Pitso is the most successful coach of Mamelodi Sundowns...he won three/four successive premier league titles, Caf champions title, Caf super cup title and a number of FA cups in between. The current coach (Rulani Mokwena) has only won 1 premier league and the inaugural AFL, but no other chips. However, Mamelodi Sundowns is currently very dangerous under him. But he has to break Pitso's records first.

I would like to first let you know that we are not discuss the article but discussing whether or not it is legal to give a mechanic the contract to purchase fragrance and to print.

Secondly, looking at the article the bidding process wasn't stated but I learned that the major requirement is for you to have a registered company and proof that you can deliver. In the bidding process, it might be that the perfume he put smelt nice and they liked it, it might also be that out of all the fragrance brought by bidders his was cheaper, there could have been several issues for them to choose his.

Concerning due process, I wasn't there and the article also didn't state anything about it.

I think you should state where the corruption comes in because If I tell you to buy me a blue camry car and you a carpenter bought me a blue camry car is that corruption?

Where I did my IT, a contractor supplied a product, for him to go someone had to sign that the product has been received in good shape and what was ordered was what was supplied.

Fortunately for the supplier the person around was his friend and tribes man (who has not gotten to the level of signing) he signed receiving the product (substandard) collected his share and looked away. Months later, he was in another state on DTA but people in Lagos where looking for who signed for the product, the supplier claimed the product he supply was good and there was alot of back and forth but the signature was traced to the staff

Now who is to blame here the supplier or the staff that performed duties he was not supposed to perform?


Inflation of the contract wasn't stated in the article but let me ask you a question.

The price to get a bag of pure water is 200 from the company and 250 from retailers. The government is looking for people to supply the 200 bags I as a person peg my price at 230 per bag. I got the contract go to a pure water company then tell them to sell it for 199 per bag since I am buying 200 (200*199= 39800) instead of (200*200=40,000) now my gain (200*230=46000) would you call this budget inflation? You see ehn government does not behave like normal people where you walk round the market and start pricing rather people are to bid and the best deal is chosen.

The peter obi you are calling has his own, would you tell me it is ethical for a contractor that should walk in Lagos is being paid in cash in Anambra? Has he come out with is full chest to explain the funds he invested in his business, isn't that also corruption?

I advise you read the initial article again and slowly to get the key facts of the issue at hand.

First of all, the locus standi of this discussion is based on this mechanic who was awarded two contracts almost totalling 10m and who showed no knowledge/competency of same upon being engaged by investigative reporters. This throws into doubt his competency to execute the contract in the first place talk less the so called competitive edge he is supposed to have had to win not just 1 but 2 contracts to government. Again I ask, if government seeks to award a contract for the supply of 50 bags of rice and we have bids from a mechanic, a carpenter and a rice wholesaler, who do you think government should award the contract to? The answer is quite obvious. Similarly if the government seeks to open a workshop for the repair of government pool cars and a mechanic, a rice wholesaler and a carpenter tender bids, without even thinking the mechanic should get the contract.

You made mention of the practice where you did IT where accountability was assigned to the officer who received the final goods who is expected to attest to the quality. The same you made mention of instances where compromise due to nepotism almost led to failure to deliver or compromised product delivery for awarded contracts.

This is why policy guidelines are put in place to ensure that standards are adhered to not just in job confirmation but in the entire contract award process starting from a public notice inviting suitably qualified vendors/contractors to tender their bids for the execution of subject contracts, evaluation of tendered bids, selection of the best bids, award of contract, supervision to ensure proper execution is done and within stipulated timeframes. If public procurement officers adhered to these stipulated guidelines we won't be having the quantum of corruption in the system where vendors with the highest kickbacks get the juiciest contracts and where meritocracy is not the priority.

Corruption comes in because when contract sums are inflated, prospective vendors are enticed by the juicy profit margin to solicit by way of offering bribes to secure contracts i.e. inflated contracts encourage bribery and corruption of public officials who overtime abandon their professionalism in the assessment of vendors and instead focus on what gratifications they can get from prospective bidders. This makes for larger kickbacks as contractors compete with bribes instead of competing with quality or price effectiveness. Public officials become so compromised that they abandon or connive with their favourite bribing contractors to short-change the system in terms of quality compromise in the execution of contracts. Some even bribe government officials to approve contract payments for awarded jobs which are shoddily done or not done at all. This is the issue now with the anchor borrowers programme which was heavily compromised in the previous administration that this administration is trying to sanitise and get people who collected loans for agricultural projects under fall pretense with connivance of government officials then to refund same to the government.

As long as there is no transparency in the bidding, evaluation and award of contracts we will continue to see such embarrassing instances like this story.

