlimited prosperity, closing ranks as equals to any group we chose to partner with rather than being coarsed into a relationship wherein we were being considered to be a subservient and beggarly group. This does not however, in anyway imping on the right of any Abuan to in exercise of his freedom of association, identity with the Ijaw National Congress. What it does however, is that SUCH PERSONS CAN ONLY DO SO ON THEIR PERSONAL CAPACITY. Therefore, henceforth, the presence of Chapter(s) of the Ijaw National Congress in Abua should not be misinterpreted to mean that Abua people are Ijaws. It is the right of any socio-cultural organization to establish Chapter(s) anywhere in Nigeria including in Abua Land.


After all, in Article 11 (b) i & ii of the new constitution (The Constitution of the Ijaw National Congress, 2019), the Ijaw National Congress has assured that their presence in a given territory should not be misconstrued to mean expression of ownership of such teritory by the Ijaw. Hear them; i. There shall be a Chapter of the Congress in a town or village which is not within or completely within the recognized Clans of Congress provided that the participating membership of Congress in the town or village is not less than One Hundred (100) persons. ii. Such town or village where a Chapter is established shall not be wholly indigenous to Ijaw territory. I celebrate the Ijaw National Congress for this bold step. I thank the Ijaws for by the tenets of their new constitution (The Constitution of the Ijaw National Congress, 2019), admitting that Abua is a distinct tribe and ethnic nationality from the theirs. I thank the now, late, Chief Ishmeal Alali Sampson, the delectible Chief Raymond Tom Oyil and the Abua Youth Council Worldwide under the dynamic leadership of Comrade Odema Ipeghan Matthew for rising to the challenge when it mattered most and given me the support I so dearly needed. Our Abua identity is our first heritage. I thank Abua for Abua for the opportunity to express myself.

The National Examination Council is yet to pay its examiners their stipends despite the conclusion of the marking process for the 2021 Senior School Certificate Examinations which was concluded two months ago, The PUNCH has learnt.

This is as the council also announced the release of results on Friday.

Some of the examiners who lamented their plights to our correspondents wondered why the council would refuse to pay and still go ahead to release the results to the students.

The PUNCH learnt that marking of each script costs N16 only and each examiner would go home with stipends according to the number of scripts they marked.

One of the examiners, Mrs Kudi Ahmed, who marked mathematics told our correspondent that she had to mark 1,000 scripts to get entitled to N16,000.

She said, “They pay N16 per script; I had to lobby to get 1,000 scripts so that I can get N16,000 and even at that, NECO has refused to pay us.

“How can we mark over two months ago; you release the results and then you are still holding on to our stipends? This is not fair. The board needs to do better.



“During the marking process, they were on our neck to do a better job; if not for the situation in the country, imagine having to make 1,000 scripts for N16,000. Please help us tell NECO to pay us our money.”


Another examiner, Olaleye Hammed, told our correspondent that the council was not fair by withholding examiners stipends despite the meager amount being paid.

Hammed said, “NECO is not being fair for holding on to the stipends; the stipend is even very small compared to the hard work.

“Some of us had to lobby for more papers because you can’t say you even want to mark 100 papers; that is like N1,600 and even at that, they still held on to the stipends.

“We have not been contacted; no one has said anything. Is it until we protest? I have some of my colleagues who have vowed not to mark for NECO again. This is just terrible.”

When contacted, the spokesperson of the council, Abdulazeez Sani, told our correspondent that the council is trying to find ways to process payments.

“Nigeria’s Federal Government lacks the capacity to deal with kidnapping and banditry which are the two problems currently militating against the security architecture of the country.”

This position was made known by the distinguished teaching professor of African Studies and the Jacob and Francis Sanger Mossiker Chair in the Humanities at the University of Texas at Austin, USA, Toyin Falola. The university don stated this while delivering a lecture titled: ‘Is Nigeria on the brink?” during a symposium held in honour of the late Chief Theophilus Adeleke Akinyele.

“For Falola, “Kidnapping and banditry are not matters of a few years ago; only that they have grown beyond the capacity of the state to stop them. Agitations for disengagement from the Nigerian entity did not start twenty years ago—all ethnic groups had threatened to secede. Neither is it true that agitators are only just recently meeting their waterloo—Isaac Boro and Odumegwu Ojukwu were visited by state violence.


