I told him that if he can't stop communicating with his ex girlfriend the relationship is over but he still insist on maintaining contact with her...

It's because there are lots of investment in the country, companies and so on, so all these investments are needed by the government of a country to determine the level of development in the state, cause this will create enough revenue for the government (in form of tax). So if these companies are failing to remit the right amount of tax to the government, this will be a problem to the country economy.
