Internally Generated Revenue (IGR) is a function of a state/countrys tax policy. That a state gathers less taxes doesn't mean that the governor is a daft! It's not necessarily a yardstick to measure the successful tenure of any given Cheif executive. Some people who are beholden to all sorts of dictatorial cultural behaviors might like to be contributing huge taxes to their Lord and personal savior to use in buying private jets! Good for them...

Other Chief executives might decide to tax less in other to allow more funds in the hands of the entrepreneurs to flourish and invest more. In Onitsha for instance, we might have the highest concentration of 5 story buildings in the country. Those were built by individuals! All of them! This can only happen when the business men there have more of their monies with them!
When you tax less, you increase the confidence of the investor to open more businesses, employ more people and create even more opportunities for more government earnings.
That's what is happening in Anambra today.

I was just telling someone this same thing. Trained personnel with the same gun your attackers have always having a free day with you. The other day trained 4 or 3 military men was just shot at and all killed. No single return fire or even successful escape was made. What kind of training do they go through again in that defense academy?
