Okezie Victor Ikpeazu, Ph.D, a renowned
biochemist, teacher and a highly
acknowledged Public Servant, was born on
October 18, 1964, to the family of late Pa
Ishmael and Deaconess Bessie Ikpeazu of
Umuebere in Umuobiakwa village,
Isialaukwu, Mbato Autonomous
Community in Obingwa Local
Government Area of Abia State, Nigeria.
Dr. Ikpeazu attended Amaise Central
Primary School, Umuobiakwa. In 1973,
while in primary five, he gained admission
into Eziama High School, Aba and later
moved to Ihie High School, Isiala Ngwa
where he took his School certificate
examination in 1979. In 1980, at the age
of 16, he gained admission into the
University of Maiduguri (UNIMAID) to
study Clinical Biochemistry and graduated
with a B.Sc. (Hons.) Second Class Upper
Division in August, 1984.
From August 1984 to August 1985, Dr.
Ikpeazu served as a clinical biochemist in
the medical laboratory of the Rivers State
University of Science and Technology
(RSUST) Port Harcourt for his national
youth service. He returned to the
University of Maiduguri for an M.Sc
degree in Biochemical Toxicology and
graduated in 1990. In 1994, at the age of
30, he obtained a doctorate degree, Ph.D
in Biochemical Pharmacology from the
University of Calabar.
CAREER/PUBLIC SERVICE
Dr. Ikpeazu served as a Graduate-
Assistant, in the Department of Science
Laboratory Technology, University of
Maiduguri, from 1986 to 1987 while
studying for his M.Sc degree. He also
taught at the Calabar Polytechnic from
1990 to 1992 during his Ph.D
programme.
Between 1994 and 1996, he served as
Administrative Manager with Cash Bond
Investments and Credits Ltd, Lagos. In
1998, Dr. Ikpeazu joined the services of
Enugu State University of Science and
Technology (ESUT) as Lecturer 1 in the
Department of Applied Biochemistry,
Faculty of Applied Natural Sciences, and
rose to Head of Department by 2001. He
was also an Adjunct Senior Lecturer,
Department of Biochemistry, Ebonyi State
University College of Basic Medical
Sciences, between 2000 and 2002.
Between 2003 and 2004, he was a
Masters’ Degree External Examiner, to
the Department of Biochemistry,
University of Nigeria.
In 2002, Dr. Ikpeazu served as the
Transition Committee (TC) Chairman for
Obingwa Local Government Area. This
marked his entry into politics. He also
served as Special Adviser to the Governor
of Abia State. He was appointed General
Manger, Abia State Passengers Integrated
Manifest and Safety Scheme (ASPIMSS)
from 2007 to 2009. Within the period, he
turned around the fortunes of ASPIMSS,
and made it a revenue yielding agency of
government. In 2010, he was appointed
Chairman, Governing Council of Abia
State College of Health Technology, Aba.
During his tenure, he facilitated the
accreditation of three critical courses in
the institution by the NBTE. In 2011, he
was reappointed General Manager, Abia
State Passengers Integrated Manifest and
Safety Scheme (ASPIMSS), a position he
held till 2013 when was appointed the
first Deputy General Manager, Abia State
Environmental Protection Agency (ASEPA)
Aba and Environs; an assignment he
creditably discharged to the admiration of
not only the Aba populace, but also the
entire Abia State and beyond, interpreting
the vision of Chief T.A Orji, on
environmental and waste management.
Okezie Victor Ikpeazu is currently serving
the good people of Abia as the Governor
of Abia State. He was elected under the
platform of the People’s Democratic Party
(PDP) in April 2015, sworn in
constitutionally in May 29 2015.
He is a member of Biochemical Society of
Nigeria, the Nigeria Environmental Society
and Rotary Club of Eziukwu Aba. He is a
Trustee and the President, Eastern Ngwa
Country Sports Club of Nigeria. He is
happily married to Mrs. Nkechi Okezie
Ikpeazu, and the marriage is blessed with
four children |

A United States academic report for 2015
has suggested that the Igbo of South
Eastern Nigeria are the most brilliant
black Africa race. According to the report:
“a search through the promotional
materials of school for a black student –
all schools and colleges would always
show some black faces in their
promotional materials if they have any –
reveals that they have had at least one
black student, and it was, unsurprisingly, a
Nigerian Igbo.”
This is just as two teenage Nigerian high
school students, Harold Ekeh and Augusta
Uwamanzu-Nna, have broken a record of
being accepted by eight Ivy League
schools in the United States. Ekeh is a 17-
year-old senior student at Elmont
Memorial High School, Long Island while
Uwamanzu- Nna is a high-school student
from Long Island, New York. Schools
within the Ivy League are Brown
University, Columbia University, Cornell
University, Dartmouth College, Harvard
University, Princeton University, the
University of Pennsylvania and Yale
University.
