Contrary to claims by the
Independent National Electoral
Commission (INEC) that they did
not receive any Notice of Appeal
from Governor Okezie Ikpeazu or
an injunction stopping the
Commission from issuing a
Certificate of Return to Dr. Uche
Ugah, the Attorney General of
Abia State, Mr. Umeh Kalu, has
said that INEC lied in its claims.
A proof service has shown that
the Commission did indeed
receive the two important
documents and it was signed for
by Saleh N. Ibrahim, Senior
Clerical Officer at the Legal
Services Department of the
Commission's Headquarters,
Abuja, who stamped the Notice
of Appeal and Injunction with
the Commission's official stamp
by 12.50pm on Wednesday, June
29, 2016.

taking any further action on the
Judgment of Justice Okon Abang
of the Federal High Court
pending the determination of the
Appeal in the case.
"It is rather surprising that the
Commission could lend itself to
be used for an act capable of
destabilizing a State in Nigeria
with the attendant consequences
for anarchy and breakdown of
law and order." Kalu said.
The Abia State Government
wishes to reiterate for the
umpteenth time that Dr. Okezie
Ikpeazu remains the Governor of
Abia State irrespective of
whatever order was issued by the
Federal High Court and the
consequential actions of the
Independent National Electoral
Commission (INEC) pending the
full exhaustion of all judicial
avenues of seeking redress.
Abia State is a peaceful State
consisting of law-abiding citizens
but their patience should not be
stretched and their civility taken
for granted. The citizens of Abia
State will resist any attempt to
subvert their will which they
freely expressed at the polls and
which was affirmed by the
Supreme Court. |
Section 141 of 2014 nullified the replication of Amechi/Omehia case. So long as Oga did not participate in all the stages of the April 2015 Governorship Election,he cannot be sworn in. That declaration by Justice Okon is null and void and of no effect. Ndewo! |

IF I WERE UCHE OGAR ... Mr. Uche Samspson Ogar is an interesting personality. I actually used to see him as a young man with a great political future. He is young and rich. During my days in the downstream oil industry, I came in contact with him quite often because his company, Masters Energy, is one of the top indigenous players in the industry. When the NBA Aba Branch gave him a merit award some few years ago, I read his citation at the event, after which he gave me his card and asked me to see him in Lagos. Somehow, I never did. Uche Ogar is a member of the PDP. Indeed, he was close to the last government in Abia State as his younger brother, Dr. Ogar was the Commissioner for Health in the immediate past government. He was well aware of the decision of the party in the state to zone their gubernatorial ticket to Abia South in line with the Abia Charter of Equity which seeks to ensure that every senatorial district gets an equal opportunity to produce the governor of the state. As a prelude to the last elections in Abia State, three people from Abia North Zone declared interest to run for governor under the PDP. They were - 1. General Azubuike Ihejirika, the former Army Chief of Staff. He is from Isuikwuato. 2. Mr. Uche Ogar from the University town of Uturu, Isuikwuato. 3. Mr. Alex Otti from Arochukwu. However, after the party made their intentions on zoning very clear, General Ihejirika saw reason and ended his quest. Alex Otti played smart and suddenly remembered that though he is from Arochukwu, he was born at Isiala Ngwa. He quickly wrote a letter to the PDP requesting for a "transfer" of his membership from Arochukwu to Isiala Ngwa. In taking that step, Otti accepted the fact that indeed, the power shift to Ngwa land made sense. When the PDP insisted that the power shift was not just to Ukwa Ngwa alone but to Abia South, Otti left the party and went to APGA where he eventually contested and lost the elections. But Uche Ogar insisted on contesting the party primaries. It was his right. The party did not stop him. Indeed, he was the only person from Abia North that contested the PDP primaries. It was an open contest and he lost to Dr. Okezie Ikpeazu with a commanding margin. Uche Ogar didn't challenge the elections. He didn't also leave the party. Dr. Ikpeazu went ahead to fly the party's flag in the general elections, crisscrossed the entire state during campaigns and eventually won the elections. I naturally expected Uche Ogar to form a critical alliance with the Governor and support the government. I expected him to help the industrialization of the state by moving some strategic units of his business to Abia State and by so doing, show the people that indeed, he was interested in the growth of the state. I expected him to have a strategic and well thought out political plan to work with the governor with an eye for tomorrow. Afterall, he is a young man in his mid 40s. He doesn't have to be governor now. He could still be governor tomorrow. But No. Uche Ogar still wanted to be governor and