Govt makes money thru infrastructural devt but makes more money during War.

Am from akwaibom, we generate 180mw of electricity, the power plant was built, financed solely by the state govt, but the state doesnt control the power we generate. 80percent of what we generate goes to other states while paltry 20percent is sent back to us.
Is this fair?