However, the feat, according to two
online news portals, NBC News and MSN,
revealed that both teenagers are faced
with “a big decision to make soon.” For
instance, Ekeh was granted admission by
13 universities, including all the eight Ivy
League schools.
The NBC News reported that Ekeh is
faced with the dilemma of whittling down
his college prospects, having applied to 13
colleges, with the hope to “maybe” get
into Stony Brook University, about an
hour east of his home in Elmont, Long
Island.
But, in recent weeks, the cascade of reply
letters started pouring in: Harvard. Yes.
Yale. Yes. Princeton. Yes. Not only did he
get accepted to all of the schools he
applied to, those include all eight Ivy
League institutions. Speaking with NBC
News, Ekeh said: “It’s very, like, stunning.
It’s like getting hit with a brick, honestly.
When you see congratulations, you’re like,
wow your hard work has paid off,
definitely.” The straight-A student has
accomplished the rare feat of getting into
all of the nation’s Ivy schools, crediting
his parents’ work ethic for setting an
example and a desire to strive in his
adopted homeland after emigrating from
Nigeria 10 years ago.
“I find that I’m very over-involved,” Ekeh
said, counting advanced placement classes
and extracurricular activities, such as
science research, school plays and being
editor-inchief of his school newspaper, as
filling up his time. Ekeh, who scored a
2270 out of 2400 on his SATs, said: “I do
have conflicts that maybe I’ll have this
programme at the same time as I have
another programme and so it’s hard to
choose which one to be involved in.
I expected to maybe get into Stony
Brook, a couple of other safeties, just
based upon the SAT and the GPA, but I
was still never certain of anything. There
are so many variables taken into
consideration in college admissions, so I
was never certain of anything at any
point.”
Ekeh, one of five brothers, said he wants
to study biochemistry and become a
neurosurgeon. He is inspired by his
grandmother, who began showing
symptoms of Alzheimer’s when he was
11. He wants to find a cure. “There are so
many researchers working for Alzheimer’s
disease right now and many neurogenic
disorders that definitely a cure can be
found soon,” he said.
As for where he is going to college, he
isn’t quite sure, but would like to stay
close to family. “I am leaning towards
Columbia right now because I’d like to
stay in New York City for I guess the rest
of my career and work at Mt. Sinai,” Ekeh
said, adding that America has given his
family a life they might never have had in
Nigeria.
Meanwhile, Uwamanzu- Nna, who also
had found herself in the same situation,
told MSN News that she has a big decision
to make soon. The Elmont High School
valedictorian, who was accepted into all
the eight Ivy League schools, also gained
admission into Johns Hopkins University,
Massachusetts Institute of Technology,
New York University and Rensselaer
Polytechnic Institute.
Uwamanzu-Nna is the daughter of
Nigerian immigrants, who said her
parents instilled in her the value of
education. “Though I was born here in
America, I visited Nigeria many times.
And I’ve seen that my cousins don’t have
the same opportunities that I have.
So, definitely, whatever I do, I want to
make sure that it has an impact on
Nigeria,” she said. She also said her own
tenacity and persistence helped shape her
into becoming a great student. But as
with a lot of students, she did face
hardships with some classes.
“I struggled with numerous classes in the
past. But I guess what allowed me to be
successful, ultimately, in those classes, is
my persistence and my tenacity,” she
said. Though Uwamanzu- Nna hasn’t
decided on which college to attend,
having scored a GPA of 101.6, and with a
recent invitation to the White House
Science Fair, reports indicated that there’s
no doubt that she would continue her
academic excellence.
The report that suggested the
outstanding academic performance of the
Igbo revealed that if only environmental
factors were responsible for the different
Intelligence Quotients (IQs) of different
populations, the world may expect to find
some countries where Africans had higher
IQs than Europeans.
The report cited empirical backup using
theories propounded by eminent scholars
such as Richard Lynn, a British Professor
Emeritus of Psychology at the University
of Ulster and Arthur Jensen, who was a
professor of educational psychology at the
University of California, Berkeley.
The report’s findings also revealed that
while the fact remains that black
immigrants to the U.S have shown
achievements that were superior to
native black Americans, studies had also
shown that it had been a phenomenon
studied since the 1970s at the least.
