CrimeKsmart:Won't the same "community police" system be under an institution of the government that has made a mockery of it? How is it possible for the judiciary, for instance, to be independent without undue interference from other arms? I keep asking...how were saner climes esp the Americas able to implement "state policing" without the interference of any kind of government? Mind you...being autonomous doesn't imply that there won't be a regulatory arm to ensure there is no high handedness on the part of the security or anyone! Your solutions as noble as it may be sound will still depend on the same government that we are seeking not to interfere with our security system! In my opinion, i still believe state policing is the still the best solution for the insecurities in our nation only if the right laws and policies are drafted to ensure no one takes advantage of the system! Without a fair amount of independence,we will never achieve the kind of security institution that we always see in other advanced countries! |
why is it that the four clubs are afraid of being in the champions league spot? ![]() |
CrimeKsmart:I get your point...he who pays the piper dictates the tune! However, that's not the case here because we definitely need an autonomous security personnel! My point is that if the judiciary and legislative are independent of the executive despite the fact that its the executive that provides the funds for both for the state and federal entities, why can't we do the same for the security personnel considering the fact that its a very sensitive institution and there should never be a margin for errors when it comes to human lives! I do believe that in other saner climes, the security personnel esp the local police is funded by the state government, yet the state government have no influence on the security personnel and this is based on the constitution that protects the security from the interference of the state government! The reason why the police force is in shambles is due to influences from the federal government...this is what the federal government has been doing for a long time with our security personnel and it has to stop! All am saying is if we want to make our security to be top notch and effective,we must make that institution autonomous...if we dont then we can as well be our own security! |
CrimeKsmart:being called state does not imply that it must be controlled by the state government of that state! The governor can be obligated to provide for welfare and provision of what the security require but that does not imply that they must be subject to the state government! We have had enough of the interference of the Nigerian police force by the federal government! Its time we made the police autonomous in order for them to be unbiased and effective! |
CrimeKsmart:Based on the information from wiki, the state policing is practiced in 23 states in america! Those states that practice state policing ensure that there will be no interference from the state government! |
CrimeKsmart:So how were advanced countries like USA able to effectively implement "state policing" and reduce insecurity? |
CrimeKsmart:Based on the constitution, yes the commissioner for police is mandated to be answerable to only the IGP and the IGP to the federal government! Failure to adhere to such will be seen as insubordination and express transfer or removal of such police commissioner! That's the constitution for you! I agree that one of the functions of a governor is to ensure the security of lives and property, however,we all know its all talk and no action....what am trying to say is that your function is based on the amount of authority you wield! Right now,no governor has such authorities to command or direct police commissioners to do nothing unless they have been directed by the IGP! A very typical instance is the Fulani herdsmen killings where the police commissioner told the governor, who wanted the commissioner to act quickly, that he has not received any directive from "abuja" hence he cannot do anything! Finally,I do agree with you on the demerits of state policing, however, the community policing that you are seeking to offer is as a result of state policing! What we should be talking about is how the police reforms can make the police have some form of independence! State policing does not expressly involve the state government! State policing which is apparently working in other developed climes can work without the involvement of the state government! |
Pathetic excuse! |
Moganajoe:The so called CSO tag is just a title! Its got no bearing on the state government! It also does not make the governor in charge of the security personnel in that state! This is public knowledge! The very reason why there was peace during the time of amaechi was simply a coexistence of all political gladiators in the state based on their uniform political affiliations! However,we all know such coexistence can never stand the test of time! Secondly,Amaechi as governor then was still in the same party as that of the president which made it easier for him to have access to the police commissioner and also the IGP! So peace being achieved in rivers state then was as a result of his party affiliations at the centre! This is a known fact! Am not absolving wike from any blame, however we must leave out politics when it comes to the security of lives and properties! Wike has not such powers to give any commissioner of police any directive! He can only plead with the federal government! The only way we can end the spat of violence, killings and other vices is to give some level of autonomy to the police! This will ensure that the police implement the state policing as soon as possible to ensure that insecurity is brought to its barest minimum! |
