VP not against initiative – Source BARRING any last-minute development, a tripartite meeting involving Vice-President Yemi Osinbajo, governors from the six states in the South-West and top security chiefs may hold this week, to resolve perceived grey areas in the formation of the security outfit, Amotekun, in Yorubaland. The meeting is believed to be at the instance of President Muhammadu Buhari, with the primary goal of evolving a template that suits all concerned interests within the nation’s legal framework. According to feelers, the Presidency was keen on having a template that aligns with the Federal Government’s initiative of community policing, as part of measures aimed at boosting the security of lives and property across the country. This urge was said to have informed the move by the Presidency to bring the South-West governors together in a meeting with relevant Federal Government officials to come up with a workable solution to the misconception about Amotekun in certain quarters. There were reports at press time on Monday that President Buhari had asked Vice-President Osinbajo to meet this week with the governors and the top security officials of the Federal Government to develop a model that brings Amotekun under a legal framework. Some analysts told the Nigerian Tribune last night that the success of the latest effort by the government could, in one stroke, address security concerns in the South-West, as well as allay the fears of those who wanted such a security arrangement to operate within the limits of the Nigerian constitution. One of the sources, which confirmed the planned meeting, said: “It appears that another key purpose of the meeting to be presided over by the VP later this week in Abuja will be to have Amotekun operate effectively in the local communities, including leveraging the active support of the traditional institutions.” The source said: “What is happening now is that the president wants the vice president, a renowned advocate for community policing models and state police, to take another look at the Amotekun initiative alongside the six governors with a view to resolving all the grey areas and coming up with a model that suits all concerned interests. “The president’s choice of the vice-president to oversee the review of the Amotekun structure is said to reflect Professor Osinbajo’s perceived support of the original idea that was later developed by the South-West governors into the Amotekun outfit. “It is widely believed that Professor Osinbajo is a staunch advocate of state policing and the Buhari presidency has already given directives that the Nigeria Police embark on the ongoing implementation of the Community Policing model. “This is why Osinbajo’s support for the Amotekun initiative is not a surprise to close watchers of government business and in government circles.” The source explained that the president was desirous of all the issues pertaining to the regional security outfit were carefully addressed and amicably resolved, especially against the backdrop of misrepresentations by a few individuals. According to the source, “because President Buhari is concerned that the matter be managed carefully in a way that addresses security fears that necessitated the Amotekun initiative in the first, instance while carrying along Federal Government’s security agencies, the vice president is said to be working out a template that will bring concerned federal agencies and the South-West states together and propose a way to keep the initiative and secure the support and understanding of the Federal Government.” There were said to be concerns in official circles that if the Amotekun initiative was not properly managed, it could generate regional reactions capable of undermining other Federal Government agencies and degenerate into a needless political crisis. Across the social media sphere, people keep asking and wondering, what is Vice president Osinbajo’s stance on the security outfit recently inaugurated by the six Southwestern states of Nigeria, WNSN (Western Nigeria Security Network) code name; Operation Amotekun. The first thing that comes to mind is Sir Shina Peters lyrics where he said “Ki lon pe ni founder?” to which the response was “Oludasile”. This simply translates into “what do we call the progenitor?” Answer is “Father”. Amotekun is simply an amalgamation of the different state police of a number of states in order to enjoy not just a cooperation and synergy of efforts, but achieve economies of scale to ensure maximum value is attained for minimum input. In light of the above, there is probably a little displeasure at the presidency seeing as the different States in the South West have brought themselves together under a single umbrella for this purpose. This action carries a political undertone to most outsiders of the zone. Yet it must be noted that approval for community policing had been given by the President as far back as April of 2019. For in a meeting with Northern traditional leaders, as gathered by Premium Times, the IG of Police publicly said that President Muhammadu Buhari has approved the adoption of a community police system to combat growing security threats across Nigeria. The Inspector-General of Police, Mohammed Adamu, made the announcement Tuesday, April 30th at the Forum of Northern Traditional Rulers in