Vice-President Yemi Osinbajo on Saturday asserted that the Finance Act 2020 would stimulate the Nigerian economy and put the country on the path of geometric economic growth. Osinbajo made the assertion at the Inspiration Conference 2020 of the Redeemer’s Men Fellowship (Lagos Regions) in Lagos. The conference had as its theme: “Galvanised for Geometric Growth”. He said the bill, which was signed by President Muhammadu Buhari on Jan. 13, was aimed at shoring up revenue for all levels of government to meet up with their expenditure. This, he said, was in addition to it supporting Small and Medium Enterprises (SME) in the country. “The challenges of growing the economy border on creating an environment favourable to businesses and low revenue generation,” Osinbajo said. He said that the 2020 budget of N10.6 trillion has a deficit of N2.2 trillion, “so it is clear that we are running a fairly large deficit”. “The sources of revenue are oil proceeds and taxes, and most states do not generate enough revenue to meet their financial expectations,” Osinbajo said. He cited Adamawa, Benue and Ekiti as some of the states with very low Internally Generated Revenue (IGR), too inadequate to cater for their expenditure. The vice-president justified the increment of the Value Added Tax (VAT) from 5 per cent to 7.5 per cent, noting it to be very low when compared to other African countries. “Ghana has 12.5 per cent; Cameroun has 19.25 per cent; Mexico with 16 per cent; South Africa at 15 per cent and Egypt at 14 per cent. “To make things easier for the common man, we have exempted 16 classes of food items, tampons, sanitary towels, and tuition fees from nursery to tertiary. “Also, before the Finance Act, many companies operating in the country without physical presence escaped taxation. “Most digital companies made significant revenue from e-commerce, online advertising and the likes, but were not taxed. “But now, once you have significant economic presence in Nigeria, but reside anywhere around the world, you are eligible to pay tax,” he said. Osinbajo expressed confidence in the Nigerian economy, maintaining that the government would continue to provide the enabling environment for businesses to thrive. He explained that in spite of the perceived low growth rate, the Nigerian economy was still relatively bigger when compared with other African economies. “Rwanda has a Gross Domestic Product (GDP) of $8.7 billion, while FCT, Akwa Ibom, Lagos, Rivers and Delta have growth rates of $29.9billion, $14 billion, $90 billion, $14.2 billion and $11.2 billion respectively. “Even Ghana is at $65.5 billion and is less than Lagos,” he said. He stated that the potential of the Nigerian economy has been boosted by agriculture, manufacturing, creative industry, technology and ICT. “Today, we produce an estimated 7.3 million metric tonnes of rice compared to 5 million metric tonnes in 2015. “Today, people are using technology to attract investments in agriculture through crowd funding. “There are incredible new ways of investing in agriculture in Nigeria, where companies are raising funds for farmers and farming, and such platforms should be invested on,” he said. This project begs the issue. “It is unitary and therefore, antithetical to the dictates of Federalism. When we have state police controlled by the state governments, thereafter the states can embark on community policing by themselves at their convenience and on their own varied terms. “For someone or groups of people to sit in Abuja, design and operate a community policing agenda is unacceptable and unworkable. “Your excellency Nigeria can only make progress if its leaders think less of today and always plan for years and years ahead, keeping away from primordial and primitive considerations and ever willing to divest themselves of powers and controls that will make the society freer and safer. “Once again, I congratulate you for your achievements so far on this issue of safety of our people and I humbly enjoin you to build on it with courage for the sake of posterity. I would opine that if it was a case of a language barrier. there are more than enough capable indigenes who can fill the gap. if on the other hand, it is one of integration, then we might just have to wait on the legal framework to come out as the Attorney Generals of the states have been so advised by VP Osinbajo to sync them in line with the community policing agenda of the Federal Government. |

The National Economic Council (NEC) has welcomed an urgent call from stakeholders to halt malnutrition and related issues in Nigeria. The council chaired by Vice President Yemi Osinbajo, SAN, with membership drawn from Governors of the 36 states, the FCT Minister and Governor of the Central Bank of Nigeria, took the decision yesterday after receiving a presentation on the problem of malnutrition in the country at its first meeting of the year 2020. The Emir of Kano, Muhammadu Sanusi II, made the presentation to the council in his capacity as the Chairman of the Board of Trustees of the Nutrition Society of Nigeria. Sanusi, who titled his presentation “a Call for Action,” said “over twelve (12) million children are stunted in Nigeria while 2.6 million are wasted annually due to malnutrition,” adding that Nigeria records the highest number of stunted children in Africa. According to Sanusi, malnutrition accounts for 53% of deaths among children as high child mortality and stunting are linked to deficiencies in key micronutrients (vitamin A, Iron, Zinc and Calcium), macronutrients (Carbohydrates, Protein, Fats) and associated poor feeding practices, as well as overall nutritional status of the mother. The Emir, who stated that the burden of malnutrition which include stunting, under-weight, obesity and other diet related non-communicable diseases, can be treated, said, “65% of dietary energy supply is derived from Cereals, Roots and Fibres indicating low dietary diversity." Continuing, he said basic causes of malnutrition are poverty, socio-cultural, economic and political environment. NEC appealed to States and Local Governments to deal with the problem by investing more in issues relating to malnutrition, adding that states should key into the World Bank sponsored programme on nutrition. Other presentations made to NEC yesterday were updates on Special Accounts of the Federation which include: the Balances on the Excess Crude Account as at 20th January, 2020, which stands at $321,393,190.35; the Balance on the Stabilization Account as at 21st January, 2020, is at N31,840,200,473.17. The presentation also included the Balance on the Development of Natural Resources Account, which as at January 21st 2020, stood at N96,991,981,055.54. The Budget Support facility deduction which is in progress with N29 Billion so far remitted to the Central Bank of Nigeria. A progress report on leveraging a portion of Accumulated Pension Fund for investment in the NSIA was presented by chairman of the NEC Committee on the matter and Governor of Kaduna State, Mallam Nasir El-Rufai. He briefed Council