The Federal Executive Council has approved the amendment to an Act of the West African Examinations Council, part of which will make culprits of examination malpractice to be liable to five-year jail term or N200,000 fine or both....


The Minister of Education, Prof Ruqayyat Rufai, announced this in Abuja on Wednesday while briefing State House Correspondents on the outcome of the weekly FEC meeting. He addressed journalists in company with her counterpart in the Health and Environment ministries, Onyebuchi Chukwu and Hadza Mailafia, respectively.

Rufai said the decision of the meeting, which was presided over by President Goodluck Jonathan, was to “give effect to the revised convention of WAEC, 2003 in Nigeria.”

She said the Council had subsequently directed the Ministry of Justice to take further necessary action on the subject.

Rufai had recently presented a memo to FEC, seeking its approval for the enactment of an Act to amend the WAEC Act, CAP W4, Laws of the Federal Republic of Nigeria, 2004 with the aim of giving effect to the revised convention of WAEC, 2003 in the country.

The 2004 Act, “empowers WAEC to take disciplinary action against those who have committed both the offences and penalties for illegally using examination papers and leakage of examination papers.”

Section 19(1) of the Act reads in part, “Such candidate shall not take or be allowed to take or continue the examination; in addition, he shall be prohibited from taking any examination held or conducted by or on behalf of the Council for a period of two years immediately following upon such contraventions.

“If a candidate aforesaid has already taken any papers at the examination, his result therefrom shall be cancelled.

“In addition, the candidate may be prosecuted and if found guilty, shall be liable on conviction to a fine of N200, 000 or imprisonment for a term of five years or to both such fine and imprisonment.”

The sub-continental examination body was established in 1952 following the acceptance of the Jeffery Report by the then colonial governments in Gold Coast (Ghana), Nigeria, Sierra Leone and the Gambia and later joined by Liberia in 1974.

People get married for different reasons. While some seek companionship in marriage, many go into it for the purpose of procreation. For couples who look forward to having children immediately after marriage, being declared ‘infertile’ by experts is like a death sentence....

It is generally agreed that it takes two to have a baby and every couple is expected to be in optimum health to have babies, medical experts claim men are having more fertility challenge now.

Sperm concentration in men is said to have decreased by a third since 1990s while sperm count is said to have decreased by half over the past 50 years.

Studies are also showing genetic abnormalities in sperm particularly in older men. For men therefore, quantity, quality and motility of spermatozoa are seen as important factors in fertility.

Since the male factor is a prominent cause of infertility in couples, sperm donation has become vital in assisted conception treatment.

A study by the Society for the Study of Male Reproduction stated that “a male factor is solely responsible in about 20 per cent of infertile couples and contributory in another 30 to 40 per cent.”

According to experts, even when sperm numbers are great, a high proportion of men may have DNA damage that significantly impairs the chances of natural conception. Besides, male sperm deteriorates with age the same way it does for women.

Studies have also shown that if a man has poor health, smokes, drinks too much or has a bad diet, it’s very likely his sperms are also going to be unhealthy.

Indeed, investigation by PUNCH showed that sperm has become a commodity in high demand in Lagos. The Chief Consultant and Head, Obstetrician and Fertility Department, Eko Hospitals, Dr. Adegbite Ogunmokun, said fertility problem, based on recent experience, had tilted more towards the male factor.

He said, “If 10 couples come in, there will be problem with the male in six of them, using our parameter of 20 million sperm per millimetre. But 10 to 15 years ago, maybe about four out of 10 men would have problem.”

PUNCH correspondents, who visited some fertility centres in Lagos, learnt that more men are having low sperm count, thus necessitating the need for more volunteer donors. But because donors are scare, fertility clinics offer as much as N50,000 to men who are interested in selling their sperm.

They also pay more when sellers have special features that the beneficiaries are looking for.

Like blood sellers, investigations show that many people in Lagos, especially students, now sell their sperms anytime they need money.

A student of the University of Lagos, who identified himself as John, said he had sold sperm to a few fertility centres in Lagos. John said he had been funding his education for the past two years with what he earned from selling his sperm.