“All these things have been playing out from the onset, and they keep doing so in an endless loop, in a seemingly wash, rinse, and repeat manner. If we wish to make any tangible progress in solving Nigeria’s problems, it is essential that we first study the Nigerian situation. Thus, it is pertinent to ask ourselves: What is Nigeria?

“Nigeria is the “afterthought” of a British commissioner, Lord Frederick Lugard. At the allocation of entities on the African continent following the 1884-1885 Berlin conference, the different entities that currently makeup Nigeria fell into the possession of Great Britain.



“These entities consisted of distinct kingdoms which shared geographical boundaries—Hausa, Jukun, Ebira, Tiv, Nupe, to mention a few of them, in what is now called northern Nigeria. These kingdoms had their distinct languages, cultures, and people. The kingdoms in the Sokoto Caliphate had their relationships cemented by Islam.

“They traded, exchanged ideas, and fought wars. Some groups interacted outside the framework of how the colonial government-defined “states” and “power.” For the benefit of the colonizers, the entities which make up present-day Nigeria were grouped along geographical lines. The first was the grouping into Northern and Southern protectorates, laying the foundation for solid divisions.



“The earliest seeds of the fully grown and malignant Nigerian condition can be traced to this epoque, when peoples of different orientations, cultures, value systems, and beliefs were broadly zoned into two protectorates.

“However, the seeds were not fully germinated at this time because most of the kingdoms still operated on some degree of autonomy as they still had their fundamental monarchy-based system of governments. All the kings had to do was report back to the commissioners and district officers.



“This meant that before 1914, there was nothing known as Nigeria as a country, and the differing cultures had not been fused in the cauldron of a faux unifying culture and identity. At that time, there was no need for the peoples of those different cultures and kingdoms to present themselves as one, and there were no conflicts of interest, all of which make up the Nigerian condition today.”

He fingered ethnicity and ethnic loyalty as part of the Nigerian conundrum. “Since its inception, Nigeria has been faced with corruption, a warped sense of national and uniform identity, and nationalism deeply punctured by ethnicity and ethnic loyalty.



“These are endemic problems caused by the fact that Nigerians have never entirely accepted the sense of being one nation—we are too apart in our notions, beliefs, social formation, and cultures. The narrative about Nigeria is tied to the region where it is created. People think first of their ethnicity before they think about Nigeria.

“During elections, parties permutate along religious and ethnic lines rather than ideological ones: “We have a Muslim Hausa as the presidential candidate, let a Christian Yoruba man be his vice, and an Edo woman his campaign chairperson. The Igbo did not vote for me!”


There is nothing for the Igede, and nobody remembers the Esan. “The Edo can wait to produce the chairman of the party!” It has never been about ideologies; it is always about the best ethnic conjunctions producing concoctions that produce constipation.

“At the core of the Nigerian society is a problem of internal division. From the inaugural days of the amalgamation down to the challenges of the 21st century, people have been at loggerheads with their affiliation.

“Rather than be branded Nigerians, a name that confers fellowship with other ethnic nationalities, many defend their ethnic roots while the nationality is saved for international passports. Attitudes that prevailed in the days of Nigeria’s infancy have been passed down through generations.

“Differences along religious and ethnic lines are at the forefront of any political consideration. In Southern markets and communities, Northerners are glared at with suspicion, and in the North, a slight misstep by an “outsider” is all the precedent for crises. This tense relationship and dissonance from a sense of nationality make it challenging to prompt Nigerians out of the Nigerian condition the right way.

“When agitators like Nnamdi Kanu, Omoyele Sowore, and Sunday Igboho take up the challenge to call for a revolution or seek the disengagement of their ethnic groups from the Nigerian entity, millions applaud them for the courage to challenge a sitting government. Yes, it is well to applaud them for their one minute of fame.

“However, they also remind us of Chukwuemeka Ojukwu’s Biafra, the Mid-Western region’s Republic of Benin, and other secessionist or separatist moves that have been made in the history of Nigeria. In the early 2000s, Afenifere and Ohaneze called for a national conference to examine the legitimacy and plausibility of a federal and united Nigerian state.