CrimeKsmart:I understand your concerns too, however due to politics and party affiliations our security has been manipulated to favour those who are in charge at abuja! This is no secret as we are all aware that you can't castigate the president and still ask him to bring to direct the IGP to act on the insecurities in the state! The problem ab initio has been our skewed and lopsided constitution that has subjected our security personnel to only be answerable to the centre! To be honest with you,I don't like what's happening at rivers state, however the truth still remains that the least the governor can do is to plead with the commissioner of police in the state which won't be enough because the police commissioner only takes directives or orders from abuja which to me is a lopsided approach to curbing insecurity in our society! I sincerely believe the police reforms which includes state policing will correct this anomaly! |
CrimeKsmart:bro that chief security officer tag is just an ordinary title.....it has no relevance! The federal government is the one on charge of the nigerian police force! Let me give you an instance, when the governor of Enugu reported to the then commission of police about the Fulani herdsmen killing his people, the commissioner said he was waiting for directives from the IGP in abuja before he will act! Same is applicable to zamfara state where the governor confessed that he was not in charge of security on his state and pleaded with the federal government to send security personnel to zamfara due to the rise in armed robbery and kidnapping in the state! No Governor is in charge of the security of his own state! That's a fact! |
dominique:As much as I want to query the governor for the rise in insecurity in rivers state, governor wike just like other governors are not in charge of security in their various states! Forget about the "chief security officer" tag on each governor, they are not in charge of the security personnel of the state....the federal government is the one in charge! They are the ones in charge of posting of police commissioners and whatever concerns policing in Nigeria! This is why the police reform which also includes "state policing" must be signed quickly by the president to avoid such avoidable deaths! |
favosafarms:Hmmmm.....if the school bus was in a good condition and prechecks carried out every morning, what then was the cause of the fire that consumed the entire bus? Well I await accurate investigations and hoping some one must be held accountable for this unfortunate incident that could have resulted into a fatal scenario! |
Unnecessary post....Just shows op is uninformed! Not every thing should be used to play politics! |
Liverpool have seriously exceeded my expectations!
This is a team that has everything!
Youth, skill set, experience and "never say die" attitude!
If not for Liverpool, man city would have won the league before Christmas! |

luvtoteach:There are some private schools that resume after easter monday! |
Questions to be asked to avert future occurrence..... Was the school bus in a good condition? What safety procedures were put in place extinguish the initial fire aside the rescuing of the occupants? Who is the driver of that bus and what are his credentials in terms of driving? Did the driver ensure that pre-checks were carried out to ensure that the bus was in a stable condition before accelerating? The parents of their wards must not only thank God but must insist that a rigorous investigation is carried out to know what happened....if this grave matter is left to die quickly, the occupants may not be fortunate next time! |
People who steal hardly do anything meaningful with the money! Its unfortunate that the father knew what she was doing and still encouraged her to do more! See how she ended up blocking a path that could have led her to endless job opportunities! If she had been hard working in that company, they would have employed her after her studies with a huge pay! That's how a lady got an automatic employment, after her NYSC, at one of the mobile telecomm outfit due to her efficiency when she was doing her industrial training! |
Raydos:no sir...if mancity draw,they will be a point behind Liverpool... |

beyond this narration, people must be knowledgeable enough to know you don't give out everything when it comes to investing in a business esp one that you still don't understand or know! One of the first rules about giving your money in a business venture is to "invest what you know you are willing to lose"! This same thing happened to oruma when he invested almost all his life savings in an unknown oil company shares! We all know what happened at the end! so sad that the guy took his life! |
When tragedy strikes,we blame every thing but ourselves! We blame the wind....we blame juju....we even blame village people for the cause of accidents or even our problems! But if you look well enough without applying our usually flawed naija self induced emotions,we will discover that these accidents are purely as a result of human negligence and carelessness because these accidents are avoidable! About 90% of road drivers are reckless and always in a hurry to prove a point while driving! Or how would one explain a car overtaking two opposing trailers coming from different lanes? Most of our drivers are not properly trained in safety procedures....which explains why there are too many fatal accidents caused by head-on collision! Finally,Let's address and tackle the real causes of the increasing rate of accidents with the aim of finding lasting solutions to this recurring decimal instead of lazily blaming "Edo juju" for our woes! My opinion! |