John said he was introduced to the programme by a friend and that he had in turn brought in two other friends to ‘business’.

“I’ve sold to a number of fertility centres. The money has really helped me to stay in school. It takes care of my tuition and some other personal needs,” John said, with a measure of satisfaction.

“It’s cool money, really and I’m also doing a service to mankind by helping out some people in need. Even friends that I introduced to it have not turned back since then.”

An employee in a Lagos fertility clinic, who identified himself as Olufunsho, told PUNCH that some women would pay any amount to get a sperm seller with the features they want.

He said, “We pay N50,000 here but there are times when women come in and request that, at all cost, they must get a tall man. The person can earn more when they make such requests, especially if we don’t have any that fits the profile in our bank.

“There was a time a woman came and requested that we get a tall man for her at all cost. I showed her the samples we had, but she did not like the profile. She said she was not satisfied with the heights. And we were unable to get what she wanted from the sellers that came at the time.

“The sellers that came then were either AS, or positive with hepatitis B or had low sperm count. We had up to twelve sellers that came and we were unable to get anybody. In such cases, we could offer a lot more when we find the right person. Sometimes, such people are also in a position to negotiate for what they want.”

However, subsequent drops attract lesser amounts of money for the same seller.

To sell sperm, the person, according to Olufunsho, must stay off sex for five days. He undergoes some tests to confirm that he is not HIV positive and that he also has healthy sperm among others.

He said, “If the same person is still interested and we still need him, he would repeat the screening process again. We pay N10, 000 per ejaculation for other subsequent ones. With my own discretion, if the quality of the sperm is good and we have somebody who needs something that matches perfectly with that seller, we may reduce the probation period, but the sperm must be very good.

“Although that is the protocol, it could always be amended when there is nothing wrong with the person. Even if someone ejaculates the first time and in twenty minutes time, he does the same, it is still going to be good, but not as good as the first one.”

At the various fertility centres where our correspondents posed as potential sperm seller, the clinic workers made keen attempts to have them start the process immediately, by leaving blood samples for tests.

On one occasion, a clinic worker told one of our correspondents that he was willing to waive the two to five days’ probation period of abstinence, after our correspondent said he wished to “sleep over it.”

The worker said, “What is there to think about? After all, you already said you’re not married. You can leave your blood sample for testing while you go ahead and think over it.”

Investigation showed that fertility centres want sellers between 18 and 45 years of age and expect them to abstain from sex, two to five days before giving sperm sample, depending on the centre.

Other conditions to be met by potential sperm sellers include testing negative to HIV, syphilis, hepatitis B and C, sickle cell and some other sexually transmitted diseases. Tests are also carried out to determine the count, morphology (shape) and motility of the sperm cells.

In addition, fertility centres claim to also place a high premium on average intelligence, education and lifestyle. Although PUNCH learnt that such claims are not always true as more emphases are actually placed on height and other physical attributes.

“It is not immediately that we pay. We prefer AA genotype because it can be given to anybody, unlike AS that cannot be given to just anybody,” Olufunsho added.

However, an employee in another fertility clinic in Lagos, Akin, said sperm sellers could get paid within a week of starting the process. This is possible only if they satisfy the conditions.

He said, “If the motility is good, the count is good and you’re okay, then, you can produce for us. If everything is okay, within a week, you can get your money.”

A 2012 study into the reproductive health of 26,600 men in France, warned of a sperm crisis worldwide. It said that sperm concentration has decreased by a third since the 1990s. The study found a continuous 32.2 per cent decrease in sperm concentration over a period of 17 years.

During the European Society of Human Reproduction and Embryology annual conference in London in July 2013, some experts, critical of the study’s validity, said it did not completely represent the situation in certain areas, particularly the developing world.

However, a fertility expert at Mother’s World Care, Ikeja, Lagos, Dr. Margaret Olusegun, said the situation is similar in Nigeria.

She said, “A man should have a good count, up to 40 to 50 million sperm per millimetre of semen upward. But you find that these days, men have more challenges with fertility than women.