The years that led up to the country’s independence prove that the citizens have never for once seen Nigeria as a successful “United States of Nigeria.” The agitators for an independent Nigeria saw a failed state even before Nigeria got its independence. Since then, many Nigerians have always advocated for the country’s breakup, which has formed the basis for the Nigerian condition.

“Taking a tour through Nigeria’s history will reveal that the Nigerian condition is a phenomenon that has been with us since the first attempt to lump different peoples together to form two protectorates in 1900.

“The amalgamation of the two protectorates gave rise to the malignancy of the phenomenon, and it has seemingly become worse ever since then. The failure of the Nigerian state is rooted in the deep sense of commitment to ethnic and regional beliefs. And because the components have never been wholeheartedly invested in making the clumsy center succeed, the center does not hold.

“The citizens consider themselves first as Yoruba, Hausa, Igbo, Efik before considering themselves as Nigerians. This is why the quest out of the Nigerian condition cannot be fully quenched. It will rise, like the phoenix, in another form because the old and the young go through the baptism into ethnic-centric loyalty,” he stated.

In proposing a way out of the current imbroglio, the historian identified regionalism, state police and devolution of power as remedies that could trigger the desired change. He however stated that this should be done with caution.

“A regional model shifts the bulk of the responsibility from an over-endowed seat in Abuja to half a dozen units across the country. The regions will control their resources and bear the developmental burden using the proceeds. They will also furnish the central coffers with a fraction of these proceeds. Hence, the prevalent state of marginalization is dropped, and people can finally manage their economies.

“However, the problem with this lies in a historical record of failure. It also negates the essential value of recognition that the present structure allows. In the past, regional administrations were known to focus solely on their seats of power. Development occurred mainly in political centers such as Ibadan, Kaduna, and Lagos, excluding large swathes of the regions.

“Therefore, the question is, if the system that should foster intraregional development once failed in doing so, why should it be implemented again? Also, subsuming states into regions leaves out the fundamental reason for creating those states in the first place. It contradicts the idea of representation which birthed the whole issue of restructuring.

“In places where states with a voting population no longer exist, and the administrators of those provinces are chosen, not elected, there is the possibility that minorities who once had a modest recognition will melt into the supervening idea of a region.

“Devolution brings governance to the people at the grassroots levels. It promotes engagement between the ruling class and the ruled. Also, there is better access to the benefits of a government than a system where the leadership exists only on screen. On paper, devolution creates room for states to control resources and manage these resources to develop localities because it cedes power.

“However, the question of capabilities still presides. Even with a steady stream of federal income in the past, some state administrations have been known for poor management practices. This connotes that while the structure itself may change, the management techniques remain the same. Thus, the problem continues in federating units.

“The Nigerian security structure is essentially a federal-driven one. Internal security lies within the precincts of federal administrators, and external forces mainly handle concerns within states. In recent years, the national military has acquired more police responsibilities.

“Codenames like Operation Crocodile Smile, Python Dance, Hadarin Daji, Harbin Kunama, and a seemingly endless tally of others now occupy the mainstream. Even non-combatant departments like the fire service are controlled by the federal government, depriving states of power over minor issues.

“This creates a delay in administering the security apparatus and, in many cases, a deterioration before an adequate response is received. For needs such as logistics and funding for the police and sister departments to be met, a long wait must first be endured.

“In the context of restructuring, therefore, the creation of state-owned police formations is crucial. Under this model, Nigerian states similarly administer their security to what obtains in the United States. The state police structure does not give inalienable powers to the state but provides exceptional instances where the federal government may interfere in internal security.

“All of these are provided under statutory dictates; yet, there is a likely problem. Governments in Nigeria are not precisely famous for administrative sanctity. The potential for the abuse of police powers remains an ever-present threat, and this is a kink in the whole arena,” he said.

The federal government had planned a narrow gauge for the proposed eastern rail corridor – to begin from Port Harcourt, Rivers State to Maiduguri, Borno State.

Mr Amaechi had explained that the standard and narrow gauge rail have the same load capacity. The only difference, he said, is speed – which is about 20 kilometres.

