Lagos state governor or any other state governor cannot give directives to any CP. This is because the CP gets his directives from the IGP in Abuja.

I don't know about election riggings, but this chain of command has been around long before Buhari came to power. However, the governor can discuss with the CP on issues and seek to solve them as they arise.