“Although, I don’t have the statistics, men are the ones with more challenges now, even though they are the ones who drive out their wives if they can’t bear children.”

Olusegun explained that good sperm should have “at least 50 per cent motility (activeness) because sperm cells can be active, sluggish or dead.”

“For morphology (shape) too, which could be normal or abnormal, sperm should have upward of 50 per cent normal cells. And there should not be bacteria growth,” she added.

Ogunmokun described low concentration of sperm as “Oligospermia.” He, however, said a sperm count with a minimum lower limit of 20 million sperm per millimetre of semen would still be considered normal. But he added that any sperm concentration of less than 20 million per millimetre of semen could be categorised as mild, moderate or severe oligospermia, depending on the count.

Ogunmokun said fertility problems could be with the man, the woman or the two of them.

PUNCH learnt that the demand for sperm has made the fertility business a lucrative one. Many of the fertility centres in Lagos have facilities for sperm preservation, where it’s freezing costs about N50, 000 per quarter.

Ogunmokun said, “After collection, the semen is processed and seminal fluid and all other things are removed. The sperm is put in little bottles and placed in special containers called dewars, connected to a power source. It is stored at very low temperature and there must be an indicator for monitoring should there be a change in the condition.”

He, however, added that there must be a standby generator in a place like Nigeria, where power supply is unstable, as sperm can be frozen for decades.

“Although, there are many other reasons why people freeze sperm, someone living far away from his wife can decide to freeze his sperm for the wife’s use while he’s away. Also, someone going for cancer treatment can freeze his sperm before starting the treatment since such treatments affect sperm production,” he added.

Ogunmokun said fertility centres focus more on university undergraduates to ensure that sperm donors have a certain degree of intelligence.

He said, “The current practice is to actually recruit sperm donors and the focus is on undergraduates. The focus is on students because they should be able to provide their ID cards so that background checks can be done.”

According to Ogunmokun, the perceived increase in the number of men with low sperm count is as a result of infection and lifestyle habits like sitting for too long and wearing of tight underwear.

He said, “The testes are not supposed to be too close to the body because of the higher body temperature. The testes are naturally colder, so people who travel long distances or sit in traffic for long can be prone to infertility.”

Ogunmokun advised that men should “exercise appropriately, take good nutrition, avoid tight underwear, premarital sex, cigarette and alcohol to try to prevent low sperm count.”

However, Olusegun identified good hygiene as key to the prevention of low sperm count, saying, “Our environment is too contaminated.”

According to the Director of Public Affairs of the Nigerian Communications Commission (NCC), Mr Tony Ojobo, MTN lost a lot of their subscribers to other networks during the recently introduced Mobile Number Portability (MNP) scheme....
According to figures released by Mr Ojobo, MTN topped the losers table among an overall number of subscribers that switched service providers in the telecoms market with 49%; followed by Globacom with 23%; Airtel with 17%; while Etisalat came last on the losers’ table with 11%. Which means Etisalat emerged top in the number porting scheme among the telecoms company. Wow!

A former banker, Mrs. Regina Onus, has appealed to a Lagos Customary Court sitting in Alakuko to dissolve her 12-year union with her husband, Mr. Pylons Onus, over allegations of infidelity.
40-year-old Regina told the court that the 12-year-old union did not produce any child, and that there was no longer any love in their marriage....