That mechanic showed absolutely zero basis for being awarded the contract. He didn't even have knowledge that his business name was used to collect contracts with inflated sums. If the procurement officials assessed his proposal on merit he would definitely not have been awarded the contract. That is where unfortunate beings like you go to solicit for undeserved contracts by gifting officials so that your interest would be protected regardless of whether or not you are the best qualified to execute the job. Now I as a person would go with a bricklayer to buy the tiles because it's a personal one and because that may be what I only want to buy.

The procurement agency is one of the most busy agency in of any government, they process different government procurements.

When I did my IT at an FG agency what I noticed is that you just have to show your company is registered, and you have to show you have the ability to undertake the contract. Now if the contract is you buy something, what you buy would be checked and then signed.

Sir, I am sure you are aware that even giving a bricklayer money to go get the tiles for you, he might get you substandard tiles.

Competence and Pricing are two major factors that must be employed in awarding of contracts. This mechanic has no business bidding for printing job or supply. This is clear corruption.

Inflation of contract sums is also corruption as it is misuse of public funds. We are in an era where struggling Lagosians are overtaxed and government is securing loans left right and centre ostensibly because funds are scarce. Judicious use of public funds is the hallmark of a responsible government. That is why people like Peter Obi will not be allowed to assume public office because such leakages and wastages will be blocked and the people in procurement will have to sit up and do their jobs properly instead of using fronts to siphon scarce public resources.

I got information that the government is looking to give contract for the purchase of table and desk for schools in Lagos state. I a barber saw it has an opportunity to make side money, I registered a company, submitted my bids with samples gotten from a nearby carpenter shop, got the contract, paid the carpenter to make the chairs, delivered it to Lagos state government and keep the profits.

Now how is this illegal?

Let me ask you this question....

If you were building your house and needed tiles for your floors, Would you go and source tiles from a wholesaler or instead get a mechanic who knows nothing about tiles to deliver the tiles to you? Even when engaging him and he tells you he's a mechanic but he can supply you tiles, won't you quietly tell him that you will call him when you car has a fault?

Why then should it be different for government and we expect Nigeria to become better?

Let us for a minute ignore the fact that this mechanic was not even aware that his company was used to collect contract. Let's assume that he was aware and executed same.

What business is he into to deserve being awarded contract for the supply of fragrance over tax paying wholesalers or retailers of same who also bid for the contract? How will he compete in terms of pricing with direct suppliers of fragrances? You can see already there must have been compromise in the process!

Ditto the printing contract!!! There are thousands of Lagosians that are printers with the requisite equipment, staffing, skills and experience who would have bid for the contract who were sidetracked to issue same to this mechanic with no knowledge of printing or no evidence of paying tax on a printing business in Lagos state. How is this not corruption?

Let us proceed further to the contract award sum... 8m just for fragrance. Which kind of fragrance is that? Where is it produced? Was it imported or locally sourced? How can you prove otherwise that this contract was not inflated? In a time when the country is in recession and people are going through a lot, do you think spending 8m on fragrance alone is a judicious use of public funds?

Thank you. This is the kind of lazy journalism that our hacktivists are using to try to turn people against government. It doesn't matter whether "Lati" is an area boy or mechanic, if he registers a company, bids for a contract and wins, all that is required is to find out IF HE DELIVERS. Most petty contractors who do supplies are basically middle men. The most important and relevant question is performance, not qualifications or offices.

This is how corruption started in government and this is why government contracts are inflated because of Middlemen. Contracts are supposed to be awarded on the basis of both competence and pricing. Otherwise middlemen seeking to maximise profit would compromise quality and grease whatever palms necessary to secure same and maximise profit. That's why many public projects are not constructed to last. Government officials who have been compromised to secure the contract will definitely not enforce quality control in the execution of same.

Even if we assume he was used as a conduit , I can assure you that contract didn't go to any lagos politician, 13m is chicken change to politicians, it must be a civil servant that got the contract and used the mechanic to do the job, the main question is did he deliver the items ? Lasg confirmed they were supplied so he has no case .
Finally any business registered with cac and having general contractor or services in its profile is acceptable to do business with government.

If the civil servant in question knew what he was doing was right there would be no need for a conduit.

These contracts that should have gone to deserving Lagosians were instead diverted for selfish gains.

As a mechanic, he should and could package himself and his business well, get it registered and apply for a contract to service government vehicles which is his area of expertise. Or he can setup a printing press and solicit for printing business from the government. That's the proper thing.

Unfortunately, many Lagosians are so used to corruption that they see nothing wrong here or perhaps choose to pretend to see nothing wrong for political or tribal reasons which is unfortunate because these diverted contracts are empowerment opportunities denied to deserving Lagosians.