Kaduna. The event deliberated on critical security issues, especially as they affect the north. PREMIUM TIMES also reported that Vice President Yemi Osinbajo said the Federal Government would announce a new policy on community policing for better service delivery. Now, this was not strange as everyone knows that the father of State Policing in Nigeria is none other than Vice President Yemi Osibanjo. He has always spoken in very clear terms on the need to have it in place as soon as possible in order to bridge the gap between the existent security outfits and the current lapses present at various occasions in time past, notably at a meeting with senior police officers. This was also noticed after the increase in robberies and kidnappings that trailed the elections of 2019. A series of meetings with prominent Yoruba kings as the Ooni of Ife, the Alaafin of Oyo, the Akarigbo of Remo and the Awujale of Ijebu, led to a framework that was eventually agreed on with President Buhari on the 31st of July, 2019. There have since been more vested interests in the security of the people being directly borne by their traditional rulers which has cumulated in the relative peace being enjoyed in the region since the attack on the daughter of Pa Adefarati. In a bid to ensure that the cost of living does not rise for Nigerians because of the changes in the Value-Added Tax, several basic food items, locally manufactured sanitary towels, pads and tuition relating to nursery, primary, secondary and tertiary education have been added to the exemption list of goods and services on the VAT under the Finance Bill 2019, signed by President Muhammadu Buhari last week, on the 13th January 2020. Amongst other benefits, the law will consolidate efforts already made in creating the enabling environment for improved private sector participation and contribution to the economy as well as boost states’ revenues. According to the President, “the Finance Bill will support the funding and implementation of the 2020 Budget. We shall sustain this tradition by ensuring that subsequent budgets are also accompanied by a Finance Bill.” Below are the details: The Finance Bill, 2019 was submitted to the National Assembly by President Muhammadu Buhari alongside the 2020 Appropriation Bill, and signed into law by the President on January 13, 2020. The Bill, now an Act, has the following objectives: Promoting fiscal equity by mitigating instances of regressive taxation; Reforming domestic tax laws to align with global best practices; Introducing tax incentives for investments in infrastructure and capital markets; Supporting Micro, Small and Medium-sized businesses in line with the administration’s Ease of Doing Business Reforms; Raising Revenues for Federal, State and Local Governments. FACTSHEET ON NEW FINANCE ACT 2019 The new Act is the first legislation created to accompany an Appropriation Act since the return of democracy in 1999. The new Act raises VAT from 5% to 7.5%. To allay fears that low-income persons and companies will be marginalized by the new law, reduce the burden of taxation on vulnerable segments, and promote equitable taxation, the Finance Act 2019 has extended the list of goods and services exempted from VAT. Nigeria’s increased new VAT rate of 7.5% is still the lowest in Africa, and one of the lowest anywhere in the world. Companies Income Tax (CIT) Under the new law small companies – companies with less than N25 million in annual turnover are charged Zero CIT. A chieftain of pan-Yoruba group, Afenifere has apologised for unknowingly obstructing the convoy of Vice President Yemi Osinbajo earlier today in Ikoyi, Lagos state, police sources have said. The National Organising Secretary of Afenifere, Abagun Kole Omololu, was earlier held by Lagos Police for breaching the convoy of the Vice President. Mr Omololu explained to the police that he had no sinister intentions and did not plan to harm the Vice President or his convoy. He added that it was dark and he did not know that the convoy was long so he decided to drive on. According to the police, he breached the convoy of the Vice President without knowing he had done so. He was then stopped and informed that he had driven into a moving convoy. In what the police sources termed a security breach, the Afenifere chieftain drove his vehicle and obstructed the movement of the convoy. "This is a security matter. He didn't know it was the Vice President's convoy before he drove his vehicle into the convoy. "This was seen as a security breach and action needed to be taken immediately," the police sources said. Another police source said he was never arrested, he was only held for questioning. "We needed to be sure he didn't have a motive for his action. This is standard police protocol and he was not harassed either. The police source explained that he was released afterwards and allowed to go. An eyewitness at the scene, Olasunkanmi Oladele explained that other commuters were also warning the owner of the car. In a tweet, he said was also behind the convoy in Ikoyi. "I was following from a distance the convoy of the Vice President in Lagos when a man broke into the convoy. We should respect authority and stop trying to make people look bad," he said. The police said the matter has since been resolved and that the Vice President was unaware of what happened. |