Using Lynn theory, who was also an
assistant editor of the controversial
journal Mankind Quarterly, who is known
for his views on racial, ethnic and national
differences in intelligence, the report
revealed that: “Failure to find a single
country where this is the case points to
the presence of a strong genetic factor.”
For Jensen, the report said: “Regression
would explain why Black children born to
high IQ, wealthy Black parents have test
scores two to four points lower than do
White children born to low IQ, poor White
parents.” The report also stated that at
first, it was just the Caribbean blacks who
were a subject of this unexpected
outcome.
As black Africans kept immigrating into
the U.S, they showed even higher levels
of achievement than the native blacks.
Many scholars theorised on the reasons
for these differences, from Thomas
Sowell’s proposal that this disproved the
validity of discrimination against native
blacks as an explanation for their
underachievement (Sowell, 1978), to
other scholars who suggested that these
immigrants were just the most highly
driven members of their home countries
as evidenced by their willingness to
migrate to a foreign country (Butcher,
1990).
What most of these theories failed to
predict was that the children of these
immigrants would also show exceptional
achievements, especially academically. It
is only in recent years, as the immigrants
have stayed long enough to produce a
sufficiently high number of offspring, that
it had been observed that they are over-
represented among high academic
achievers, especially when compared to
native blacks, particularly at very elite
institutions.
What has been missed in the IQ debate is
the full logical implication of these
achievements: they have effectively
nullified any arguments for a racial
evolutionary explanation of the well-
known IQ test score gap between blacks
and whites.
Even more fatal for the racial hereditarian
side of the debate has been the
corroborating data of school children
performance in the UK, particularly when
the black Africans are divided into their
respective nationalities and tribal
ethnicities.

thesis of a race based genetic explanation

1. Azikiwe defeated Awolowo to become
the first Nigerian Premier of Western
Nigeria (present Southwest plus Edo and
Delta States). Awolowo instead of
forming Opposition, rather formed Egbe
Omo Yoruba and used it to intimidate
Yorubas that won election on NCNC
platform to cross carpet and join him
against Azikiwe. This was the first
parliamentary coup in Nigeria.
2. Awolowo from then on, started
indoctrination of Yorubas against the
“threat of Igbo domination”. That is how
the incurable seed of fear of Igbos was
sown in the psychic of Yorubas which
Yorubas later sold to other groups through
Yoruba control of the media for decades.
3. Alhaji Tafawa Balewa , Nigeria ‘s first
Prime minister could not tolerate
Awolowo’s treacherous and inordinate
ambition of acquiring political power by all
means and at any cost. So, he threw
Awolowo into prison for treason.
4. Samuel Ladoke Akintola who replaced
Awolowo as Premier of Western Nigeria
tried to destroy Awolowo’s political grip
on Yorubaland by forming a party to
takeover Western Nigeria in alliance with
the Hausa-Fulani oligarch who Awolowo
despised as a backward race.
Consequently, Yorubaland went ablaze in
revolt against Akintola’s plot. Law and
order completely broke down in Western
Nigeria. Wole Soyinka wore a mask and
forced announcers at Western Nigeria
Broadcasting Corporation to declare that
Akintola’s government was a fraud.
5. Yet, Tafawa Balewa refused to declare
state of emergency in Western Nigeria in
order to keep Akintola as a proxy for
Hausa-Fulani interest. This was the MAIN
reason Yoruba graduates in the Army
were the brains behind the coup led by
Chukwuma Nzeogwu who happened to be
Igbo.
6. As Wole Soyinka and even Obasanjo
acknowledged, Nzeogwu ‘s coup was
widely accepted by a vast majority of
Nigerians across regional, religious and
ethnic divides. 9. But the dissatisfied
Hausa-Fulani oligarchy who had majority
in Nigerian Army infantry used their
puppets, Yakubu Gowon, Theophilus
Danjuma and co to overthrow General
Ironsi.
7. In order to win support of Yorubas,
Gowon released Awolowo from prison.
The Hausa-Fulani knew Awolowo’s fear of
Igbo as the only group that stood against
his ambition to power. Gowon therefore
quickly made a deal with Awolowo which
in effect was that power would rotate
between the North and the West (Hausa-
Fulani and Yoruba) in post war Nigeria if
Awolowo convinced Yorubas to join the
North in fighting Igbos.
8. The Nigerian Army was consequently
split into two divisions: the northern
sector division commanded by Hausa-
Fulani and the southern sector division,
commanded by Yorubas.
9. Lagos, a city built largely by Igbos and
were Igbos invested heavily, was also
ceded to Yorubas as a State even when
there was no Abuja at the time (1967).