First, Lati doesn't have to have a printing press to get a printing contract from the govt.
I have secured contracts from the US govt to supply products that I don't produce or even have any idea of how they are made.
What's important is that , I have to source the product and deliver.
Govt contract is crazy in any part of the world. Govt money is the easiest money to make once you get into the circle. To enter na wahala
In the US, the govt will pay you 2 to 10 dollars for a bulb that anyone can buy in a store for less then 50 cent or less.
Everything govt is usually priced way up than in private businesses.
The only thing is that you must supply or provide the services for which you are being paid for.
For example, the US actually gave contracts to people to supply Covid products for millions or billions of dollars to people who have zero experience or knowledge of what is needed and some didn't even supply what they got paid for.
Some are getting prosecuted as we speak. But that doesn't mean that some didn't get away with it.
This is Investigative Journalism and we need more of it. But they cannot lie to expose another lie.
You have to be objective and truthful.

Are you justifying 8m contract for liquid fragrance or 2.3m for printing of pamphlets issued to a person who had no idea what the journalists were talking about? It's quite evident that this mechanic was serving as a front for someone in government who is mismanaging public funds possibly a family member or a friend in government.

How was the contracted awarded to this mechanic? What qualifying criterion was used to justify this award? Or perhaps is this some form of empowerment scheme?

Inflated contracts is corruption and misuse of public funds whether in Nigeria or the US.

EFCC should not hesitate to investigate this issue and shed light on these grey areas highlighted. Last last the funds may have not been stolen but insofar as there is some suspicion of misuse of public funds there is need for clarification for avoidance of doubt. In a democracy government has to be accountable to the people.

PH refinery that was supposed to be ready by December and the others by 2024 that huge funds have already been sunk into are now all of a sudden what is to be repaired in 2 years.

These are all diversionary tactics to detract Nigerians from the protracted delay in the take off of the Dangote and Port Harcourt refineries.

Today we're hearing that the country is broke and the FG is amassing debt left right and centre meanwhile we are massively hemorrhaging revenue due to the corruption epidemics in the CBN,NCS and the NNPC. If these institutions are sanitised 25% our revenue generation will quadruple in size!

Have you ever visited the nations Borders.
Do you know that a border like Illela in Sokoto state has only one recognised official border but there are over 150 unofficial foot paths that are all roads to Niger Republic.
These foot paths run all along Nigerias borders with Niger and Chad. The officers have even been joined by police,soldiers, Navy,Immigration and DSS operatives along these footpaths and yet they cannot stop petroleum smuggling because the borders are too vast and there are too many footpaths.
These officers are working in hostile atmosphere because the border communities feel it os their birth right to engage in smuggling.

ARE YOU SAYING THAT POLICING OF THE BORDERS IS HOPELESS? IF THE NCS IS BEREFT OF IDEAS, THEY CAN SEEK TECHNICAL SUPPORT FROM THE US AND SAUDI ARABIAN BORDER PATROLS! IF THE FG CAN CONCESSION PIPELINE MONITORING TO ND MILITANTS I SEE NO REASON WHY NCS CANT PROVIDE MONETARY INCENTIVE TO KEY FIGURES IN SUCH COMMUNITIES TO POLICE SAME. ALL THESE EXCUSES PERSIST BECAUSE PEOPLE'S JOBS IN THE CUSTOMS ARE NOT ON THE LINE AND STIFF PUNISHMENT ARE NOT METED OUT TO CORRUPT OFFICIALS AS DETERRENT. These officers are working with poor equipment because the government has refused to provide proper equipment to man the borders which are small planes and proper communication gadgets.
The relationship with border communities is very uncordial.
Some rivers at the border run through Nigeria and Cameroon like at Ikang border station in Cross River state and government has not provided small boats to man these border Rivers.

EXCUSES.... IF WITH ALLL THE REVENUE GENERATED BY THE NCS THEY ARE UNABLE TO ADDRESS THEIR EQUIPMENT AND STAFFING ISSUES THEN THEY ARE ARCHITECTS OF THE ONGOING CORRUPTION AND THEIR FAILURES TO DISCHARGE THEIR DUTIES PROPERLY. IF AN EXTENSIVE WHISTLEBLOWING SYSTEM IS IMPLEMENTED WITHIN THE SYSTEM WITH APPROPRIATE INCENTIVES FOR USEFUL INFORMATION PROVIDED AND APPROPRIATE SANCTIONS METED OUT TO ERRANT OFFICIALS RANGING FROM JOB LOSS TO LENGTHY JAIL TERMS, I AM QUITE SURE THAT OVERNIGHT CORRUPTION IN THE SERVICE WOULD BE REDUCED TO THE BAREST MINIMUM AND FOR THE FOOLHARDY WHO DARE TO PERSIST IN THEIR WRONG WAYS BECAUSE OF GREED, APPROPRIATE EXAMPLES SHOULD BE MADE OUT OF THEM. The problem with some of you is you see a few corrupt officers working in sea ports like Apapa and Tin can Island ports who do not constitute up to 5% of the total work force and then decide to tar every officer as corrupt.