he wanted it now. Not by the popular will of the people of Abia but surreptitiously through some funny legal technicality. Uche Ogar forgot the counsel of our elders that freshly prepared hot yam porridge, though tasty, can cause stomach upset. And so, he quietly filed a suit challenging the eligibility of the governor on the spurious allegation of having presented false tax papers. Having come second in the primaries, he fantasized over the possibility of getting the governor disqualified and he, taking over. Uche Ogar, like everyone of us, knows that Dr. Ikpeazu paid his taxes. Indeed, the governor was not in any position to decide whether or not to pay tax. Uche Ogar knew that Dr. Ikpeazu was an employee of the Abia State Government and like every other employee, had no discretion on tax. He also knew, like the rest of us, that Dr. Ikpeazu does not prepare tax papers. He simply applied to the Revenue Board who issued the documents. Ogar, saw himself as another Amaechi who didn't contest the general elections but was declared governor by the Supreme Court. But he forgot that unlike him, Amaechi won the PDP primaries in Rivers State but was strangely denied the chance to contest the main elections. Amaechi had a good moral and legal pedestal. Uche Ogar does not. He lost the primaries. It is curious that a man who failed to secure the nomination of his party now wants to become governor from the back door. By seeking to use legal technicalities to remove a Governor who was duly elected by the people of Abia State and whose election was confirmed by the highest court of the land, Uche Ogar may have taken the worst political step of his life. By seeking to oust from office, the first ever Governor of Ukwa Ngwa extraction, Uche Ogar has declared war against not just the people of Abia South Senatorial District in particular but the entire people of Ukwa Ngwa land, in general. Make no mistakes about it, the people of Ukwa Ngwa land have a deep emotional attachment to this Governor. We see him as the personification of our decades of struggle for our political emancipation. Therefore, any person who plans to remove him from office naturally incurs the wrath of our people. If Dr. Ikpeazu lost the general elections, it would be a different ball game. But to seek to remove him from office using the Uche Ogar style of legal technicalities is nothing short of a declaration of political war. That's how our people see it. Not even Alex Otti who was a candidate in the general elections and who went to court to challenge the elections raised this spurious allegation of tax. Everyone knew that Ikpeazu was Head of ASEPA in Aba before the elections. Was he working for free? Was he not getting salaries? Will you pay a man salary without deducting his tax? By seeking to remove Governor Ikpeazu, a man who has made clear his intention to rework Abia State and set it on the path of economic growth and infrastructural development, Uche Ogar may have committed political suicide. The generality of the people of Abia State see this move by Ogar as a deliberate ploy to distract the attention of a performing governor...and that is exactly what it is. Uche Ogar seeks to reap where he did not sow. That is against the natural law of harvest. You cannot sow ukazi and reap nturukpa. No! I don't know if Uche Ogar thought deeply about this his move. I don't know what his political plans for the future are. I don't know if he intends to run for any state wide office tomorrow and if he intends in the future to ask for the votes of the people of Ukwa Ngwa land, the largest single voting bloc in Abia State and a people that control 9 out of the 17 local governments in the state. By Uche Ogar's strange political calculation, the people of Abia South, nay, Ukwa Ngwa land are not good enough to be governor, ehh kwa? Uche Ogar, obu l'ezi? Uche Ogar, Dede Nne, Ikpatala nku la eghe anyim. Ma Chineke. Do you know that if the Amaechi scenario were to play out again and Uche Ogar becomes Governor, God forbid, what it means is that both the Governor and the Deputy Governor will come from Abia North. This is because like Amaechi, Uche Ogar will have to work with the current Deputy Governor. Tufia kwa! If there is one thing I am sure of, it is that the Supreme Court of Nigeria, the highest temple of Justice in this country will never order that a man who lost his party nomination and never contested the general elections to be declared governor. It doesn't make sense. Like I said, Amaechi had won the primaries but was stopped from contesting. Uche Ogar lost. How can he be Governor? I also know that the Almighty God is a God of justice. Anyways, we will always remember Uche Ogar as the man who sought to break our hearts politically. If I were Uche Ogar, I wouldn't have taken this step. But I am not Uche Ogar. |

