Review of eligibility
Review of whether the applicant meets the eligibility requirement. This stage is also referred to A11.2 which refers to Section 11.2 of the Immigration and Refugee Protection Act. This stage is a very time-intensive process because all documentation that has been submitted is checked for validity and relevance at this stage. To make the process efficient eligibility review takes place in 2 stages, first a case analyst, a program assistant or a case processing agent will review the application and make a recommendation. Then an officer (decision making authority) will review it and make a final determination. If there are any issues, the application can be sent for further review. This can involve an additional document request (ADR), verification calls, personal interview, etc. To address such issues the file may be transferred to a local visa office (LVO) or to another visa office depending on IRCC workload. Note that the Eligibility Review is conducted only for the primary applicant, and in that process points for the spouse are also evaluated. There is no separate eligibility review for the spouse; there is just one eligibility criteria for the application. At the first stage if there are concerns with a document or the case analyst or the program assistant wants the officer to have a careful review into a specific document then they will flag it with the message "Review Required". If the applicant has met the eligibility criteria, but a specific document needs further review from an officer then the GCMS notes will contain a message that the "applicant has met the eligibility", or “ready to finalize”. (Ready to finalize means that the assistant or analyst is recommending that the officer review the file before making a final decision) However, if there are concerns with eligibility then there will be a review required but there will be no message like “ready to finalize” or "pass". The message will specifically state that the job duties do not match, or the employment cannot be verified, or the number of years of work experience claimed cannot be verified. The final decision rests on the immigration officer. He may override the decision of the analyst / assistant or go with the analysis of the analyst / assistant. This is why eligibility is only passed when an officer conclusively marks the eligibility as "passed". Some of the common reasons for Review Required are related to:
Proof of funds (POF). Sometimes POF verification can take place again during Security Screening.
Reference letter
Work experience
Employment verification
If you answered yes to any Statutory (Stat) Questions
As a result of these 2 stages the GCMS notes for eligibility review can have up to 3-4 notes. One will be by an analyst or an assistant, and the next will be by an officer. Due to the 2 stage review, MyCIC message may change from "The eligibility review has been met" to "The responsible office is currently verifying if your application meets the eligibility requirements under the immigration program for which you have applied". If in the notes section you see "Pass candidate" it just refers to your profile and score which is not the same as passed by an officer for Eligibility Review. Some applicants may see "passed candidate" in their GCMS notes; this refers to when the application is passed based only on the applicant's profile as claimed by the applicant. The status will change to "In Progress" when the processing of the Eligibility Review starts.
Review required does not necessarily mean it's a negative review. All the best.

With careful writing, wish to thank the humble Nation Canada for giving us some privilege to become prospective and full students of Canada schools as this is really bringing a synergy between the two countries(Nigeria and Canada), while also putting both countries on path of growth, thanks to transfer knowledge & technical know-how.
In recent years, the economy of Canada has grown exponentially and thus competing with other great nations of the world on all positive index and ticking the right Indices (among which affordable and top notch educational system is)
That been said, we have now noticed quite delays we applicants are facing to acquire a study permit into Canada. Comparing our processing and decision time with other countries, it is really disheartening that Canada study applications from Nigeria takes minimum of 3 months and on average 6months, while in some instances we've seen applicants get decision between 8 to 14 months.
Just recently, a scheme NIGERIAN STUDENT EXPRESS (NSE) was introduced, this was to mirror the SDS program and act as catalyst in expediating the application process for those you meet up with the requirement, few who got selected for special route NSE hardly get a decision within 3months of their application, as against the stipulated 20 to 30days processing time expressed by IRCC.
The rate at which students defer admission is alarming, this is a recent norm among Nigeria applicants which our different institutions of higher learning attest to and even willfully propose deferment just to cushion the effect due to the delay in decision making from the immigration desk. There is no gain saying most students have set out plans on commencement and time expected/wish to return home after study to impact lives, develop the growing society and help fight economic fall. But the long process have made a lot to alter or extend visions and goals. It is worthy of note that time lost can never be recuperated. Recently, we seen our colleagues from other countries getting replies and favourable decision in 20 days or even less than that. More worrisome is the ability of IRCC to give 3 different verdict to a single applicant in 3 months whilst their contemporary from other countries do not get a single verdict in 6 months or more. The degree of disparity is shocking and unexplainable
We believe international students are an integral part of the economic & population growth of Canada, so we appeal to the immigration authorities to revisit and reconsider our processing time, to enable our future aspiration see the light if the day in a timely manner.

