The report said while N7tn was realised in 2008 alone, former President Olusegun Obasanjo’s administration generated over N26bn from oil and non-oil revenue. It added that the oil sector accounted for 89.28 per cent of the total revenue while the non-oil sector, including solid minerals, generated 10.72 per cent of the total sum. According to the report, “In the 10 years of elected government in Nigeria, the sum of N31tn was generated from the oil sector while N3tn was from the non-oil sector of the economy. “The table of the revenue which Economic Confidential provides shows that oil sector accounted for 89.28 per cent, while the non-oil sector, including solid minerals, generated 10.72 per cent of the gross revenue.” Analysing annual crude production, the online journal said Nigeria produced 8.1 billion barrels of crude oil in the 10 years under review, with over 900 million barrels generated between 2004 and 2005 respectively. But the report noted that the figures indicated that there was a shortfall between the estimated annual crude oil production and the actual production in eight years. It also said that production was largely hampered by the activities of Niger Delta militants and oil thieves. It added that the country only exceeded the budget estimates in 2003 and 2004 by producing 846 million and 910 million barrels as against the budgeted 766 million and 817 million respectively. It attributed improved revenues over the years to increased production quota and high prices of crude oil in the international market. The Federal Government had through the Minister of Finance, Mr. Olusegun Aganga, allayed fears that the non-release of funds to implement certain projects in the country was an indication of the nation’s poor financial standing. Aganga, who made the clarification at an interactive session organised by the House of Representatives Committee on Millennium Development Goals, also said Nigerians should not interpret the non-release of funds to ministries, departments and agencies as and when due as an indication of financial difficulty. According to him, Nigeria’s revenue profile went up by 76 per cent recently. The committee chairman, Mrs. Saudatu Sani, had lamented that most of the MDGs projects across the 36 states could not commence because of non-release of funds by relevant ministries and agencies. Amaechi accuses RMAFC of compromise Cover Stories Aug 4, 2010 Share | By Jimitota Onoyume PORT HARCOURT—RIVERS State Governor, Chibuike Rotimi Amaechi, yesterday, blamed the Revenue Mobilisation and Fiscal Allocation Commission, RMAFC, for some of the tension in the South-South region. Governor Amaechi who spoke in Government House when he received members of the Federation Account and Allocation Commission, FAAC, Post Mortem Sub- Committee, accused the body of occasional compromise on issues. He said the Commission should discontinue this act for the peace and unity of the South South zone, stressing that the Commission manipulated the revenues of oil states. Amaechi who urged those in position of trust to do their job in a responsible manner, said they should not allow any body to influence them in the discharge of their assignments. He said: “The commission should please leave us alone. We don’t need to visit revenue mobilization offices for us to get our money. Do your work and let us do our work, stop manipulating the revenue of the states under the influence of individuals for material gains.” The governor who appealed to the Revenue Commission to stop encouraging state governors to visit them at night or in the daytime in their offices, blamed it for taking 86 oil wells belonging to Rivers State to Akwa Ibom State, 45 to Abia State and some to Bayelsa State, because the Rivers State governor did not visit their office. He said: “Let me tell you what you have done. You have made a state like Cross River not to be an oil bearing state just because of an influence. It is absolutely not proper.” Amaechi, however, regretted that he was speaking at a wrong forum as he was expected to be a good host, stressing that the matter was still before a court of competent jurisdiction. NUC Withdraws Licences of Two Varsities From Bukola Olatunji in Abuja, 08.04.2010 The National Universities Commission (NUC), withdrew the operational licence of the Ondo State University of Science and Technology, (OSUTECH), Okitipupa, for failing to take off, two years after it was issued a provisional licence to do so. NUC, at the end of an emergency management meeting also announced that the University of Education, Ikere-Ekiti has a week to put its house in order or go the way of OSUTECH. The university was said to have submitted fictitious claims to obtain its approval. The Commission’s decision has been communicated to the visitors to the two institutions, Governors Olusegun Mimiko and Olusegun Oni, respectively, by the Executive Secretary of NUC, Prof. Julius A. Okojie. In Mimiko’s letter, dated August 3, 2010 NUC said it was concerned that OSUTECH had not commenced academic activities since it was formally recognised in 2008. Also the request for increase in admission quota for 2009/2010 by Adekunle Ajasin University Akungba-Akoko, Ref. AAUA/VC/14/03/VOL.V/04, dated October 26, 2009 informed the NUC that all application forms of OSUTECH candidates had been sent to Adekunle Ajasin University, Akungba-Akoko to be absorbed. “This however was not in order. Having waited for two academic sessions, with no activity taking place, it has become obvious that the university is not ready to commence academic activities. “Consequently, the commission hereby withdraws the recognition granted OSUTECH in 2008 until the university shows verifiable evidence of readiness and capacity to commence academic activities” Oni’s letter read in parts: “Though the non-commencement of academic activities has been attributed to the seeming misunderstanding on the location of the institution, the Commission has noted that the infrastructural facilities submitted along with the application, and upon which the NUC recognition was granted have been found to be unavailable for the institution at its present location. “This was verified by the NUC Investigative Panel that held consultations with stakeholders on the matter. The hostility to staff and students at the proposed location of the university is a serious challenge which the NUC cannot ignore. “Consequently, the Commission has resolved that if, by 15th August, 2010 the proprietor of the University of Education, Ikere-Ekiti is unable to meet the conditions under which the recognition, to operate as a degree-awarding institution was given in January 2008 and regularise the anomalies found by the Fact-Fining Team, the Commission’s recognition of your university would be withdrawn.” NUC's recent threat to withdraw the licence of the Ladoke Akintola University of Science and Technology, Ogbomosho led to the quick resolution of the crisis between its owners - Osun and Oyo State governments. |

The group said Dr Jonathan should concern himself with how to ensure a free and fair election, as well as making the INEC credible in line with the aspirations of most Nigerians. According to them, this role would be more purposeful than his participating in the 2011 election. “Much as President Goodluck Jonathan has every right as a citizen of Nigeria to contest. However, his participation in the electoral process would no doubt compromise the yearnings of Nigerians to have a credible poll in the long run, as obtained in other countries of the world,” the group said. “Free, fair and credible electoral system remains paramount and will benefit every Nigerian, irrespective of ethnic, religious or political affiliations. “President Jonathan should rather play a statesman and patriot and leave the scene a most respectable and honourable Nigerian president that has ever lived,” the group said. The youths said that it was most unfortunate that the South-East governors decided to shut themselves out of the presidency and vice president positions in 2011, pointing out that the position was taken by the governors without consultation with the people of the zone who elected them. “We hereby call on Igbo politicians to stop ridiculing themselves and embarrassing the region before other Nigerians by their selfish individualistic style of politics, but rather should assert themselves as a major political bloc they are,” it said. It also said that as much as it agreed that power be retained in the North in line with the PDP zoning arrangement, it should not be so with the VP slot which should return to the South. |

Governor Rotimi Amaechi advertisement Amaechi also appealed to RMAFC to desist from causing disaffection among oil rich states through the manipulation of their oil revenues.
