This is where restructuring has to be seriously looked into as other non oil producing states will claim the oil belongs to the entire Nation while the oil producing states will claim otherwise as they will only pay a small percentage to the Federal government like other agric or non oil minerals producing areas.
The solutions to this is for the Federal government to increase the 13% derived ration to about 20% while the remaining 80% will be purely use for infrastructural developments like power and energy, road and rail developments, good healthcare delivery, complete educational restructuring towards a particular goal which is science and technology and not the current glorified secondary schools called universities.
And this should be a national program activities leaving no state uncared for.