OYAY:Dr Ikpeazu has no business with how the documents was made or the entries in it & it is laughable to allege as some persons do that he "forged" his tax documents. BIR made statements to say they are responsible for the document & its contents. If Dr. Ikpeazu had prepared the docs himself using a computer or printing press or forged the signature on an otherwise genuine receipt, that would be a different case. When I handled the first case on this issue filed by BARR. F.N. Nwosu at the FHC, Abuja which I got struck out & which is on similar grounds as the one decided today instituted by UCHE Ogah, the grounds for the action were as follows (BRIEFLY because it is impossible to fully discuss the facts on this sort of forum): 1. That the serial numbers on the tax receipts were dodgy because the three years were written in the same document one after the other; this is however to no issue. Dr. Ikpeazu was a PAYEE; receipts for Payees are only issued when requested & so the years demanded will be written in the same booklet one after the other & so the question of how separate years were written in the same booklet does not arise; 2. Every tax year by convention ALL OVER THE WORLD ends on 31st December. If you ask for your tax receipt for 2015 today, it will be dated 31st Dec. 2015; if you asked to be assessed for 2016 & you pay it today in June, it will still be dated 31st December 2016 & that does not amount to forgery or false statement. 3. That 31st December of a particular year happens to fall on a Saturday or Sunday which is a non-working day does not make the tax receipt a forgery, etc 4. It was non-issues and others such as the following that was litigated. When we get a copy of the judgement we will address it in full. 5. For now it is enough to draw the attention of the public to the provisions allegedly breached by Dr. Ikpeazu which is S. 31(5) of the Electoral Act: "Any person who has reasonable grounds to believe that any information GIVEN BY A CANDIDATE in the affidavit or any document submitted by that candidate is false may file a suit....." Clearly for this provision to be breached, the Candidate must have given the information alleged to be false. Dr. Ikpeazu gave none of the information contained in the tax receipts or certificate. ALL HE DID was write to BIR to issue him his tax papers. BIR on their own collected the info, did their assessment, issued the tax papers & signed it. |

IKPEAZU REMAINS ABIA GOVERNOR - ABARIBE Senator Enyinnaya Abaribe on Monday reiterated the incontestable fact of Dr Okezie Victor Ikpeazu is the indisputable Governor of Abia State irrespective of the ruling of the Federal High Court in Abuja. The Senator who represents Abia South Senatorial District in the Senate of the Federal Republic of Nigeria, asked Abians particularly the people of Abia South not to panic but to remain calm and confident. Press Release Don't panic, I remain your governor, Ikpeazu tells Abians The Governor of Abia State, Dr Okezie Ikpeazu has called on Abians not to panic, but remain clam over the judgment of Justice Okon Abang of the Federal High Court Abuja delivered today in favor of Mr. Uche Oga against him, in the case of alleged falsification of tax receipts. Governor Ikpeazu, who said that he has faith in the judiciary and rule of law, added that he will appeal the ruling as he has instructed his lawyers to file an appeal immediately against the said judgment. The Governor noted as an appointee of the Abia State Government from 2011 to 2014, when he served as the General Manager, Abia State Passengers Integrated Manifest and Safety Scheme (ASPIMSS), and first Deputy General Manager, Abia State Environmental Protection Agency (ASEPA) Aba and Environs respectively, before his resignation in October 2014 to contest the Governorship election in the state, that within the period his taxes were deducted at source, and when he had need of his tax clearance in 2014, he applied to the Abia State Board of Internal Revenue, and was duly issued with his tax receipts for the period in question. He maintained that he remains the Governor of the state according to law and will await the final determination of the matter by the appellate courts. released the full list of Nigeria treasury
looters to assist the President fight the
corruption from the grass root if truly he is
sincere.
The publication shows how corrupt Nigerian
former leaders are and how much they looted
from the public treasury. Through their
statement the list should guide President
Buhari in his fight against corruption and not
to play party politics.

1. Oluesgun Obasanjo – He stole $25 billion
from 1999-2007 ($16.4 from power sector
alone)
2. Mohammadu Buhari – He stole $25 billion
from 1994-1999 (from PTF fund)
3. Ibrahim Babangida – He stole $15 billion
from 1985-1993 ($12.4 billion from oil wind
fall in 1990)
4. Abdulsalam Abubakar – He stole $9 billion

(2003-20111) he stole $1.1 billion
10. Nasir El Rufai – Before he was made the
FCT Minister, El Rufai was broke, homeless
and was looking for loan to import taxis from
the UK. After he was made the minister, he
seized landed properties that belonged to
Nigerians and resold them with huge profit.
