Nairaland General › Easy Steps To Help You Guard Against Fraud by PaulJohn1(op): 8:26am On Aug 31, 2012
Fraud is a crime. Financial and law enforcement experts say it is an intentional deception perpetrated by a criminal for his or her personal gain or to damage an unsuspecting fellow. The intent of fraud perpetrators is to defrauding and enrich themselves at the expense of others.

This, therefore, calls for vigilance and alertness from the genuine individual whose activities are legal. Experts say cases of fraud have been on the rise. According to them, fraudsters use virtually all available business platforms to carryout their acts. To avoid being victimised, experts say it is important to adhere to certain preventive steps.

Below are some of the steps outlined by experts in separate interviews with this correspondent:

 •Restrict divulging financial information
Financial information are mainly required by insurance firms, banks, credit card companies or medical providers. Aside these organisations, experts advise that you should not disclose your financial information to any other. However, it is important that you know the organisation very well before revealing any information. This is because some fraudsters have devised means to impersonate genuine organisations.

An Inspector with the Anti-Fraud Unit of the State Criminal Investigation Department, Lagos, who spoke on conditions of anonymity, said individuals should avoid giving out information such as checking account and credit card numbers on the phone or online. The inspector noted that this could be done only when the individual initiates the call and knows the other person or organisation he is dealing with.

 •Report loss/theft of cheque book
This will enable you bank to block payments or other transactions on the cheque numbers that are missing. According to experts, it advisable to report such loss to the police, especially if the cheque belongs to a corporate organisation. They say you should also review new cheques obtained from the bank to ensure that none was reported missing at any time.

 •Create a social email address
To avoid fraudsters, use a different email address when socialising with friend on social media online. Experts note that when posting messages online on social media, it is advisable to use a separate email address such public forum. Opening an email address is free and when this is done, you can occasionally check your account to see inbox and spam messages.

 •Guard documents with confidential information
Documents like credit card statements, savings/current account statements, medical bills and any other personal data which contains important information should be stored properly. Experts note that cancelled cheque books or old bank account statements must be shredded when they are done with, so that they do not fall into wrong hands.

 •Protect you PIN
Personal Identification Numbers for your Automated Teller Machine cards, credit cards and those used for online transactions must be adequately protected. In an interview with our correspondent, the Chief Executive Officer, Economics Associates, Dr. Ayo Teriba, said, “Your PIN is not something which another person should know. Though at times some people allow another person to know this based on trust, it is however, risky.”

There is need for creativity while selecting numbers to be used for your PIN, experts say. The same applies when choosing passwords for your email addresses or any other online address. According to experts, you should avoid using birth dates, address, or children’s spouse’s names, driver license number. This, they say is dangerous because if someone steals your identity, all of your information may be at his disposal.

•Update protective software on your laptop
Timely update of your anti-virus software and using a good hardware firewall on your personal computer will also help guard against online fraud, experts say. They note that fraudsters hack into systems of unsuspecting victims. They also advise that you avoid leaving outgoing mail in or on your mailbox. They say such mails should be dropped in secured, official postal service collection box. Thieves may use your mail to steal your identity.

 •Check your bank statements regularly
Experts say bank statements and other credit card statements should be checked periodically. They say if you notice that your regular bills fail to reach you as at when due, the best thing to do is to call the company to find out why. This is because someone may have filed a false change-of-address notice to the company and may be diverting your information. As for bills that include suspicious charges, you should not ignore them. Rather carry out proper investigation.

 •Avoid companies that send spam
Experts say you should not buy goods or request for any service from any company that sends you spam. According to them, you should not visit their sites or ask for more information. For the fact that they send out millions of spam emails, they only need a tiny fraction of responses to be profitable, experts say.

•Steer clear if it looks too good to be true
If the business looks too good to be true, avoid it. Be careful with lotteries, as fraudsters get victims easily through this. Experts note that no lottery is going to make you a winner from a randomly selected database of email addresses. According to them, multi-level marketing is a scam and all psychics are nothing more than conmen. It is not cheap to make big money from passive residual income in a few hours of your spare time each day.

•Leave your cheque book at home/office
It is bad to carry cheque books about, experts say. They advise that you pay by cash or credit card. According to them, paying your bills through your bank or credit union’s online bill paying service is usually safer than using a cheque book.

Politics › South-east Moves To Retain Portfolio by PaulJohn1(op): 11:02pm On Aug 30, 2012
The fallout over the resignation of Prof. Bart Nnaji as the Minister of Power continued to reverberate Wednesday, with eminent South-easterners calling on President Goodluck Jonathan to ensure that Nnaji's replacement is from the zone.

Speaking to THISDAY on the retention of the power ministry portfolio by the South-east zone, the immediate former President General of the Igbo social cultural group - Ohaneze ndi Igbo - Dr. Dozie Ikedife, former Governor of Anambra State, Dr. Chukwuemeka Ezeife, and former Senate President, Chief Ken Nnamani, said that with Nnaji's departure, the president should do the right thing by picking a replacement from the South-east zone.