The plan expression of our opinion and prospective grievances & delay which 98% of we study permit hopefuls are currently experiencing is valid. Yes Indian did that last year and it yielded desirable result.
However, we've got to understand that the Indians were well coordinated and stood by each other, in light of this, I personally want us to seek guidance on how best to execute this.
If we can reach out to @olufemiloye in our numbers and/or maybe @Tundefash with some few others to give us insight on how we can do this and even get them on our side to channel our entreaties appropriately without breaking any protocols and laid down rules.
However, I see no reason to go open a new account, if this is about your future and career, then we need to stand tall, firm and resolute in face of adversaries & delay VO.

In this post, I will carefully address the real issues and meaning behind "Recommend Interview". I hope every participant on this platform makes the most of the information below.
Kindly be advised that every immigration applications submitted to IRCC are reviewed by at least two levels of people:
1. Program Case Analyst:
Most of the time, it's the Program Case Analyst who does the initial R-10 check that often positions certain applications on "Recommend Interview". They review all information present on file and can only make recommendations as per the applicant's circumstance - i.e, recommended interview (RI), review required (RR), recommended refusal/eligibility failed (EF). The Program Case Analyst may also be able to refuse some ill-equipped applications due to poor documentation.
Reason for Recommend Interview;
The eligibility status - "Recommend Interview" is mostly common when the Program Case Analyst has certain concerns about the submission of the applicant for an immigration application to Canada.
This is largely due to some irregularities on the applicant's employment reference letter and inability to verify applicant's work experience, ineligible financial documents to cover for the applicant's proposed program and upkeep in Canada, and in some cases due to salaries being paid by cash at applicant's place of work.
2. Senior Immigration Officer
The Senior immigration officer (visa officer) will then review the notes and assessments of the program case analyst and make the final decision, this also includes whether or not an interview is required. If an interview is necessary to continue processing your application, the status would change to "interview required". However, since the inception of the COVID-19 pandemic, IRCC have not been conducting interviews for prospective applicants both for work permit, spousal sponsorship, parents sponsorship and some other PR applications. In view of the foregoing, an immigration officer may disregard a recommended interview and subsequently grant an approval.
My observations;
I have reviewed several GCMS notes as of recent and in the past and I have come to understand that majority of applicant's with "Recommend Interview" as the current eligibility assessment on their GCMS notes are later in the visa process approved by the Senior Immigration Officer.
Although, in a few cases, some applications may be rejected due to the limited knowledge on the applicant's part to address the initial concerns. This also stems from the fact that the format is not clearly spelled out by the immigration authorities.
This is not much of a bother you know, i would recommend you check properly for the pre-assessment notes/comments which can be found on the page 2 or the last two pages of the Gcms notes.
I hope this information satisfies your enquiry and future questions relating to the subject matter.

We come here daily to complain about the delay and harsh treatment IRCC dish out to we Nigerians (even those with good intentions). For everytime we have this discussion, some persons say antecedents & ghost of our predecessors are hunting us daily.
Now look at this Amaku guy defrauding his so-called Nigeria brothers and sisters all in the name of help. This is heartbreaking and pathetic to say the list.
You don't mind ruining peoples career cause of 235 CAD not fair at all, this super wrong and disgusting knowing it is coming from a Nigerian.
Little wonder Indians get approved within days while we're pleading for months, if as little as 235 CAD could motive someone to cause another man tears and lifetime agony, then there's no hope.

Congratulations bro, More PPR IJN This week is sweet ooo NwanyiOkpa: It has finally ended in praise for me. God bless Frankrobbn, Justmellow, and the many others that have been giving me hope and answering all my plenty of questions. Note that I used an agent or my application because i was too busy with work to continually study the tips on this thread and apply them. I am a second-time applicant.
Timeline: January 20th: Medical done January 27th: Application submitted with all NSE requirements- Sponsor's 1-year Mybankstatement of about 11million, IELTS result with 7.5 band, and Medical result. February 20th February 26th: Second ghost update March 4th: Third ghost update March 9th: Fourth ghost update May 4th: PPR and correspondence letter
Reason for the first refusal: They said that my finance wasn't sufficient even after i submitted an account statement of 12million and paid my first-semester tuition.
How i tackled the refusal: I paid the full tuition for the first year, provided the sponsor's account statement of 11million and i also made a notarised affidavit of sponsorship signed by my sponsor. I did not use a notarised affidavit of sponsorship in my first application but i used an affidavit from the high court. A friend advised me to use a notary lawyer for my affidavit and so far, everyone that i know that used a notary lawyer was approved. Notarised documents are recognized worldwide.
Documents submitted: All IMM forms Tuition payment receipt CAD$21,000 notarised affidavit of sponsorship notarised affidavit of good behavior police report IELTS result medical slip letter of explanation passport photograph data page of passport sponsor's birth certificate (sponsor is my brother) CAC document for my business Employment letter Recommendation letter
NOTE: I used an agent for my application. There are a few agents that knows what they are doing. My agent did not hold back my login details like other complained about.

