The World Bank is just a lending institution. Its purpose is to give out loans, then collect interest on these loans. The World Bank is not concerned whether these loans achieve any useful purpose for the borrowing country.

Interesting submissions. However I defer on No.15. Splitting the office of Attorney-General and Minster would bring more efficiency. Look at the American system where the DA strictly does prosecution.
The current set up derials and distracts the Attorney-General who is torn between Prosecution, Politics and bureaucracy.
This way the AG will know he is coming strictly as a prosector and seasoned Prosecutors would most likely be nominated. Then the Minster of Justice and be your regular politician