14. Awolowo was made Vice Chairman of
Federal Executive Council and Finance
Minister. All federal government owned
banks in Nigeria at the time which
included the Central Bank and First Bank,
were under Awolowo and Yoruba
management. It was a deal Awolowo
could not resist. The man was an
unscrupulous Machivellian anyway.
10. The Igbos were eventually defeated
and Yorubas became champions of
nationalism.

Awolowo tried to make sure no Igbo man
or woman would ever be more than
acfinancial destutute let alone have the
financial resources to rival a Yoruba
12. To achieve his objective of permanent
Yoruba supremacy, Awolowo insisted that
every bank account owned by an Igbo,
regardless of how much was in it before
the declaration of Biafra, would only be
replaced with twenty pounds! He
instructed Yoruba Permanent Secretaries
who took over the Federal Civil service
when Igbos left, to make sure that Igbo
senior civil servants were not reinstated
but to rather retire those who could not
be dismissed as rebels. The same policy
obtained in the Armed Forces of Nigeria
and Police .
13. The Igbo were not only made pariahs
but also financial destitutes.
14. Every house and industry in Igbo city
was destroyed by war. Schools were
closed for 3 years and many were razed
to the ground.
15. Awolowo masterminded the
indiginization policy by which Yorubas
bought over all companies in Nigeria using
money readily made available to them by
the banks under their control. The Igbos
were excluded.
16. They rejoiced and relaxed and
complaisantly asked: “How could Igbos
ever rear their ugly heads up again”? Sure,
if that had happened to Yorubas or any
other ethnic group, that would be their
end. But as Awolowo rightly feared, we
happen to be Ndi Igbo.
17. The shooting war ended 45 years ago
and we are still here. We have survived
all policy shenanigans contrapted by
treacherous Yoruba masterminds and
executed by their Hausa-Fulani allies.
18. In frustration, they have realized that
we are who we are. Imagine their
frustration! Never mind all Yoruba
masterminded psychological attacks on
Igbos disparaging us in any way they can.
19. Yes, Federal government policy has
made them the tycoons of oil and gas,
telecommunications, insurance and
manufacturing. Oh, their Hausa-Fulani
cum military allies gave Nigeria to
Obasanjo for 8 years in keeping faith with
their alliance.
20. Bola Tinubu is struggling for Awolowo
mantle by forming an alliance of etho-
religious jingoistic to ensure power keeps
rotating between Yoruba and Hausa-
Fulani. Where is the position of the Igbo
and other tribes in Nigeria. |

Details of the May/June 2015 West
African Senior School Certificate
Examination emerged on Thursday with
states in the South-East, again, leading in
the performance chart of candidates who
obtained credits in at least five subjects,
including English Language and
Mathematics.
Abia State topped the chart with 33, 762
of its 52, 801 candidates.
This came as no candidate obtained five
credits and above, including English and
Mathematics from four Federal
Government colleges.
The schools are the Federal Government
Girls’ College, Bajoga, Gombe State;
FGGC, Bauchi; FGGC Gboko, and the
Federal Science and Technical College,
Kafanchan.
To secure university admission in the
country, a candidate must obtain credits
in five subjects and above, including
English Language and Mathematics.
Anambra State came second with 28, 379
out of 46, 385 candidates. While Abia
State scored 63.94 per cent, Anambra got
61.18 per cent out of 100 per cent.
Edo State took the third position with 38,
052 of its 62, 327 candidates getting five
credits and above. It had 61.05 per cent.
Rivers and Imo states came fourth and
fifth respectively.
In the 2014 May/June WASSCE rankings,
Anambra State led the pack, while Abia
State came second.
However, with 4.37 per cent, Yobe State
came last on the 2015 rankings list with
only 646 candidates obtaining five credits
and above including English and
Mathematics. Fourteen thousand, seven
hundred and eight-four pupils, comprising
10, 807 males and 3,977 females, sat for
the examination in the state.
Aside from Yobe State, seven other
northern states occupied the rear
positions in the rankings involving the 36
states and Abuja. They are Zamfara (36th)
, Jigawa (35th), Gombe (34th), Katsina
(33rd), Kebbi (32nd) Bauchi (31st) and
Sokoto (30th).
Lagos with 68, 173 out of 141, 963
candidates that sat for the examination
placed sixth on the rankings. In fact, 32,
595 males and 35, 578 females obtained
the required benchmark for university
admission.
The statistics obtained exclusively by our
correspondent on Thursday also revealed
that Osun and Oyo states placed 29th and
26th respectively. While 8,801 candidates
out of 48,818 obtained the basic entry
requirement for university admission in
Osun, Oyo State recorded only 21.03 per
cent success in the examination.
