Do you know that even the APC have politicans more with physical cash being moved around. CBN quoted that 2.73 trillion naira is not in circulation. Anybody can deduce who has the bulk of that funds. Apart from Kidnappers, Bandits and Drug lord, APC politicians have more of these funds. My take is that this move is more about security than about politics. it is actually targeted at the Bandits and Kidnappers which will make their Business less lucrative because it will leave them with the only option to allow their ransom payments into the financial system where they will be easily tracked.
