BARRING any last-minute development, a tripartite meeting involving Vice-President Yemi Osinbajo, governors from the six states in the South-West and top security chiefs may hold this week, to resolve perceived grey areas in the formation of the security outfit, Amotekun, in Yorubaland.
The meeting is believed to be at the instance of President Muhammadu Buhari, with the primary goal of evolving a template that suits all concerned interests within the nation’s legal framework.

According to feelers, the Presidency was keen on having a template that aligns with the Federal Government’s initiative of community policing, as part of measures aimed at boosting the security of lives and property across the country.

This urge was said to have informed the move by the Presidency to bring the South-West governors together in a meeting with relevant Federal Government officials to come up with a workable solution to the misconception about Amotekun in certain quarters.
There were reports at press time on Monday that President Buhari had asked Vice-President Osinbajo to meet this week with the governors and the top security officials of the Federal Government to develop a model that brings Amotekun under a legal framework.

Some analysts told the Nigerian Tribune last night that the success of the latest effort by the government could, in one stroke, address security concerns in the South-West, as well as allay the fears of those who wanted such a security arrangement to operate within the limits of the Nigerian constitution.
One of the sources, which confirmed the planned meeting, said: “It appears that another key purpose of the meeting to be presided over by the VP later this week in Abuja will be to have Amotekun operate effectively in the local communities, including leveraging the active support of the traditional institutions.”
The source said: “What is happening now is that the president wants the vice president, a renowned advocate for community policing models and state police, to take another look at the Amotekun initiative alongside the six governors with a view to resolving all the grey areas and coming up with a model that suits all concerned interests.

“The president’s choice of the vice-president to oversee the review of the Amotekun structure is said to reflect Professor Osinbajo’s perceived support of the original idea that was later developed by the South-West governors into the Amotekun outfit.
“It is widely believed that Professor Osinbajo is a staunch advocate of state policing and the Buhari presidency has already given directives that the Nigeria Police embark on the ongoing implementation of the Community Policing model.

“This is why Osinbajo’s support for the Amotekun initiative is not a surprise to close watchers of government business and in government circles.”
The source explained that the president was desirous of all the issues pertaining to the regional security outfit were carefully addressed and amicably resolved, especially against the backdrop of misrepresentations by a few individuals.
According to the source, “because President Buhari is concerned that the matter be managed carefully in a way that addresses security fears that necessitated the Amotekun initiative in the first, instance while carrying along Federal Government’s security agencies, the vice president is said to be working out a template that will bring concerned federal agencies and the South-West states together and propose a way to keep the initiative and secure the support and understanding of the Federal Government.”

There were said to be concerns in official circles that if the Amotekun initiative was not properly managed, it could generate regional reactions capable of undermining other Federal Government agencies and degenerate into a needless political crisis.
It was, however, learned that while the government “wants to ensure that such initiatives like Amotekun are within the constitutional framework,” the authorities did not “want to be seen as sabotaging the efforts of state governments to provide supplemental security efforts working with the existing security agencies in the land.”

A good judge of the measure of VP Osinbajo performance was his two spells as acting president. Plus the success of the entire SIP's (pity most of you only know or focus on TraderMoni).

Across the social media sphere, people keep asking and wondering, what is Vice president Osinbajo’s stance on the security outfit recently inaugurated by the six Southwestern states of Nigeria, WNSN (Western Nigeria Security Network) code name; Operation Amotekun.

The first thing that comes to mind is Sir Shina Peters lyrics where he said “Ki lon pe ni founder?” to which the response was “Oludasile”. This simply translates into “what do we call the progenitor?” Answer is “Father”. Amotekun is simply an amalgamation of the different state police of a number of states in order to enjoy not just a cooperation and synergy of efforts, but achieve economies of scale to ensure maximum value is attained for minimum input.

In light of the above, there is probably a little displeasure at the presidency seeing as the different States in the South West have brought themselves together under a single umbrella for this purpose. This action carries a political undertone to most outsiders of the zone. Yet it must be noted that approval for community policing had been given by the President as far back as April of 2019.

For in a meeting with Northern traditional leaders, as gathered by Premium Times, the IG of Police publicly said that President Muhammadu Buhari has approved the adoption of a community police system to combat growing security threats across Nigeria. The Inspector-General of Police, Mohammed Adamu, made the announcement Tuesday, April 30th at the Forum of Northern Traditional Rulers in Kaduna. The event deliberated on critical security issues, especially as they affect the north.

PREMIUM TIMES also reported that Vice President Yemi Osinbajo said the Federal Government would announce a new policy on community policing for better service delivery. Now, this was not strange as everyone knows that the father of State Policing in Nigeria is none other than Vice President Yemi Osibanjo.

