GavelSlam:
Quite true, but in any society Davido would have quite a case in his hands.

He could be accused of:

Murder (Not Guilty)

Manslaughter (Not Guilty)

Criminal negligence (quite likely)

Failing to report an incident / death (again quite likely).

If Davido wriggles free from this episode unscathed, believe me, he would surely grow from a boy to a man in no time.

Truth

Gently my friend, the documented evidence of corruption against Kachikwu is 10 times what is shown here and is all submitted. Don't loose your cool , unless of course you belong to Kanu's constituency and therefore must insult without having any details.
Then let evidence be in the public domain.

Nobody in the Petroleum sector is clean, especially the Minister of Petroleum/President.

They should have gone to Police station and make a written statement.

For now they're prime suspects until the Police clarify the issue.

TonyeBarcanista:
Sorry Sir, the person involved in the day-2-day running of the Petroleum ministry Is the PERMANENT SECRETARY, not even the Minister. The Minister supervises and ensures that government policies are implemented, he isn't the Chief Accounting Officer. He isn't even a member or Chairman of Ministerial Tender Board (Which is headed by Perm-Sec). He however come up with policies and programs, and ensure their full implementation upon approval from the President/FEC.

The relevant Act, places the Petroleum Minister as the Chairman of NNPC Board, it doesn't accord ANY role to the Minister of state, neither did it recognise such office... the Minister in this case is THE PRESIDENT himself (just like OBJ during his time)

However, the Minister (Buhari) delegated his power to the Minister of State but it doesn't mean he can't exercise it whenever he wish.

Statutory simply means what is enshrined in the law...

Regards
President Muhammadu Buhari on Wednesday approved the redeployment of three Federal Permanent Secretaries.
A statement by Haruna Imrana, Director of Communications, Office of the Head of Civil Service of the Federation (OHCSF), said a circular conveying the deployment was signed by the HCSF, Winifred Oyo-Ita.
Mr. Imrana said Folashade Yemi-Esan, permanent secretary in the Ministry of Education was moved to the Office of the Head of Civil Service of the Federation.
Jamila Shu’ara, Federal Ministry of Petroleum Resources, was moved to Federal Ministry of Education.
Christian Chineyekka Ohaa of the Federal Ministry of Youth and Sports was deployed to Office of the Head of Civil Service of the Federation.
According to the statement, the handing over of the affected permanent secretaries should be completed on or before Tuesday Jan.10.

you missed this
And GMD Don't report to the Chairman, not when in Kachukwu case he is delegated and not statutory chairman. The Boss in the ministry remains the Minister, in this case Buhari... Neither the GMD nor the Minister owe Kachukwu ANY explanation...

The Ibe is the statutory chairman of NNPC (delegated or appointed).

PMB isn't involved in the daytoday running of the Petroleum Ministry.

You know the funny thing? Kachukwu is not really in charge of ANY ministry...
Who told you this?

The Minister for State is superior to the NNPC GMD.

Also note, the President/ Minister of Petroleum has delegated lots of functions to The Minister of state and supervising the activities in NNPC is one of those functions.
