Sometimes, you could even have a vice president stronger than the president or the Senate president wielding more influence than the president- take Jonathan and Mark for instance.

So, it all depends on the occupant and not really the position itself. But when you talk about constitutional powers, of course the Vice president wields more than the Senate president.

That the OP brings the projects going in the North doesn't mean similar projects are not being undertaken in the South. As we speak, Lagos-Ibadan road is being constructed. Is that also in the North?