She insisted that Pylons, her husband, is irresponsible; that he betrays her and does not care for her. She said that since she got married to him, she had been the one taking care of the home as she was the only one working.
Regina said that she was the one that acquired and paid rent for their apartment, but that this did not stop her husband from cheating on her with other women.
She alleged further that Pylons was so notorious with his infidelity that he impregnated another woman twice, while she (Regina) was trying to get pregnant.
"I was hopeful after the marriage that I would have my own child. I spent all my money on trying to have a child, but my husband never cared. Four years into our marriage, my husband impregnated a woman and then four years later, he impregnated her again, making two children, while I was hoping to have one," she said.
She added that when her father-in-law died, her husband asked her to give him N300,000 but she told him she didn't have that much and could only raise N120,000.
"I couldn't afford the N300,000 my husband asked me to give him, but I gave him N120,000 for his father's burial; but he didn't allow me attend the burial ceremony on the pretence that I didn't need to be there. He did this just to prevent me from running into his other wife and children, because he took them to the village for the occasion and he thought I wouldn't know," she said.
She asked the court to tell him to come and pack his things away from her house as she was tired of the marriage.
Pylons in his defence did not deny the allegations. He told the court that everything his wife said was true, and that he was guilty. He said he didn't mean to hurt her and begged her to forgive him.
He prostrated before his wife in court and said, "I didn't mean to impregnate the other woman; it was just that I needed to have a child with my wife and we couldn't produce one, so I went out to test my fertility, to know whether I was or was not fertile enough to have a child."
He added that he was ready to change his bad behaviour and take care of his wife, as he was ready to help her get a child spiritually, financially and even physically.
"I cannot even be sure or say that the other woman's children are mine because in my tradition, if a woman is not married to a man and she has children for him, the children are not considered his until a proper traditional marriage is done between them. It is my wife I love; she's the one I want to have a child with. Please, help me beg her," he said.
The court president, Mr. Godwin Awosola, told Pylons to seek God's intervention over his home, and ordered the duo to maintain peace and not utter abusive words to each other.
He adjourned the case till August 27, 2013.

A woman recently died in mysterious circumstances after complaining of severe stomach pains and later acting like a fish before spending two nights in a bathtub filled with water....


Tamari Daya (36) of Gambura Village under in Makonde District spent the whole of tuesday in water.She would intermittently gulp the water and then spew it out like a fish. The lady died soon after being discharged from hospital.

The woman is said to have slept with another person's husband. It is believed that the other woman used black magic to turn the woman who was having an affair with his husband into a fish. The woman ultimately died!!

