In foreign countries, a loose animal means that animal control is called out, and they use non-lethal methods...like stun guns and darts...to subdue the animal....along with nets.

Nigeria does not have the equivalent of animal control. And that leaves the police...who for the most part do not have non-lethal equipment. The police man was called out to subdue a loose animal. And the only equipment given was his gun. No stun gun, no posion/sedative darts, nothing. Just a gun that used in a crowded area could lead to someone dying.
