No money is missing from the vaults of the National Intelligence Agency (NIA) as reported in the media, senior government officials said yesterday. The officials were responding to a report in the Daily Trust on Sunday that $44million in cash kept at NIA vaults at its headquarters in Abuja was removed to an unknown destination. The alleged evacuation was reportedly carried out two days after Ahmed Rufa’i Abubakar was appointed as its new Director-General by President Muhammadu Buhari. However, the officials said the National Security Adviser, who posted a Brigadier-General to Head the Finance Directorate of the NIA following the Ikoyi apartment finds, is believed to have ordered the evacuation of the money following the appointment of a new DG. The discovery of the $43m at the Ikoyi apartment led to the removal of the then DG, Ayo Oke. Speculation is that the NSA had tagged the money as being an exhibit in connection with the Ikoyi heist. “What is curious to officials in the Presidency is why now? What links this money and that found in Ikoyi? Why wasn’t the money earlier than now, when the Acting DG kept it intact?” The sources explained that the Ikoyi money would not have caused a problem if it was found in the offices of the NIA because it is not unusual for secret service organizations to keep money in hard currencies. They said the reported $44million has been at the NIA headquarters and is known to be there. “Why would anyone move it out now? The main equity index in Africa’s biggest economy has surged 12 per cent this year in dollar terms, the most among 96 major bourses tracked by Bloomberg, pushing it to the highest level since 2008. Dangote Cement Plc, controlled by Africa’s richest man, Aliko Dangote, and the largest company on the bourse, has climbed to a record high. The advance will probably be sustained thanks to rising prices for oil, Nigeria’s main export, and as investors look to increase their holdings of what remain among the cheapest stocks in Africa, according to the asset management arm of South African lender FirstRand Ltd. “For investors wanting more exposure to consumers in Africa and Nigeria, in particular, the outlook is good,” said Paul Clark, a money manager in Johannesburg at Ashburton Investments, which owns Nigerian stocks including Seplat Petroleum Development Co. “The banking sector is probably the most attractive at the moment, especially the tier-2 lenders.” Nigerian stocks are leading the world so far this year. Foreign investors have been crucial in driving the market higher. The New York-based Global X MSCI Nigeria ETF attracted record weekly net inflows through Thursday. That helped to increase the exchange-traded fund’s market capitalization to almost $90 million, double the level in May last year. Even after the gains, Nigerian valuations are the cheapest among the major African equity indexes. Nigerian stocks trade at a forward price-to-earnings ratio of 10.2, while South Africa’s are at 14 and the MSCI Emerging Market Index is at 13. That suggests there’s further upside, according to Cape Town-based fund Allan Gray. While foreign investors turned negative on Nigeria after following the 2014 oil crash and subsequent recession, the economy picked up last year and growth is forecast by the International Monetary Fund to accelerate to 2.1 percent in 2019. “For long-term investors, Nigerian equities were a screaming bargain,” said Nick Ndiritu, co-manager of Allan Gray’s $389 million Africa equity fund, which doesn’t include South Africa. “Investor sentiment has turned more bullish on Nigeria and a re-rating of the Nigerian stock market is now underway.” Still, there are some warning signs. The 120-day correlation between Nigerian stocks and Brent crude is now around the highest in two years. If oil prices reverse their 45 percent climb since June, Nigerian assets could take a hit. That’s one reason HSBC Holdings Plc has a negative outlook on the stocks. The U.K. bank also says Nigeria will have to free its currency further if it wants to attract more investment. 2019 Presidency: Angry Atiku shuns press, others after talks with IBB Journalists and supporters of former Vice-President Atiku Abubakar were, yesterday, shocked after the former vice-president came out from a meeting with former President Ibrahim Babangida with a long face reflective of a RED CARD shown to his 2019 presidential aspiration. Atiku, who arrived Minna airport to a cheerful reception from his supporters, breezed past the same supporters after a one and half hour closed-door meeting with Babangida during which the latter was said to have asked him to forget his presidential aspiration. Atiku meets Babangida The former Vice President arrived the Minna International Airport in a private aircraft, marked T7AAA, at about 12.15 p.m. He was met at the Airport by Niger State Deputy Governor, Alhaji Ahmed Ketso, and a team of PDP officials, led by the immediate past governor of the state, Dr. Muazu Babangida Aliyu; the state party chairman, Tanko Beji, among others. Atiku then proceeded to greet scores of supporters who had been waiting to welcome him but had not been allowed by airport security personnel to approach the tarmac. Following the airport ceremonies, he immediately drove straight to the former Military President’s uphill mansion and on arrival, was ushered into one of the sitting rooms. After the exchange of pleasantries, Atiku, Babangida and former Governor Aliyu were left alone. Vanguard gathered that after