But the lawmakers, unsatisfied with his submission, said the plan was discriminatory against other parts of Nigeria.

Chairman of the House Committee on Transportation, Pat Asadu, made the first observation.

“We are now looking at the difference between ‘Project D’ which is the construction of 284 kilometres Nigeria-Maradi railway standard world class line against ‘Project C’ where you talked about the total rehabilitation and reconstruction of Port Harcourt to Maiduguri eastern rail network defined as narrow gauge,” Mr Asadu said.

“For a segment of this country that is known for trade and commerce, they need railway as they need air. If the ministry feels that doing a 287 kilometres of railway track from Kano to Maradi will be funded with borrowed money…to be paid by our children…

“I also know the economy of Niger Republic and I believe the economy of the Southeast is bigger than that of Maradi. I am not even talking of South-South.


“So what policy guide, what study of federal character integration would make the Ministry of Transportation to put 284 kilometres railway from the end of the north to Maradi and then constructing a Narrow Gauge in the South East and South South…?”

The lawmaker said this decision is why Nigeria’s integration will always be challenged because things are done with so much impunity.

“So if we approve this budget for you, you will go and do Kano Maradi standard rail line and do a narrow gauge rehabilitation for the South-east. My heart bleeds. Instead of doing the right thing, you are now giving us this one as what will enhance the economy of Niger and Nigeria, while the economy of Nigerians especially those who have the containers and who are always on the road are given a narrow gauge rehabilitation,” he lamented.



The Chairman of the Senate Committee on Marine Transport, Danjuma Goje (APC, Gombe), also picked holes in the proposed rail projects.

He wondered why the ministry had decided to give people from South-east, North-central, North-east the archaic, old modern narrow gauge, only to spend a lot of money to do the modern standard gauge to another country.

He said, “Are people from the South-east, North- central and North-east not Nigerians? Why should there be double standard in this matter? That is why we are quarrelling. You are spending a lot of money to do Lagos-Ibadan rail line.

“You are telling us you are designing Ibadan to Abuja, you are doing Kaduna to Kano, you are doing Abuja to Itakpe and to Warri. What wrong did the South-east, North-central and North-east, particularly the South east, Benue, Plateau, Taraba, Bauchi, Gombe, Borno and Adamawa do? What is wrong with us? Are we not Nigerians?”



In his response, the minister disclosed that the total cost for the construction of the Eastern line which begins from Port Harcourt to Borno State is between $12billion and $14billion.

“If we start looking for the money now and it takes time before we get that money, you will say it is Amaechi that refused to give you railway. Because now, we don’t even have the money to do Ibadan to Kano. That is why on our own, we are funding Kano to Kaduna while looking for the money,” Mr Amaechi

“We are looking for $11.1billion for Lagos to Calabar. Do you want us to include you on that where we are searching for money or be practical?”

He said President Muhammadu Buhari wants a standard gauge from Port Harcourt to Maiduguri but that “when the cards were laid on the table”, he asked the president to make two approvals so that every part of the country will have a rail line.

“The first approval is to reconstruct and not rehabilitate the narrow gauge. The second approval that will enable me to look for the $14billion to construct standard gauge.

“So with the two approvals, any one I get money for I will go ahead. But the one that is quicker to get the money is $3.020million. So that by the time you finish it, the rail is running while we are looking for money to construct standard gauge,” Mr Amaechi said.

He added that the difference between standard and narrow gauge is speed which is about 20 kilometres.

“Whatever weight of cargo that narrow gauge will carry is the same weight of charge that standard gauge will carry, he said.

“Now as a minister, my mind tells me you won’t go home if you don’t provide railway for your people. I now said since it will be difficult for me to get $14billion, let me ask for the small one of $3billion so that I can at least reconstruct this one to run between 80 and 100 kilometres.

“Standard gauge for Christ’s sake is 120 kilometres…So the difference is if you take off from Lagos you may get to Ibadan 20 minutes ahead the person using narrow gauge.”

When Mr Goje asked the minister when he started to source for loans for the Kano-Maradi rail line, he explained that Kano to Maradi is 20 kilometres.