My application journey is quite interesting, and I promised to share here if I get a PPR. So firstly, I applied using an agent. As a matter of fact, I got admission using one agent, and got the visa using another agent. My application made me come to the conclusion that using an agent is truly not worth it. Imagine that I paid 300k just to get a PGD admission in University of Winnipeg. Bygone, anyways - lucky agent. After my admission, I switched to another agent because my Dad, who previously didn’t show interest, decided to be involved. The second agent came through my dad (he paid the agent 250k or so) - he was recommended by my uncle. I gave him the LOA I paid 300k for, and he requested me to write my LOE. I was able to write a good LOE with the help of Google, and of course, Nairaland. I am sure you are wondering what exactly this agent was paid to do, if both LOA and LOE came from me. Me sef dey wonder lol.
APPLIED - DECEMBER 7 BIOMETRICS - DECEMBER 8
Na where wahala start be this. The whole journey was mentally exhausting. This agent fit make person crase with obvious lies and pretense. Want to make this as short as possible, so let me just drop one example. The agent was supposed to have applied long before the time he did. So we pressured him till he lied and made a fake medical request letter. In his own letter, the medical has to be done in 90 days, instead of the usual 30 days. Note that biometrics had not been done then oh. He also gave us fake biometrics appointment letter one time, and when the day came, he said IRCC has technical issues, and he would have to book another date. Basically, my whole journey with this agent was filled with altercations and mistrust. It got to a point, all we wanted was access to the portal, but this agent was giving stories like he didn’t know the password offhand, and he would find it. Moving on...
ORDERED GCMS - MARCH 27
Fast forward to April ending, I hadn’t heard anything from this agent. Was checking this thread regularly and seeing even January applicants receive PPR. I decided to message this agent to remind him. This was when the agent logged into my portal and saw that I got medical request 8 days before.
MEDICAL REQUEST - APRIL 14
Finally, he was confident about the application, and dropped the login details even without asking him.
MEDICALS DATE - APRIL 27
I was eager to get the PPR, and was checking my portal like every hour after I did the medicals. On the morning of April 29, I opened my portal, GUESS WHAT I SAW? Booooom! Procedural Fairness Letter - I wanted to faint even before opening the PFL.
PROCEDURAL FAIRNESS - April 29
I opened the PFL, and what I saw was that the VO has concerns that my Dad’s statement of account is not genuine. I am to prove that it is genuine in 15 days, or I get 5 years ban. I was destabilized and scared to the bone. A lot ran through my mind in milliseconds.“ Could it be that this guy used a fake SOA, instead of the one we gave him?” “Could it be that he altered some transactions?” Picked up the phone to call this agent, and for like 2 hours, his number was switched off. I started feeling like he already saw the PFL, and was on the run.
Finally, we reached him, and he assured us that he used the SOA we gave him. He told us to go to the bank for MBS, and give IRCC a SOA that shows transactions till the date of the PFL. We did that immediately, but how could I trust someone who once gave us fake medical request and biometrics appointment letter?
I became restless since that minute I saw the PFL, and even after submitting MBS, I couldn’t still sleep or do anything. I was literally checking my portal uncountable times in a day.
MEDICAL PASSED - MAY 1
This should have been an update that would have made me rest assured of finally leaving this Nigeria, but I remained unhappy and restless because of the PFL.
GCMS NOTE RECEIVED - MAY 3
Finally, GCMS note came in yesterday night before I slept. Saw that everything has been passed. I also saw that instructions have been given that I get a study permit till 2023. Lastly, it was in the GCMS note that IRCC had messaged my Dad’s bank to confirm if the SOA is genuine, and they got response from the bank that it is genuine. This happened since the beginning of April.

The more I thought about the whole issue, the more it becomes obscure. I search Google tire to see if anybody don face the same issue before, but I no see anything.

