The bill is discriminatory against lecturers. Sexual harassment laws should be inclusive of every workplace, not just tertiary institutions. A sexual relationship between a lecturer and his/her student should be viewed as professional misconduct, and should be handled by the school authorities. 14 years imprisonment for sexual harassment is too harsh. Sexual harassment is not as severe as rape. Imprisonment or a fine for the heads of institutions is also not right.