spending about 45 minutes in the meeting, Aliyu was also excused out of the sitting room, leaving only Atiku and Babangida who stayed together for another one and half hours. Though none of the two men spoke at the end of the meeting, Vanguard reliably gathered that the ambition of the former president hit a brick wall as Gen. Babangida was said to have advised him to drop his presidential ambition . Atiku, who was besieged by anxious journalists immediately after the long meeting, snubbed them as his security aides prevented them from even going close to him. “Please pave way; he is not ready to speak with you,’’ the body guards chorused, as their boss made straight for his waiting vehicle that drove him to the airport. At the airport, the former Vice President also shunned party supporters and journalists who had waited patiently to bid him bye-bye. There is confusion in the Peoples Democratic Party ( PDP ) as cracks have emerged among party stakeholders in the North over plot by some elders in the party to micro zone the chairmanship slot to the South West zone. The party’s Caretaker Committee and the National Executive Committee (NEC) had already said the position should be open to interested aspirants from every parts of the South to contest. Crisis erupted in Abuja on Friday after a group led by a former Minister of Information, Prof. Jerry Gana, issued a communique declaring that party stakeholders in the North had micro zoned the position to the South West. But in a counter move, another group, led by Mallam Sani Kutigi disagreed with the Gana group, describing the declaration by the Gana group as “obnoxious and objectionable” plot to rail-road the region into illegality. The Gana group, at a meeting convened under the aegis of Northern Elders and Leaders Forum, had issued a communique’ after a marathon meeting that ended in the wee hours of Friday, declaring that the chairmanship slot had been micro zoned to the South West geopolitical zone. The communique’, dated December 1, 2017 and signed by a former Minister of Education, Mallam Ibrahim Shekarau and Mrs. Margaret Icheen, stated that the North had unanimously agreed to the micro zoning of the slot and urged delegates from the region to vote for only chairmanship candidates from the South West. The communique’ reads: “As we head to the national convention, the forum showed keen interest on the position of the National Chairman. “The forum received reports from the three geo-political zones of the region, regarding the micro-zoning of positions zoned to them, in line with the spirit of rotation. The forum resolved that capable and competent aspirants should be identified and supported. “After extensive deliberations, it was resolved that, in the spirit of fairness, equity, carrying every part of the country along, giving every geo-political zone a sense of participation and inclusion in the affairs of the PDP, we strongly support the quest of the South West geo-political zone to produce the next National Chairman of the party. “In line with our resolve to rebuild and reposition the PDP, we urge delegates from all the Northern states to abide by this decision and vote for only aspirants from the South West geo-political zone in the forthcoming national convention, in the best interest of the party. This is without prejudice to the right of aspirants from other geo-political zones to contest.” The Gana group is loyal to one of the chairmanship aspirants from the South West, Prof Tunde Adeniran, while the Kutigi group is loyal to an aspirant from the South South, Prince Uche Secondus. At a media briefing in Abuja on Friday, members of the Kutigi group, who also attended the meeting, accused Shekarau, Gana and others of betraying a mutual agreement not to micro-zone the position. A member of the Board of Trustees of the Peoples Democratic Party, Chief Chris Uba, on Sunday, condemned what he called the perennial loss of elections in Anambra State by the PDP. Speaking at a press conference in Awka, Uba blamed a former governor of the state, Mr. Peter Obi, for the PDP’s loss in the poll, calling on the party to avoid impunity and do introspection over its ordeal. He said the candidate of the PDP in Saturday’s election, Obaze was not known to the founding members of the party in the state, adding that Obi brought him and foisted him on everybody. Uba said, “It’s because of this impunity that Obiano won this election. My heart is bleeding that we lost this election again. Anambra State is a PDP state, yet each time we will lose to “strangers.” “How is it that each time, a party somebody is nurturing will be hijacked by strangers some months to the election? Obi has not won any election without my input. Why did he bring a foreigner to represent us in this election? That is the cause of this loss.” Uba alleged that Obi was one of the people who caused the loss of the party in the 2015 general elections. “He caused us that problem and (Goodluck) Jonathan lost that election. PDP should stop this impunity. Some of those governors that came here to campaign for the PDP here could not have been governors without my input. Why didn’t they ask after me when they came here to campaign? He said Obi must apologise to the PDP members in Anambra State for leading them into an inglorious outing at the poll. Uba added, “Obi doesn’t have the capacity to make Obaze or anybody a governor without my input. Obi has killed this party. This is an election we would have won with a wide margin. Obi