It’s estimated that he stole $1 billion from
2003-2007.
11. Tunde Fashola – He is the poster boy of
Tinubu. Boht of them looted Lagos dried and
left it in debt of about N1 billion. Fashola,
among other thing built his personal website
for N78 million, drilled borehole for over
N100 million per each and built a kilometre
road for N1 billion. He stole $900 million
from 2007-2015. He is now a minister, he
will continue the looting.
12. Chubike Rotimi Amaechi – From 2007 to
2015, he stole $700 million as $150 million
were used to sponsor Buhari and APC.
13. Atiku Abubakar – When he was asked by
our reporter how he made his money, he
simply said “he was always at the right place
at the right time. Atiku is an astute
businessman, but through shady deals, he
stole $500 million from 1999-2007.
14. James Ibori – He stole $150 million from
1999-2007 as governor of Delta State. He’s
serving his term for money laundering in the
UK.
15. Amina Mohammed – This woman was the
founder of Afri-Project Consortium (APC) that
was in charge of all PTF Projects during
Abacha’s regime. About $125 million was
stolen from PTF accounts from 1994-1998.
Buhari has just nominated the same woman as
a minister to continue the stealing.
16. DSP Alamieyeseigha – He stole $120
million and was arrested for money
laundering. He pleaded guilty and long served
his term.
17. Sule Lamido – He stole $110 million
between 2007-2015 and out of that amount,
$50 million was found in his sons’ bank
accounts. He was arrested and detained for
days together with his sons.
18. Rabui Kwankwaso – He stole $100 million
as a governor of Kano State. EFCC has
arrested many of his aides and they are
“singing” how they siphoned the money.
19. Kashium Shettima – this governor has
stolen about $80 million and still counting.
20. Rauf Aregbesola – he has milked Osun
State to the tune of $60 million.
21. Kayode Fayemi – this former governor
stole $40 million and stashed some part of
the loot in Ghana. He was reportedly bought a
bed for N50 million.
In all these names none of them came from
South East, this clearly shows that Nigeria is
owned by the Hausa-Fulani’s and the

POOR NIGERIANS ARE NOW SUBSIDIZING THE
FEDERAL GOVERNMENT So this morning I had a flight to catch. My cab
man would not turn up on time as agreed, he
usually does not disappoint. I tried reaching
him on phone after the last conversation we
had and he was not reachable according to
airtel. I had a few minutes left to catch my
flight. To take another cab from my house will
get me stock in traffic at a popular junction.
The only and best choice was budding a
tricycle (Keke Napep) to escape the busy
junction first before getting another cab. To
avoid "oga I no get CHANGE" or "You for tell
me say you carry big money before you
enter" , I asked my wife to gather any available
sub denominations of the secretly devalued
naira she had for me. The usual fair before the
fuel hike was N50 per last mile. With the hike,
I concluded it would now be N100 for sure
per last mile so I got a lot of N100 notes along
and budded one.
THE SHOCKER
I got to my first mile and desired stop and
without asking how much, I gave the tricycle
operator a N100 note and began heading away.
"Oga wait collect your change" he said. Not
sure he was referring to me so I asked if he
was referring to me and he said "yes, your
money na N50". I was shocked. Just how does
he balance up with the hike in petrol price? I
went further and began a conversation with
him. I inquired how he was balancing up with
the hike in fuel price and he gave me another
shocker:
"Oga how we go do na? Everybody dey
complain especially market women so we come
get our union meeting decide to help people
by collecting the old price. Even the market
women self na our wives and sisters so we no
they lose anything after all"
You see, these are the truest and most
patriotic Nigerians.
Poor and innocent Nigerians now subsidize the
Nigerian government. They are teaching our
leaders what patriotism means. They decided
to ameliorate the sufferings and hardship by
shortchanging themselves - subsidizing the
Federal Government. Something President
Buhari could not do inspite of the
overwhelming support he had even while
running for president at 73 years old in a
country where a great percentage are youths
below 40 years. The president you voted would
not sacrifice the number of presidential jets in
his fleet nor cut down on wanton foreign trips
abroad to cub the drowning economy. His wife
would launch a book on beauty tips and amass
millions in donations for her project instead of
a project to feed or cloth the poor. This is the
president whose campaign mantra was seeded
in alleviating the condition of the poor. There
is no more to say than the fact that you have
been fooled, a Hollywood actor now occupies
the seat of power and every single day in
Nigeria is a scene in an imaginary movie that
will never be premiered.