DONT GET ME STARTED ON THE CORRUPTION IN THE PORTS!!! THAT'S A TOPIC FOR ANOTHER DAY. OF COURSE NOT EVERY CUSTOMS OFFICIAL IS CORRUPT BUT YOU CANNOT TELL ME THAT THE NCS IS NOT IN DESPERATE NEED OF OVERHAUL FROM TOP TO BOTTOM OVER CORRUPTION. WHEN IT COMES TO MEETING REVENUE TARGETS WE DON'T HEAR STORIES PROVIDED CORRUPTION IS ALLOWED TO PERSIST. BUT WHEN IT COMES TO STOPPING OIL SMUGGLING AND THE LIKES THEN WE START HEARING CHALLENGES AND STORIES. WHO IS FOOLING WHO?.

I advise some of you if you are still within the recruitment age to apply and join so that you can fight this so called corruption from inside the service.
It is when you get inside you will realise that it is not what you think and the understand that khaki no be leather.

You can't just feel something and then in an idealistic way pass it off as a fact.
How many revenue generating organisations did you compile to come up with this theory.
Give me a source or a verified survey for this your theory.

I can give you verified facts that the government has given the customs yearly revenue targets and they have consistently surpassed these revenue targets despite government waivers for the past 30 years.

of all the revenue generating organisations, oil smuggling across the border was so rampant that the new president on day one of assuming office had to stop subsidy. which other evidence do you want?

The propaganda going on with the ministry of Interior has taken you in. Hameed Ali did more than that during Buharis administration.
Using the press men to burnish your image is an efficient tool of propaganda.
Like I have told you earlier, if you have an issue with the Customs it is very fine. I don't object to that BUT on this issue of waivers the customs has no fault.

There is NO Customs officer that can refuse to honour a Federal government waiver signed by the Minister of Finance except that officer is tired of his job and desires to be sacked.

Once again Waivers are not issued by the Customs service but by the Federal government. Customs only implement.

Tariffs are not issued by Customs but by the Central Bank and the Ministry of Finance. Customs only implement and interpret these Tariffs to raise revenue for the Federal government in a discretionary way in order to allow the populace to breathe. I assure you that if the Customs interpret the import and export Tariffs to the letter,No body will be in the import and export business.

No Customs Comptroller general can oppose the Minister of Finance who is his boss as well as the chairman of the Customs board except he wants to lose his job.

It is apparent that you are an idealist and have no idea of how government is run nor do you appear to understand that after the revenue generated by the NNPC and the oil industry the Customs service has constantly and consistently generated the second highest revenue in this country.
The records are there. These are the facts.

It seems you are misunderstanding what a waiver is.
Waivers on duty are not issued by the customs.
Waivers are issued by the Federal government through the Minister of Finance.
Customs only implement waivers issued by the Ministry of Finance.
It is the party in power that fraudulently issue waivers to their political associates,cronies and friends.
This is not the fault of the customs. That is why the current Comptroller general is blaming the last administration for the number of waivers issued for 8 years that made revenue due to the government to fall short.
You might have other issues with the Customs but on the issue of waivers you can't fault them!

Stop side stepping the main issue which is the corruption and inefficiencies of the NCS by deflecting it to the FMF because the NCS becomes very efficient in implementing or adhering to directives favorable to them but conveniently forget their primary responsibilities when it is not profitable to them.

Until the NCS becomes a professional institution devoid of corruption, the CG should focus on sanitising his house before blaming previous administrations.

He should be addressing why tanker loads of petrol were passing borders manned by his officials first and foremost and bringing forward efficient solutions to making the NCS more professional. If he is devoid of ideas he can consult with the new minister for interior who is doing wonders in the Immigration services and NIMC.

You need to understand somethings. The presnt Comptroller general was appointed by Tinubu and not Buhari.
He can afford to call out Buhari because he owes him no allegiance.
Do not be surprised if the same sort of waivers for a whole year are still being granted by the present minister of Finance to political cronies who helped Tinubu into power.

As a civil servant there is a limit to how you can oppose a government who appointed you into office except you want to commit job suicide. That is why every new appointee will criticise and point fingers at the appointee who preceeded him.

The previous Comptroller general Hameed Ali pointed fingers at his predecessor Dikko Inde throughout his tenure until he left the administration . The present Comptroller general Adeniyi is now pointing fingers at Ali for the waivers he granted throughout his eight year tenure.


That's why in my earlier post I clear highlighted the need for a serious government to take a good look at the NCS.