“The rail takes you to Jibya, Jibya into Maradi is 20 kilometres. So what is this about? Is Honourable Asadu telling me that we should not build railway to Katsina, Daura, Jibya, Dutse, Kano? We should not give that railway?”

Interjecting, Mr Asadu wondered why the ministry did not opt for narrow Gauge for all the projects.

“Why would you go for the one you cannot afford if the difference is just 29 kilometres because what you are planting is beyond you and me sitting here…you create a feeling of this is not universal.

“What I am saying is that since borrowing the $14billion for the South-east and the rest is impossible why won’t you go for narrow gauge so we all develop equally? Because what we are looking at is a country that is one not just in name.

“You could smile, you could take serious, but I do not see myself sit here and approving a budget to do a rail to Maradi on a standards gauge and do a narrow gauge for the eastern flank,” he said.

Mr Amaechi further said the negotiation for loan for the construction of Kano-Maradi standard gauge line is about to be completed.

He also said his ministry was yet to get money for Kano-Kaduna, Port Harcourt-Maiduguri railway projects.

The only money received is $1.4bn for Lagos-Ibadan rail project, he said.

The minister added that the government’s plan to construct the $1.3bn Kano-Maradi rail, was not based on sentiments but economic benefits for the country. And on completion of Kano-Maradi and Kano to Lagos railway, all national cargoes from Niger Republic, like uranium and gold, would be moved through Nigerian sea port from that corridor.

This, he said, would translate into huge economic benefits for Nigeria.

“What I will do before leaving office is to ensure that we move from verbal agreement with the government of Niger to written agreement, Mr Am”

Earlier, Mr Goje emphasised the importance of marine transport across the globe describing it as an essential component to the world economy as over 90 per cent of the world trade is carried by sea.

He also said it is the most effective way to move huge volumes of goods and raw materials around the world, including Nigeria.

IPOB Insists On Sit-at-Home In South-East From November 5, Says Group Didn't Declare Boycott Of November 6 Anambra Election

The Indigenous People of Biafra (IPOB) has said it has no interest in the Anambra election slated for November 6.


It, however, said the sit-at-home exercise across the southeastern part of Nigeria commencing from the eve of Anambra election will hold.

IPOB stated that the only option to avert the sit-at-home is if President Muhammadu Buhari’s government releases Kanu on or before November 4.

Many groups and individuals have been concerned with the IPOB's latest sit-at-home order which Nigeria Police have seen as a threat to the governorship election in Anambra.

Ohanaeze Ndigbo also issued a statement on Wednesday calling for an emergency meeting of Igbo leaders to address the issue.

Reacting, IPOB reiterated that it has not asked Anambra residents to boycott the governorship election but the sit-at-home will hold.

Nnamdi Kanu-led group said this in a statement by its spokesperson, Emma Powerful, which was made available to SaharaReporters on Thursday.

The statement read, "The global movement and family of the Indigenous People of Biafra (IPOB) ably led by our great and indefatigable leader Mazi Nnamdi Kanu wish to clarify that contrary to speculations and blackmail, IPOB has never made any official statement or called for the boycott of Anambra State gubernatorial election coming on 6th of November 2021. It will therefore be wrong for people to speculate or peddle falsehood against us when there is no basis for such.

"For the sake of clarity, what we said was that the entire Biafra land would be locked down from November 5 to November 10, 2021 if by November 4 the federal government fails to release our leader, Mazi Nnamdi Kanu unconditionally.

"Our position has nothing to do with Anambra election. All we need is the release of our Leader who committed no crime to be held perpetually in custody. We have gathered through intelligence the plot by Nigerian Government to keep our leader in detention perpetually through frivolous court adjournments.

"Politicians must leave IPOB out of their predicaments. They should stop dragging IPOB into their election. We knew their evil plans when they were killing their fellow politicians and blaming it on IPOB. They should leave us alone.

"Using social media to link IPOB to Anambra election shows most of them are not informed about plots by Nigeria Government and her security operatives to hijack this election and give it to whom they feel to perfect establishment of Ruga in Anambra State. But that won't work for them because IPOB is ahead of their game plan.

"We urge media houses to be objective in their reportage and cross-check their facts. IPOB has never at any time called for boycott of Anambra election. Media houses should stop publishing lies against us."