carried what he could not control. “My heart is bleeding. We lost this election by coming distant third. In such a large party, you don’t use it to settle scores. Obi came into the PDP to settle scores with Obiano, his former ally. That was our bane in this election. “Obi should apologise to the PDP in five national dailies for this disappointment he caused us. Failure to apologise; I know what to do. “In 2003, I helped the PDP to produce Dr. Chris Ngige as governor; we produced three senators and 11 House of Representatives members in that election. The World Igbo Youth Council, WIYC, on Tuesday called on the people of Abia State not to make the mistake of re-electing Governor Okezie Ikpeazu for a second term in office. It could be re-called that same group had few days ago accused Ikpeazu and Senator Enyinnaya Abaribe of plotting the escape of Mazi Nnamdi Kanu, the leader of the Indigenous People of Biafra, IPOB. The group went ahead to call for the immediate arrest of Abaribe. This time, in a statement by its national publicity secretary, Mazi Alex Okemiri the WIYC said Gov. Ikpeazu had done nothing to guarantee him a second term in office. They noted that rather than make concrete efforts towards the development of the State, the Governor has been busy aiding and abetting Biafra agitators. According to them, “civil servants in Abia State have never had it so hard since the return to democracy in 1999, and the man at the saddle at this point in history, appears unready to bring to table any attempt to strategy to make their lives better. “Apart from civil servants, pensioners are also groaning with several months of pension arrears. All these are happening despite the several bail out funds and Paris Club refund, as well as the monthly statutory allocation and internally generated revenue. “It only shows that the Governor is either insensitive to the plight of workers or lacks the wherewithal to govern Abia State.” “May we also point out that the state of infrastructure in Abia State has remained everything but pitiable. We get embarrassed each time picture of terrible state of roads in different parts of the state surface on the social media. “Most of the Governor’s aides are even richer than the Governor and Abia; we know that Ikpeazu as a person is a good man with intention to promote made in Aba products, but his aides are working at variance with his policies and procedures for governance. “One of his aides has bought almost all the landed properties in Umuahia and Aba, so it appears Ikpeazu lacks the capacity to discipline these aides who are richer than him. “We have no option than to drag Ikpeazu’s aides to the EFCC, with all the evidence against them, for them to refund all the looted funds from Abia treasury. “We observe the pains in the sad faces of Abia people; we have asked what the government has done with the borrowed funds which the Abia house of assembly approved for him, running into billions of Naira. “Obingwa people are regretting having their son as Governor as there is no single road done in the area; no youth empowerment, there’s high rate of crime in Aba, kidnapping has also returned to Aba. “In addition to this, it has taken Ikpeazu 28 months to build drainage from Osisioma junction to Aba main park, a 2-kilometre road, yet there’s no hope to complete it. “This has continued because the current administration is not prepared for governance. As such, it will be a disservice to the people to think of re-electing the governor in 2019. “We believe and indeed urge the people of Abia State to begin the process of searching for a competent hand that would pull the state out of the doldrums of poverty and bag governance. “A time has come for the good people of Abia state to do away with god-fatherism. We have seen the adverse effects and cannot continue in such a manner. “We hereby declare that Abia Government house is vacant for 2019, and warn PDP to replace Ikpeazu or be ready to lose Abia State Government house for the first time since 1999 to APC or APGA. The Ohanaeze Ndigbo, an apex socio-cultural organisation of the Igbo, on Thursday, disowned the leader of the Indigenous People of Biafra, Nnamdi Kanu and his movement, IPOB. The President-General of Ohanaeze, Chief John Nnia Nwodo said this while addressing members of the Anambra State house of Assembly at the Legislative Complex, Awka, Anambra State. Nwodo who was particularly embittered by the call by IPOB for a boycott of Anambra Election in November, said Kanu had breached the undertaking he took before him (Nwodo) when he was released from detention. He said, “I’m just being paternal. The way I commended them as my children; is the way I have the right to chastised them when they go wrong. We don’t need this heat up”. Nwodo’s addressed read in part “News that reached us in the past few days that Nnamdi Kanu, the leader of IPOB has declared that there will be no election in Anambra in November is shocking and disturbing. I hereby countermand that declaration as President General of Ohaneze. “Whereas Ohanaeze understands the marginalization and unfair treatment of Igbos which have given rise to self-determination movements in Igboland, leaders of these movements must not arrogate to themselves the supreme leadership of Igboland. “Statements of the kind credited to Nnamdi Kanu are provocative, misleading and unproductive. Why should Anambra people be denied the opportunity to choose their own leader? Why should any of us who are not from Anambra, no