He has always spoken in very clear terms on the need to have it in place as soon as possible in order to bridge the gap between the existent security outfits and the current lapses present at various occasions in time past, notably at a meeting with senior police officers. This was also noticed after the increase in robberies and kidnappings that trailed the elections of 2019. A Google search of the phrase Osinbajo and Community/State policing brings up over 100k hits in less than a second.

A series of meetings with prominent Yoruba kings as the Ooni of Ife, the Alaafin of Oyo, the Akarigbo of Remo and the Awujale of Ijebu, led to a framework that was eventually agreed on with President Buhari on the 31st of July, 2019. There have since been more vested interests in the security of the people being directly borne by their traditional rulers which has cumulated in the relative peace being enjoyed in the region since the attack on the daughter of Pa Adefarati.

So next time anyone tries to play a fast one by trying to insinuate that the Vice President as a member of this current administration would not be in support of the security outfit, you simply reiterate the words of Gov. Akeredolu where he asked that people should stop making divisive comments as everyone is simply after the safety of lives and properties in all states across the federation.

VP Osinbajo Has clearly spoken openly about the need for state policing at various events because he obviously believes it's the best way of securing ourselves at the community level.

Vice President Yemi Osinbajo has always advocated for the creation of state and community policing to improve the security architecture of Nigeria way before he became the number two citizen.

Here are some of the occasions and instances where the Vice President unequivocally called for more effort to be put into local policing.

1. Prof Osinbajo at a conference and retreat for Senior Officers on 28th October 2019 explained his reasons for calling for community police.
Our efforts in embracing community policing as a national security strategy is also informed by the need to close the trust gap between the Police and the citizens, build partnership and strengthen collaboration with communities towards addressing prevalent security threats.

An important part of community policing is to recruit new personnel from within local governments and ensure that after training, such new police officers remain within their local governments. Policing must be as much as possible local in the order to give the local populace the benefit of the civil policing that we all need.

2. During the 11th National Development Summit of Traditional Rulers, NDSTR, held at the Shehu Musa Yar’Adua Centre, Abuja on the 14th of October, 2019.

“A meticulous implementation of community policing could bring about peace and harmonious co-existence among Nigerians across the country”.

“As traditional rulers, you are in a position to provide intelligence in matters of security and you are better placed to assist us to localize our policies to enable us to meet the needs of your people”.

“As part of the measures aimed at curbing security challenges in the country, the federal government is committed to the full implementation of community policing.”

3. Calling for restructuring, Vice President Osinbajo on 3rd September 2019 said, “I have argued in favour of State Police, for the simple reason that policing is a local function, you simply cannot effectively police Nigeria from Abuja.”

4. On 30th July 2019 in Lagos while delivering the 70th Anniversary Lecture of the Lagos Country Club, entitled, ‘Promoting National Cohesion for Progress and Prosperity’ he said, “In diverse societies we must do all that is necessary to strengthen the institutions of law enforcement, security and the rule of law. The challenge is dynamic and our approach must also be dynamic. This is why I believe that State Police in a large, diverse federation is imperative. However, this requires constitutional amendment a product of consensus of our legislators. In the interim the Federal Government has approved the community policing option.

5. During a meeting with traditional rulers in Osun State on consultations over security challenges in the state and South West region in general on 23rd July 2019, VP Osinbajo stated categorically that, “Community policing remains one of the methods of policing we have adopted, and I am sure you heard the Inspector General of Police talking about recruiting police locally from their local governments, those who understand the environment, the language and the culture of the people they are policing.

“We are confident that this method will work, with these men and women on ground in all the our communities”.

6. During the Vice President’s visit to the residence of Afenifere leader, Pa Reuben Fasoranti on July 14, 2019, following the killing of his daughter, Mrs Funke Olakunrin by gunmen, the VP explained the effort of the federal government.

“The federal government is working on a new policy of community policing to further strengthen the security of the country. One of the most important things is intelligence gathering that is why we have the community policing system where policemen would be trained in their own local government and they would remain there.

In a bid to ensure that the cost of living does not rise for Nigerians because of the changes in the Value-Added Tax, several basic food items, locally manufactured sanitary towels, pads and tuition relating to nursery, primary, secondary and tertiary education have been added to the exemption list of goods and services on the VAT under the Finance Bill 2019, signed by President Muhammadu Buhari last week, on the 13th January 2020.


Amongst other benefits, the law will consolidate efforts already made in creating the enabling environment for improved private sector participation and contribution to the economy as well as boost states’ revenues.


According to the President, “the Finance Bill will support the funding and implementation of the 2020 Budget. We shall sustain this tradition by ensuring that subsequent budgets are also accompanied by a Finance Bill.”

The Finance Bill, 2019 was submitted to the National Assembly by President Muhammadu Buhari alongside the 2020 Appropriation Bill, and signed into law by the President on January 13, 2020.