Trouble in the Senate Yesterday as Senator Ita Enang Reveal that Northerners own 80% of oil blocks. Supporters of the Petroleum Industry Bill (PIB) pushed their case further yesterday at the Senate, with startling facts on the sector. Senator Ita Enang (Akwa Ibom North East) described the opposition to the 10 per cent host community fund by mostly northern senators as “misplaced”. Enang, who is also the Chairman, Senate Committee on Rules and Business, said that those opposed to the fund should know that over 83 per cent of oil blocks are owned by northerners. But he did not give the number of oil blocks Nigeria has. Senator David Mark, who seemed to have been shocked by what Enang said, said the Akwa Ibom lawmaker should not be distracted (some senators were grumbling) because he was making an important point.Mark asked Enang whether he could substantiate his claim. Enang promptly pulled out a document from his folder and reeled out oil blocs and their owners. He said he did not intend to divide the country but to guide those who wanted to contribute to the debate to be truly informed. He listed northerners who own oil blocks to include Alhaji Mai Deribe, Borno State and owner of Cavendish Petroleum, which operates OML 110 with an average of about N4billion monthly. He also listed Seplat/Platform Petroleum, operators of the ASUOKPU/UMUTU Marginal Field with Mallam (Prince) Sanusi Lamido, Kano , as a major shareholder and director. South Atlantic Petroleum Limited (SAPETRO) established by General T. Y. Danjuma, Taraba State , who is also chairman of Eni Nigeria Limited. SAPETRO partnered with Total Upstream Nigeria Limited (TUPNI) and Brasoil Oil Services Company Nigeria Limited to become operators of the OPL 246. AMNI International Petroleum and Development Company is owned by Alhaji (Colonel) Sani Bello of Kontangora , Niger State. “They are operators of OML 112 and OML 117,” he said. He said that a former Petroleum Minister and former OPEC Chairman, Rilwanu Lukman, another northerner manages AMNI oil blocks “with very key interest in the NNPC/Vitol trading deal.” He said that Oriental Energy Resources Limited, a company owned by Alhaji Indimi, runs three oil blocks – OML 115, the Oldwok field and the Ebok field. He said that Alhaji Aminu Dantata’s Express Petroleum and Gas Limited, operates OML 108. Enang said that OML 113 allocated to Yinka Folawiyo Petroleum Limited is owned by Alhaji W.I. Folawiyo. Alhaji Saleh Mohammed Gambo, North East Petroleum Limited, is the holder of the OPL 215 Licence. North East Petroleum was awarded blocs OPL 276 and OPL 283 and closing thereupon a Joint Venture Agreement with Centrica Resources Nigeria Limited and CCC Oil and Gas. He said that INTEL is owned by former Vice President Atiku, the late Gen. Shehu Musa Yar’Adua and Ado Bayero. It has substantial stakes in Nigeria ’s oil exploration industry both in Nigeria and Sao Tome and Principe . He said that Mike Adenuga’s Conoil is the oldest indigenous oil exploration company with six blocks. OPL 291 was awarded to Starcrest Energy Nigeria Limited, owned by Emeka Offor, which was sold to Addax Petroleum. Enang urged the Senate to cause the immediate revocation of all oil blocks licences and their redistribution, in accordance with the Federal Character Principle. He said: “My submission is that when you look at the distribution of those who own oil blocks and the amount of money that comes from the different oil blocks to the Federation Account and you see the owners of these oil blocks, you will agree with me that there is inequity in the distribution of oil blocks. “The oil is produced in the Niger Delta yet it is the people of the Northeast and the Northwest and a little of the Northcentral, almost nothing of the Southwest and the Southeast, that are the persons owning and controlling these oil blocks. “Almost nothing for the Southsouth, Niger Delta oil producing areas. “They are quarreling with the area that takes just 13 per cent when you are producing the entire 100 per cent, you give some to the Federation Account and they give only 13 per cent of what you give and, of course, it is whatever you declared that you have produced. It is actually produced by you. “I did not want to introduce something that is divisive. “It is not intended to divide the country, it is intended to say ‘look, let us be realistic’. “What some of the oil wells and the owners of the oil wells produce in a month and take as profit is sometimes more than what two or three states receive from the Federation Account.” Enang noted that “when a group of people are richer than a state and then it is produced by you, then there is so much opposition that even the people who suffer the effect of the oil production should not be give host communities’ fund; and we have explained that the host communities fund is not only for the oil producing; it is for any of the communities that hosts oil infrastructure, which includes oil pipelines, refineries, gas pipelines and anything that is capable of causing danger.” “If we had the host communities fund, the danger that we have been having in Arepo in Ogun State, the area would have benefited from the