This is not a matter of sending any bill to the NASS or any state's house of assembly but politicians leading by example. I know of public office holders whose children attend public schools. Governor Godswill Akpabio's daughter was in ABU, Zaria. The daughter of Adams Oshiomole was also in the same school. When Adejare Bello was the Speaker of Osun State House of Assembly, his child was in OAU, Ile-Ife.
In the second republic Lagos State, Governor Lateef Jakande withrew his children from private schools and enrolled them in the public ones when he became Governor.

Do you also know that the nomination form of APC is over 100% higher than any other party's since 2003? Did you also hear the APC chairman, John Oyegun say the nomination form was made that costly "to separate the boys from the men."?
From your write up, I could infer that you are calling Buhari a f00l for not embezzling public funds when he was the Head of State and the chairman of PTDF.