matter how highly placed, descend to the arena and dictate for Anambra people when to vote, whether to vote or who to vote for? “Anambra, nay Igbos, are still part and parcel of the Federal Republic of Nigeria. Yes, we are not happy with our treatment in Nigeria. Yes, some of us want Biafra. Yes, some of us prefer a restructured Federal Republic of Nigeria. But the fact remains that we are still part and parcel of the present Federal Republic of Nigeria, bound by its laws, no matter how repressive or unjust. “Our approach to reforms of our laws even if it leads to self-determination or restructuring must be lawful. We must convince other Nigerians of our point of view, we must strive to make others share our convictions. “Our language must be civil, respectful and lead to consensus building. We must resist any attempt to turn division amongst us, as to which way we must go, become a source of altercations between us. “As we speak very many of our people living in Northern Nigeria are in complete awe and consternation regarding how safe they will be after October 1st. The Independent National Electoral Commission has said it is not aware of the case instituted by Senator Dino Melaye to scuttle its plan to verify the signatures of members of his constituency asking him to leave the Senate. It said that it merely read the story in the media on Saturday, adding that it would not rely on newspaper publications to do its job. The commission, therefore, said it would proceed with the programmes it had lined up for the verification of signatures of the voters who asked the senator to return home. The Director of Publicity and Voter Education, INEC, Mr. Oluwole Osaze-Uzzi, said, “We are not aware that any case has been filed against the commission in its determination to do its work. Yet, we heard some things in the media on that, but we have to be served. “If we are not served, we won’t stop the processes we have lined up for the exercise. As far as we are concerned therefore, the matter will go ahead as lined up.” Osaze-Uzzi added that the process of verification of the signatures would enable the commission to know the authenticity of those who were said to have signed the petition. He said the commission would expect the signatories to come forward and identify their signatures, adding that if there were those whose signatures were forged as being claimed by Melaye, they would be free to alert the security agencies. “It is not our duty to go and report to the security agencies or the police that someone claims that his signature was forged. “Those who know that their signatures were allegedly forged are free to report. Then the law will take care of that,” he added. Twenty States in Nigeria are owing workers and pensioners salaries and entitlements ranging from one to 36 months, a BudgIT nationwide survey has shown. BudgIT, in a statement on Tuesday, said the survey focused on the “frequency of salary payment of six different categories of workers in all 36 states namely: primary school teachers, secondary school teachers, local government workers, state independent workers, pensioners and state secretariat workers.” It said the survey showed many states defaulted in the payments of pensions and gratuities, with Imo, Taraba and Niger states owing pensioners two to three years in entitlements. It added that Kogi, Abia, Benue, Oyo, Ekiti and Ondo states have not paid their workers’ salaries in 2017, owing at least four months’ salary. The survey, however, gave Lagos and Rivers a clean slate, noting that the states have been consistent in the payment of workers’ remuneration and pensioners’ entitlements. The statement said, “From the survey carried out, we discovered that apart from the fact that 16 states which are yet to pay the pensions of former civil servants in their service, 8 of these states have not paid their pensioners at least 12 months’ pensions, while states like Imo, Taraba and Niger owe pensions of about 2 to 3 years. Notably, these pensioners expressed how unhappy they are, their dissatisfaction with the government and how hard it has been for them to survive. “In addition to outstanding pensions, we note from our survey, that across all categories, states like Kogi, Abia, Benue, Oyo, Ekiti and Ondo have not paid their workers’ salaries for this year 2017; owing at least 4 months’ salary. However, the likes of Lagos and Rivers have been consistently impressive with their up to date and full payment of civil servants’ remuneration. “There have been several newspaper publications on states’ civil servants being owed salaries and we are also aware that due to the recent economic downturn FAAC allocations to states and their internally generated revenue have reduced drastically making them unable to pay their staff salaries and run their states effectively. State Governors have recently canvassed that the Federal Government should provide another tranche of Paris Club refund to offset salaries and other liabilities. We hereby ask the Federal Government should tighten its accountability structures for the series of extra-statutory funds that are provided to state government, which currently has reached N1.75tn. We also demand that state government need to more in the transparency in the use of the funds and it is pertinent that only 7 out of 36 states namely Bauchi, Kogi, Kano, Kaduna, Edo, Gombe and Yobe have provided their full 2017 budgets to the public.”. http://punchng.com/20-states-owe-pensions-salaries-budgit/
