@OP, i support the position of Dr. Joe Abah. A judicial officer should not be immune from prosecution. Hopefully, the constitution will be amended to take care of gaps like this.

The court can only grant any sort of forfeiture at all when the owners don't come out. Do you honestly think efcc would have gone to court all out if they knew they erred in their judgment and the money was legal as you and your cohorts would have us believe?