host communities fund.” Enag said that other areas, such as Kaduna and some other states, will benefit from it. He went on: “If you are producing and declaring only what you like and only the 10 per cent now being provided for the host communities and the 13 per cent which is after deducting everything, that cannot be in the interest of the country. “What I am asking now is that oil blocs in the whole country should be revoked and redistributed according to Federal Character Principle. “We are not saying that we in the Southsouth should have all or the Southeast should have all or the Southwest should have all. “In fact, if there are 18 oil blocs or 36 oil blocks, we don’t mind that you give us at least four, Northeast four, Southeast four, Northwest four. “At least, let there be equity, but then there should be the principle of who owns it and then you give us more. “But at this time, we don’t even have it. The 13 per cent is what we are even suffering to sustain.” SenatorOlufemi Lanlehin (Oyo South) praised the maturity of Senators in considering the bill. He urged the Senate to look at the “absolute and sweeping powers” granted the President in Section 191 of the bill. The Section, he said, gives the President absolute and unqualified powers to grant petroleum licences to whoever he pleases. Lanlehin prayed the Senate to use the opportunity of the bill to design a template that would grow the economy. Senator Adegbenga Kaka (Ogun East) said he was supporting the bill with mixed feelings. He noted that the trend of the debate seemed to indicate that senators were more concerned about how to share the cake and not how to bake it. Kaka said the power granted the minister of petroleum in the bill should be reconsidered “so that we don’t give too much power to the minister.” The lawmaker who insisted that the bill should be finetuned, said certain percentage of earnings should be set aside to fix electricity, agriculture and other infrastructure. Senator Mohammed Goje (Gombe Central) said before the debate, he was completely against the bill. He said the trend of the debate showed that the Senate was poised to do justice to the bill by removing offensive sections. To him, it seems a consensus is being built around certain sections of the bill. He noted that most contributors agreed that the power of the minister should be reduced, such that the minister will just be like any other minister. Goje said: “We should not create a super minister.” He said that definite provision should be made for frontier exploration, especially adequate funding. He opposed 10 per cent host community fund. Senator Barnabas Gemade (Benue North East) described the bill as very important and long overdue. Gemade said an adage says: “Wherever you find oil, corruption creeps in and wherever you find diamond war emerges.” He said the adage had been proved to be true. Gemade said the bill contained good and bad provisions. He listed the good sections to include development of the gas sector, increase in promotion of local content and the unbundling of the Nigeria National Petroleum Corporation (NNPC). The bad sections, he said, include the minister’s economic power. On the host community fund, Gemade said efforts should be made to ensure that it does not degenerate to very poor management of resources as it is, according to him, in the Niger Delta Development Commission, 13 per cent derivation and others. On the frontier exploration, he said more effort should be geared towards discovering oil in other places. Senator Akin Odunsi ( Ogun West) described the bill as the most important legislation before the National Assembly. Odunsi noted that the bill becomes even more important when it is recognised that the country runs a mono economy based on oil. The lawmaker cautioned against undue sentiment in the consideration of the bill. He agreed that the bill was not perfect but posited that it could be fine-tuned to engender development. Senator Abdulahi Adamu (Nasarawa West) said he was giving the bill “a reserved support”. Adamu expressed worry about the absence of transparency and accountability in the oil sector. He said the bill appears to contradict the Constitution (as amended), especially when it is recognised that oil and gas as well as other minerals are in the Exclusive List and under the control of the Federal Government. The lawmaker cautioned about the unbundling of the NNPC in order not to put up the corporation for outright purchase by wealthy Nigerians. On the host community fund, Adamu said the provision would create the fourth tier of government. To Senator Gbenga Ashafa (Lagos East), the bill will be counter productive in its present form. He demanded the definition of host community. Ashafa said pipelines burst at times not because of vandalisation but because of the integrity of the pipes. Senator Ayogu Eze said his support for the bill stemmed from the realization that the oil sector should be reformed. Eze highlighted issues of details in the bill, which, he said, should be addressed at the committee and public hearing levels. It was obvious that most northern Senators were not comfortable with what Enang said. |