Bro, I beg to differ on this. Humans irrespective of their race, culture, tribe, colour etc can either be good or shitty. You talked about SA, we can agree to a large extent that a considerable number of south Africans are dubious, unwholesome & unscrupulous with close to zero moral rectitude in their way of life. Are you saying citizens from countries you've mentioned are Saints without blemishes whilst 99.99% of Nigerian are lacking moral uprightness hence the delay is valid? Same way we have bad eggs among us (even on this small thread, still we have the good ones like justmellow, Frankrobin, Lekiboboe among others ), many other countries have theirs. Honestly, there are no valid justification for the harsh treatment meted out towards us. Can you beat your chest and say boldly that all the Indians that got PPR via SDS are 100% clean? If someone from Indian could apply 3 times between Dec 2020 till late April 2021, yet someone from another country can't get a single decision from Oct/Nov/Dec till May, then this isn't a game of antecedent, it's a game of choice and preference. God will do it for us, our perseverance & hard work won't go down the drain God willing. AMEN Spectro: Antecedence... That's the reason.
It so happens that many (Not All) of those who applied from Nigeria (Nigerians to be specific), in the past, were not completely honest (I'm speaking of fictitious documents, fraud, and false claims) while submitting their visa applications.
Therefore, these VOs carry out a stricter verification exercise to confirm the validity of most of our documents.
Think about it... Why Nigeria? Why not Ghana, Kenya, or South Africa?

POF: My Father is my main sponsor and supported me with his bank accounts in Nigeria. I also used myself as co-sponsor to add the small small change I have managed to raise for the past year. I totalled the sum and broke it down bit by bit in my study plan. I created a TOC too. * Letter of sponsorship. * Affidavit of sponsorship. * Letter of consent to travel. * Tuition fee deposit. * Sponsor personal bank account statement (6 months). * Sponsor personal bank confirmation of signature. (Just an official letter from the bank) * Sponsor personal bank letter of reference. * Sponsor Company bank statement (6 months). * Sponsor company bank confirmation of signature. * Sponsor company bank letter of reference. * Applicant personal account statement (4 months) * Applicant saving statement of account (3 months) * Sponsor e-passport. * Sponsor retirement letter. * Sponsor pension fund. Client Information. OTHERS. * Study Plan. (My SP was very detailed. I am a lawyer so writing and designing and using big big grammar is my specialty. I tried to convince them why I needed an MBA when I just rounded up a Masters in Ireland and why I am not interested in PH.D). * Resume. * Police certificate in Ireland, Nigeria and United Kingdom (I did my Undergraduate in Cambridge and spent more than six months). * Birth Certificate. EDUCATION. * Offer Letter. * Reference Letter from Professor and Supervisor from Ireland. * My transcripts and certificates LL.b and MS.c. * WAEC. EMPLOYMENT. * Employment letter. * Reference letter from Company. (M&S) * 3 Months Payslips. PROFESSIONAL CERTIFICATES. * Nigerian Bar Certificate. * Legal Practice Course in UK. * Certificate in Arbitration. * Legal Paralegals Cert in UK. Bro, you must be a customer of the bank. Better still find someone you trust that uses either of these banks (I heard first bank only accept parent, guardian & account holder) and deposit the funds while they help you order the form A and use your details as the drawer of the Form A and the school as payee (beneficiary) There must be an existing relationship before banks can honour your Form A request. Just to buttress this point, reading as many as possible pages and post on this platform help you mitigate against fraudster who disguise as helper, it allows you garner more vital iinformation that are tailored towards your need, it helps identify who & who you should really contact for the kind of help you require to solve your problem.
It is easy for everyone to type, but the reliability, validity & efficacy of what is type really count.
I wish I had join this group since Oct 2020 when I started my research, my only mistake (which I'm praying wouldn't cost me a refusal even though I addressed it and I also genuinely want it) would have been avoided.
I can say I joined at the right time too, when I needed to submit my application, I read from 200 plus till over 300 ( walai e no easy), the gurus on this platform are helpful like mad, you mail them they will attend to you. I had issues concerning my SOP, I mailed Lekibobe and boom transformation enter the SOP I sent to him, it saw light.
My point is, this things no easy, but we gats try dey read small small to avoid them crocodile way open mouth dey find who to prey on.

I just realized one should also mention previous refusal in other countries in one’s new application, Although, I mentioned the refusal I had in Canada but didn’t know I should mention the one I had in US in my new application too,
1. is there a way I can address this mistake to IRCC? 2. Do I need to wait for their response first before addressing it to them? 3. How severe can this mistake affect my application?
I re-applied in early March without NSE documents and no upfront medical, no update yet though� |

Good Day, Could you please assist with the London office email address as well as the link for their webform page. God bless us all. Baphil: I actually still submitted my friend's own after the expiry date and they updated it.
Another different thing I did was to send a mail to the two London email addresses because I noticed from her GCMS notes that London office was the secondary office while the Nairobi office was the primary. So since I had sent a series of webforms and emails to Nairobi that didn't make much difference, I sent the mails London and they responded and told me to raise a webform to them to enable them effectively alert the office in charge and I did so about a week ago and her PPR came out yesterday. |