Teenagers of secondary school age seem to be competing with older women in a bid to sell their bodies to men. RUTH CHOJI writes about this growing societal malaise
Mary Istifanus (not her real name) 15 is a senior secondary school drop-out who has been sleeping with men for money. One might think she is in denial as she sees the act as one that is devoid of any personal gratification, saying, "I am not a prostitute, I just hustle to make ends meet. My father is dead and my mother who sells bean cake (Akara) can't take care of us.''
She explains how she got into prostitution. "My class mates introduced me to the trade. One day, they invited me to their restaurant after school where some customers gave us money. We were then invited to a particular hotel and since then, that was how I started sleeping with men for money. I was suspended from school for being rebellious and so I stopped attending".
Another underage prostitute, 17-year-old Grace who opened up said she was brought to Abuja from her village in Nasarawa State to work for one Hajiya who sells food in Garki Model market. According to her, "Traders who we serve food to will dash us money and tell us to meet them in a hotel in the night. I have several boyfriends in the market; even the wheelbarrow boys you think are poor can give a girl as much as N2,000. This is how we make money and I send it home to my mother to help them out.
Nobody can say what is pushing teenage girls to prostitution; most have blamed it largely on economic and social factors. Dr Adeyinka Adetokunbo, a Gynaecologist, observes that "teenage prostitution leads to negative effects on the totality of the child later on in life. Most of them have little access to healthcare and suffer extremely unhygienic conditions. It is also common knowledge that prostitution promotes the spread of HIV because most of their clients refuse to have protected s*x with the girls, believing that it will bring them fresh blood.
This early s*xual intercourse causes a lot of damage to children including: vaginal tearing, physical after-effects of torture, pain, infection, or unwanted pregnancy, depression, personality or s*xual orientation confusion, problems with behaviour, insomnia and loss of self-confidence." She further explained that in most cases, these teenage prostitutes end up with sexually transmitted diseases as Chlamydia, gonorrhoea, herpes, human papilloma virus, HIV/AIDS, staphylococcus and syphilis. They also experience pelvic pain and inflammatory disease (PID), unwanted pregnancy, trauma, stress, depression, anxiety, and risk of self-mutilation, suicide and homicide.
Child psychologist, Peter Ishaya stated that child prostitution is when underage teenagers start experimenting with s*x before their 18th birthday. "The Jubilee Action report (1995) states that, up to 1 million female children join prostitution each year around the world. You can attribute the causes to poverty, unemployment, broken homes, and lack of education, drugs, p****graphy, and rebellion". "Prostitution leaves young girls traumatised for years. They end up not trusting anybody and become lazy because they believe that they can make quick money by just sleeping with a man. It also affects the way they treat people because they sleep with men who are their parents' age or older. Then they tend to stop respecting adults," he added.
Pastor John Abiyomi of Gods Light and Truth Ministry said, "The Bible condemns prostitution under whatever guise. It doesn't matter the age of the person, God frowns against it. It is written in 1 Corinthians 6:9-11 that none of the daughters of Israel shall be a cult prostitute, and none of the sons of Israel shall be a cult prostitute. You shall not bring the fee of a prostitute or the wages of a dog into the house of the Lord your God in payment for any vow, for both of these are an abomination to the Lord your God." He also quotes, "In Kings 14:24 'Or do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived: neither the sexually immoral, nor idolaters, nor adulterers, nor men who practice homosexuality, nor thieves, nor the greedy, nor drunkards, nor revilers, nor swindlers will inherit the kingdom of God.
And such were some of you. But you were washed, you were sanctified, you were justified in the name of the Lord Jesus Christ and by the Spirit of our God'. The Bible also made references to some people that practice prostitution in Leviticus: 'And there were also male cult prostitutes in the land. They did according to all the abominations of the nations that the Lord. So you can see from the verses that God frowns at the practice of prostitution whether you are old or young. Our bodies are the temple of the Lord and we have been enjoined to keep it holy. For a prostitute is a deep pit and a wayward wife is a narrow well. Like a bandit she lies in wait, and multiplies the unfaithful among men."
God forbids involvement with prostitutes because He knows such involvement is detrimental to both men and women. He continues, "For the lips of an immoral woman drip honey, and her mouth is smoother than oil; but in the end, she is bitter as wormwood, sharp as a two-edged sword. Her feet go down to death, her steps lay hold of hell" (Proverbs 5:3-5 NKJV). Prostitution not only destroys marriages, families, and lives, but it destroys the spirit and soul in a way that leads to physical and spiritual death. God's desire is that we stay pure and use our bodies as tools for His use and glory (Romans 6:13). First Corinthians 6:13 says, "The body is not for s*xual immorality but for the Lord, and the Lord for the body." Although prostitution is sinful, prostitutes are not beyond God's scope of forgiveness".
Mallam Yahaya Abdul-Aziz, an Islamic cleric stated that, it is a sin in Islam for a teenager to engage in prostitution. Islam does not approve of any s*xual practices outside marriage. Islamic law includes very stiff punishments for prostitution; men that patronise these girls are not exempted from the punishment. Our religion does not encourage women to work in order to earn her living and if you notice, most of these girls become prostitutes because of poverty. Many prostitutes are first drawn into this horrid practice by poverty. Some of them use their money to help their families, but in Islam, we encourage community help. The rich are expected to cater for the poor and such girls are given out in marriage to reduce the burden on their families.
In the Hadith 7.259, The Prophet curses the lady who practices tattooing and the one who gets herself tattooed, and one who eats Riba' (usury) and the one who gives it. And he also prohibited taking the price of a dog, and the money earned by prostitution, and cursed the makers of pictures (Hadith 7.259). Another case is that of Ansari who came (to the Prophet) and said: 'My master forces me to commit fornication and he said, "But force not your maids to prostitution (when they desire chastity)'. From these two verses, you will know that Islam abhors prostitution and will not tolerate any form of its adherence."

Not many are aware that former Minister of Aviation, Chief Femi Fani-kayode and former beauty queen, Mrs Bianca Onoh were heading for the altar in the late 80’s, but the wheels of their love life was clogged by an unexpected event....