Of the 78,896 candidates Oyo State
presented, only 16,588 of them obtained
five credits and above including English
and Mathematics.
The breakdown, according to a WAEC
source, is the consolidated results
approved by the council following its
National Examinations Committee
meeting held in November.
One million five hundred and ninety
thousand, two hundred and eighty-four
candidates sat for the examination in
which only 562, 413 candidates obtained
credits in five subjects and above
including English Language and
Mathematics.
In other words, 1,029,871 representing
64.63 per cent failed to obtain admission
requirement to the nation’s universities.
The former Head of National of the
council, Mr. Charles Eguridu, announced
the release of the results last August.
A further breakdown of the 2015 results,
showed that the seventh, eighth, ninth
and 10th positions went to Bayelsa, Delta,
Enugu and Ebonyi states in that order.
Ekiti State placed 11th with 8,954 out of
its 21, 333 candidates that sat for the
examination getting the required
admission benchmark.
Kaduna, Ondo, Abuja, Kogi, Benue, Akwa
Ibom, and Kwara states came 12th, 13th,
14, 15th and 16th in that order.
Ogun State with 75,994 candidates
occupied the 19th position. The state
bagged 32.89 per cent with its 25, 006
candidates, comprising 12,059 males and
12, 947 females, obtaining five credits
and above including English and
Mathematics.
In the 20th, 21st, 22nd, 23rd, 24th and
25 slots are Cross River, Taraba, Plateau,
Nassarawa, Kano and Borno states in that
order. While 15,903 candidates out of
62,511 obtained the benchmark in Kano,
5,347 out of 21,695 got the same results
in Borno.
Niger and Adamawa states occupy the
rankings list ahead of Osun State. They
placed 27th and 28th. While Osun State
recorded 18.03 per cent success, Niger
and Adamawa states got 19.66 and 18.08
per cent respectively.
Meanwhile, in the performance register
for the 104 Federal Government colleges
in the same examination, the Federal
Government Girls’ College, Benin,
outshined the others with 230 of its 232
pupils getting the university admission
yardstick.
The Federal Government Girls’ College,
Kazaure, occupied the second slot with
only two of its pupils also missing the
benchmark. But while FGGC Benin,
obtained 99.14 per cent, its Kazaure
counterpart, got 98.10 per cent.
The breakdown showed that the Federal
Government College, Rubochi, came third
with its 146 candidates, comprising 94
males and 52 females, out of 156 that sat
for the examination putting up good
showings.
The Federal Government Academy,
Suleja; FGC, Okigwe, and the FGC, Nise,
came fourth, fifth and sixth.
From the Unity schools in Lagos, the FGC,
Ijanikin, which occupied the seventh
position in the rankings, emerged the
best in the state with 357 out of its 387
candidates that sat for the examination
obtaining the basic university entry
requirement.
It came ahead of the over 100-year-old
Kings College (18th), Federal Science and
Technical College, Yaba (21st) and the
Queens College (54th). While 361 out of
452 candidates obtained their papers at
KC, 181 out of 413 females succeeded at
QC.
Occupying the eighth, ninth, 10th, 11th
and 12th positions are the FGC, Okposi;
FGC, Ikole-Ekiti; FGGC Efon-Alaye; FGGC,
Minjibir, and the FGC, Jos, in that order.
From the statistics, The PUNCH findings
revealed that of the 74 candidates that
sat for the examination at the FGGC,
Bajoga, no one got the basic admission
requirement.
It was the scenario at the FGGC, Bauchi
and Gboko. Whereas 143 candidates sat
for the examination in the Bauchi school,
144 females did the same at the FGGC,
Gboko.
For the FSTC, Kafanchan, of the 40
candidates, comprising 29 males and 11
females that sat for the examination, no
one also obtained the minimum entry
requirements to the university.
Of the 26 Unity schools occupying the
rear positions on the performance chart,
22 of them are located in the North. The
other four colleges are the FGGC, Ikot
Obio Itong, Ukam at 89th position; FGGC,
Calabar (92nd); FSTC, Uyo (93rd) and the
FGC, Idoani, Ondo State occupying the
96th position.
In the May/June 2014 WASSCE, 529,425
candidates, representing 31.28 per cent
of the candidates, obtained the minimum
university entry requirement. One
million, six hundred and ninety-two
thousand, four hundred and thirty-five
candidates sat for the examination that
year.
In May/June 2013, 639,334 candidates,
representing 38.30 per cent, qualified to
seek admission to university in the
country. One million five hundred and
forty-three thousand, six hundred and
eight-three candidates sat for the
examination. |