on the progress, including proposed consideration of 20% of Pension Funds to be invested in infrastructural projects such as rail, roads and power (electricity). Also giving report on the review of the status of the ownership structure of the Electricity Power Distribution Companies (DISCOs), the chairman of the Committee, Gov. Nasir El-Rufai, said plans are ongoing to determine the level of investment/ownership of States and Federal Governments in the Discos, and requested NEC to, among other things, place media advertisements for the public to submit memoranda on the way forward for the electricity sector. NEC approved the prayers of the Committee that stakeholders in the sector be engaged, and that submissions from the public be received for analysis. Also briefing NEC on Polio Eradication and Improved Routine Immunization in Nigeria, the Minister of Health, Dr. Osagie Emmanuel Ehanire, said Nigeria is on course to attaining polio-free status by June 2020, noting that the country has not recorded any new case of polio infection in the last three and half years. He said there are incidences of Lassa Fever in some states namely; Edo, Kano, Ondo, Ebonyi and Taraba resulting in 84 cases and 15 deaths, noting that the National Centre for Disease Control has been alerted and is on top of the situation. Ehanire reported to council that the use of Paracetamol to cook meat and the consequences that comes with it as well as the use of Aspirin to purify water, are deadly practices that damages major body organs, warning that these practices should be avoided. The Health Minister also briefed Council on the Coronavirus that emerged in China, which has spread to four border countries such as United States of America, Thailand, Japan and Korea. |

National leader of the All Progressives Congress, Bola Tinubu, has dismissed claims that a security outfit launched by South-West governors, Amotekun, is a threat to national unity. In a press statement issued on Wednesday, he said, “Those claiming that this limited, inoffensive addition to security threatens the Republic have taken themselves upon a madcap excursion. “Those claiming that the Federal Government seeks to terribly suppress the Southwest have also lost their compass. Those who occupy these two extremes have sunken into the dark recesses of fear and political paranoia that can undo a nation if such sentiments are allowed to gestate.” “Amotekun. This issue has dominated recent discourse and media headlines. Distilled to its basics, it concerns how best state governments can assist with the safety and security of their residents. This is a matter of serious concern entitled to sober thought. However, it has been turned into a political tug-of-war. Fierce, often unthinking rhetoric, for and against, has crossed the lips of too many Nigerians. More subjective talking than objective thinking has been the fuel of this outburst. “Question those in favour of Amotekun. Most have but the vaguest notion about it. They know few details yet vigorously attribute to its opponents the most negative intentions. Ask those who oppose Amotekun. They are equally ignorant of its provisions. They oppose the initiative not on its merits but merely because it was proposed by their political opponents or because they don’t see an avenue for personal gain from it. “While colourful, the rhetoric has been disconcerting. How people have mishandled this matter demonstrates that we still have far to go in perfecting this democracy. Too much energy has been spent distorting this issue instead of seeking a resolution that supports local enhancement of security while keeping the constitution intact. If this becomes the standard for how we handle disagreements then we will obscure Nigeria’s path forward with our own rubbish. “In this matter, I do not see malign intent in the differences of opinion between the SW Governors as authors of Amotekun and the Attorney-General as the primary law enforcement officer of the Federal Government. Shorn of the overly dramatic language, what lies before us is but a step in the evolution of our federalism. This is an opportunity to more clearly define that federalism; but one cannot attain this better, more functional definition through overblown, emotional language. Objectivity and calmness are required. To a significant degree, the enduring quality of our republic will be established by the sagacity with which we handle disagreements regarding the division of power between federal and state governments. Such disagreements are inevitable. This is not the first. Nor will it be the last. We must devote our energies more toward solving problems rather than amplifying them. “Seeking to fulfil their mandates by helping protect their people, the governors of the Southwest collectively established a program to buttress existing security mechanisms. Seeking to protect the constitution as best he could, the Attorney-General offered his opinion on what he believed the governors have sought to do. No one can blame either party for seeking to fulfil what they genuinely see as their public duty. “Until now, I have deliberately maintained a studied silence regarding Amotekun. Many have tried to goad my swift public reaction. Those who have taken this road did so not because they care about Amotekun or even the people it intends to help protect. They did so knowing this had become a delicate and emotional issue for many. These cynics did so with the adversarial hope that, in haste, I might misspeak or misstep in a manner they could twist to their political advantage. “Such people are possessed of a mercenary aspect that permits them to sacrifice almost anything, even jeopardize the very foundations of our political unity, if they might exact personal gain from the upheaval. In that they know no nobler purpose than their own appetites, we should feel sorry for them. However, we must not allow our sympathies for their barren condition to persuade us that there is worth in their destructive misconduct. They must be left to the consequences of their own devices. “If truly I am a political leader as I am often described, then I have not the luxury of hasty, ill-conceived utterances. There are those who will use inflamed words to spark the passions of others. This may bring transient applause. But when the cheers fade, we shall only have further descended because their words were never inclined toward resolution and long-term improvement but toward short-term popularity and perpetual confrontation. “I believe in this nation and its benign prospects. I dearly love its people, all of them. Over the years of our existence, they have suffered much. Yet they still hold forth with heroic patience and an extraordinary optimism born of strong faith. To these people, I owe my best. I shall not treat them cheaply or bandy their emotions like some errant football. The welfare of these good and decent people is my overriding concern. “Equally, I do not cow to the demands of those who press for me to make a premature statement on an important issue.