The Bill, now an Act, has the following objectives:


Promoting fiscal equity by mitigating instances of regressive taxation;

Reforming domestic tax laws to align with global best practices;

Introducing tax incentives for investments in infrastructure and capital markets;

Supporting Micro, Small and Medium-sized businesses in line with the administration’s Ease of Doing Business Reforms;

Raising Revenues for Federal, State and Local Governments.





FACTSHEET ON NEW FINANCE ACT 2019


The new Act is the first legislation created to accompany an Appropriation Act since the return of democracy in 1999.


The new Act raises VAT from 5% to 7.5%.


To allay fears that low-income persons and companies will be marginalized by the new law, reduce the burden of taxation on vulnerable segments, and promote equitable taxation, the Finance Act 2019 has extended the list of goods and services exempted from VAT. The additional exemptions include the following:


Basic food items – Additives (honey), bread, cereals, cooking oils, culinary herbs, fish, flour and starch, fruits (fresh or dried), live or raw meat and poultry, milk, nuts, pulses, roots, salt, vegetables, water (natural water and table water)


Locally manufactured sanitary towels, pads or tampons.


Services rendered by microfinance banks


Tuition relating to nursery, primary, secondary and tertiary education.

Nigeria’s increased new VAT rate of 7.5% is still the lowest in Africa, and one of the lowest anywhere in the world. (South Africa VAT: 15%; Ghana: 12.5%; Kenya: 16%; Egypt: 14%; Rwanda: 18%; Senegal: 18%)


Under Nigeria’s revenue sharing formula, 85% of collected VAT goes to States and Local Governments. This means that the bulk of additional VAT revenues accruing from the increase will go towards enabling States and Local Governments meet their obligations to citizens, including the new minimum wage as already noted by State Governors. Before now, the Buhari administration had firmly resisted previous suggestions to raise VAT.


The new Finance Act exempts Businesses with turnover below 25 million from VAT payments.

Companies Income Tax (CIT)


Under the new law small companies – companies with less than N25 million in annual turnover are charged Zero CIT.


CIT for Companies with revenues between N25 and N100m (described in the Act as “medium-sized” companies) has been reduced from 30% to 20%     


Large companies – with annual turnover greater than N100m – will continue to pay the standard 30% CIT

The new Act includes a provision that grants to all companies “engaged in agricultural production” in Nigeria “an initial tax-free period of five years”, renewable for an additional three years.


The new Act also provides incentives to promote tax compliance through bonus reductions in CIT for early remittance:

2% bonus for medium-size companies

1% bonus for other companies.

The new Act now includes “electronic mail” as an acceptable form of correspondence for persons disputing assessments by the Tax Authorities.


Contributions to Pension and Retirement Funds, Societies and Schemes are now unconditionally tax-deductible.


Stamp Duty Act

With the new Act, the N50 Stamp duty charge is now applicable only to transactions amounting to N10,000 and above, a significant increase on the former threshold of N1,000.


The new Act also expands the list of items exempted from stamp duty.


Customs and Excise Tariff

To reduce unfair advantages previously conferred on imported goods at the expense of locally manufactured ones, certain imported goods are now subject to excise duties similar to locally manufactured goods.

It is quite OK for one to have a different view from an older member of society, but to communicate such in a dissenting tone is foreign to us as Omo Odu'a.

A chieftain of pan-Yoruba group, Afenifere has apologised for unknowingly obstructing the convoy of Vice President Yemi Osinbajo earlier today in Ikoyi, Lagos state, police sources have said.

The National Organising Secretary of Afenifere, Abagun Kole Omololu, was earlier held by Lagos Police for breaching the convoy of the Vice President.

Mr Omololu explained to the police that he had no sinister intentions and did not plan to harm the Vice President or his convoy.

He added that it was dark and he did not know that the convoy was long so he decided to drive on.

According to the police, he breached the convoy of the Vice President without knowing he had done so. He was then stopped and informed that he had driven into a moving convoy.

In what the police sources termed a security breach, the Afenifere chieftain drove his vehicle and obstructed the movement of the convoy.

"This is a security matter. He didn't know it was the Vice President's convoy before he drove his vehicle into the convoy.

"This was seen as a security breach and action needed to be taken immediately," the police sources said.

Another police source said he was never arrested, he was only held for questioning.

"We needed to be sure he didn't have a motive for his action. This is standard police protocol and he was not harassed either.

The police source explained that he was released afterwards and allowed to go.

An eyewitness at the scene, Olasunkanmi Oladele explained that other commuters were also warning the owner of the car.

In a tweet, he said was also behind the convoy in Ikoyi.

"I was following from a distance the convoy of the Vice President in Lagos when a man broke into the convoy. We should respect authority and stop trying to make people look bad," he said.

The police said the matter has since been resolved and that the Vice President was unaware of what happened.

This wouldn't be so surprising to most if they have but the faintest understanding of the person of VP Osinbajo. He's always looking out for the welfare of the people especially when it affects their sources of income.