Bianca Odinaka Olivia Onoh, the sixth child of Late Chief Christian Chukwuma Onoh, the second republic governor of the of the old Anambra state, had met Femi Fani-kayode while she was studying for her A- levels in Cambridge Tutorial College. The latter was also attending the University of Cambridge for his Master’s Degree programme in law.

Sources revealed that the beauty was already a queen before they met. Bianca had won the MISS MARTINI, a beauty pageant organized by the beverage company known as Martini Rossi, while schooling at Yorkshire in England. Then, Femi, whose father was the second Queen’s Counsel{Senior Advocate of Nigeria} that Nigeria produced, was finishing his Master’s programme, while Bianca was settling down for her combined honours degree in Politics, Economics and Law at the University of Buckingham.

The two later found each other in Nigeria. While Femi had finished the youth service programme, Bianca had also transferred to the University of Nigeria, Nzukka, where her father had compelled her to study law. Late Chief C.C Onoh, a lawyer and expert in land matters had genuinely and strongly guided his children into reading law.

Later, as the current Nigeria’s Ambassador to Spain was done with her programme and out of the university, the former aide to ex-President Obasanjo was getting set to join his father’s law chamber. Around this time, another lady, Miss Saratu Attah had equally found a place in Femi’s heart. She soon got pregnant for him. The pregnancy of Saratu Attah, whose father, Alhaji Adamu Attah, was the second republic governor of Kwara State, reportedly set the relationship between Femi and Bianca on the edge of ruins.

Sometime in 1997, at the wedding anniversary of Ide Ahaba, Chief Sonny Odogwu in Asaba, Delta State, Bianca, who was already married and equally expecting her first child then, had told a frontline celebrity journal, when she was asked about his botched marriage plans with Femi Fani-kayode that “it [the marriage] was not meant to be… I met FFK in London and we both dreamt of having a beautiful home, but things didn’t work our way. I know that he’s married now,” she said.

The marriage plans collapsed because Femi had impregnated Saratu, who later gave birth to Folake, the first child of Femi Fani-kayode, who now holds a Master’s degree in law. Bianca went on with her law programme and later joined her father in his chambers.

THE HYPERLOOP: HOW IT WORKS
Inside the tubes, hyperloop pods are mounted on thin skis made out of inconel,an alloy already used by Musk’s SpaceX firm that can withstand high pressure and heat.
Air is pumped into the skis via small holes to make an air cushion, and each pod has air inlets at the front.
An electric turbo compressor compresses air from the nose and routes it to the skis and to the cabin.
Magnets on the skis, plus an electromagnetic pulse give the pod its initial thrust; reboosting motors along the route would keep the pod moving at just below the speed of sound so the system does not produce sonic booms.

Researchers who study human pleasure, recruited female subjects willing to bring themselves to orgasm while lying in an MRI machine that measured blood flow to different parts of the brain. These experiments showed that orgasms increase blood flow to all parts of the brain -- bringing nutrients and oxygenation along, too.
"Mental exercises increase brain activity but only in relatively localized regions," Komisaruk told Will Pavia for the Times Of London. "Orgasm activates the whole."
As well as keeping your brain sharp, orgasms are thought to decrease stress, ease depression and increase longevity. Komisaruk is also spearheading research on how orgasms can block pain.
In November 2011, writer Kayt Sukel volunteered as a subject for Komisaruk's research. In an article about her experience for The Guardian, Sukel explained that the most difficult part of the experience was remaining still enough during the scan to keep the data viable -- and explaining to her friends what she was up to.

Onlookers were shocked when a man, who was said to be dead, suddenly got up and grabbed a bottle of water.....

The soft drink vendor in China faked his own death in order to sue the government after an altercation with government employees.
But his cover was blown when he became too hot in the Hubei Province, in central China. The heat was too much for him to bear.

The incident occurred around 4:00 pm, when more than 10 men held the “corpse” on a gurney covered with a white sheet near the Jianghan Road subway station in the provincial capital of Wuhan.
The men protested and claimed that the government workers had beaten the vendor to death and they demanded tens of thousands of yuan in compensation.
More than 300 people gathered at the scene, and 80 police officers were sent to the scene to maintain order.
