These are valid points but the fact is, that's just the way it is because of the peculairity of our federal system which is in many ways modelled after the US system. Taking that system as an example, Washington DC is the equivalent of our FCT, but they don't have a governor and the president doesn't require any special number of winning votes in DC either.

DC residents may not like it but that's how it is, and alternate arrangements would come with their own challenges. The same is true for us.