The former Senate president said: "Much as one is not questioning why the former minister was relieved of his appointment, it is right in the face of justice and equity, as well as fair play that the replacement of Prof. Bart Nnaji comes from the same zone of the South-east.

"Not only should his replacement come from the zone, it is equally right that Enugu State be given the chance to produce a replacement who shall man the Federal Ministry of Power.

"The constitution of the Federal Republic of Nigeria stipulates that each state should produce a minister. As things stand now, with the sack of Nnaji, it is therefore in the overall interest of equity and justice that his replacement should come from Enugu State."

Speaking in the same manner, Ikedife joined in the call for Nnaji's replacement to come for the zone.

He said: "There are competent Nigerians from the South-east to occupy the office as the Minister of Power.

"It cannot be fair to say that there are no competent administrators and professionals to replace Prof. Bart Nnaji as the Minister of Power.

"But my argument is that in the overall interest of fairness, equity and justice that the president should consider the South-east zone to bring forward a competent replacement for the former minister."

"My appeal to the president, who I know as a fair-minded person, is to still consider the zone in the replacement for Prof. Nnaji who was sacked as the Minister of Power.

"This is only just and fair in the overall interest of fairness, equity and justice. There are competent Nigerians of South-east extraction that are good enough to replace him; this is my plea," he added.

Also, Ezeife joined his colleagues to call for a South-easterner to replace Nnaji, stating, "We are not contending why he was sacked, no. The point of argument is that he should be replaced by someone from the same zone. There are competent Nigerians from the zone who are eminently qualified to wear his shoes."

But Nnaji's departure elicited criticism from the South-east chapter of the Christian Association of Nigeria (CAN) Wednesday, which expressed shock and dismay over his "forced resignation", noting that the development was not only disappointing but shameful for the South-east zone.

Briefing journalists on its position, the chairman of CAN in the zone and Bishop of Enugu Diocese of the Anglican Communion, Rt. Rev. Emmanuel Chukwuma, described the minister's resignation as an embarrassment to the people of the zone.

He said the manner many South-east leaders and politicians were being disgraced out of office was becoming worrisome.

"We feel and see the resignation of Nnaji as very disappointing; we consider it a very shameful thing for the people of South-east. There is no doubt that it is about the disagreement he has been having with the PHCN workers," he noted, stressing that other reasons being adduced were mere fabrications.

He therefore called on the president to ensure that Nnaji's replacement comes from Enugu since he represented the state in the federal cabinet.

Continuing, the CAN leader said: "We also call on South-east representatives and leaders in various positions to be responsible in their leadership; we are tired of their behaviour.

"The South-east lost the national chairmanship of PDP. Still in Enugu here, we have also lost several other positions."

The Anglican cleric also took a swipe at the Governor of the Central Bank of Nigeria (CBN), Sanusi Lamido Sanusi over the proposed introduction of N5, 000 banknote by the first quarter of next year, urging him to take the honourable path by throwing in the towel.

He accused the CBN governor of introducing policies that are at variance with realities on the ground since he assumed office, noting that anything short of resignation would not be in the collective interest of the country.

He described the planned new note as "unacceptable and an easy ticket to corruption and looting," stressing that instead of the whopping sum which the CBN mentioned for the printing of the new banknotes, it ought to be channelled to other sectors of the economy which are geared towards poverty alleviation and disaster management.

Education › Re: Varsity Vs Polytechnic Education - The Unending Hnd-ba/bsc Dichotomy by PaulJohn1(op): 9:53am On Aug 30, 2012
I'll blame Obasanjo for this. Making Polytechnics and Colleges of Education look inferior to Universities.
Education › Varsity Vs Polytechnic Education - The Unending Hnd-ba/bsc Dichotomy by PaulJohn1(op): 9:50am On Aug 30, 2012
WITH no more than 38 per cent of applicants sure to gain admission into the nation's higher institutions this year, attention of students has started shifting from universities to polytechnics and colleges of education. The grass, however, is not greener on the other side as a large number of students still struggle for limited admission spaces.

For these students, the polytechnics and colleges of education are just a "how-for-do" option after unsuccessful attempts at securing university admission. This, coupled with discrimination against non-university degree holders by employers of labour does not bode well for the educational system.

While in office as President, Chief Olusegun Obasanjo on January 5, 2006, at a meeting with members of the House of Representatives Committee on Education and the then Minister of Education, Mrs. Chinwe Obaji, approved a policy, which reversed the discriminatory policy restricting holders of the Higher National Diploma (HND) from rising above Level 14 in the civil service, things are still not better in 2012.

Reason: the discrimination still persists, and thus, every student wants a university degree and would not even want to consider the HND in place of the BA/BSc.

Professor Godwin Onu, Rector, Federal Polytechnic, Oko, Anambra State, says that experience in the sector had taught him that more youths prefer gaining admission into universities than polytechnics or colleges of education.

"Only very few choose polytechnics as their first choice because of some particular courses and this can be attributed to societal values on varsity/polytechnic education. I'm not saying that the university is better than polytechnics or colleges of education, but I think if polytechnics are converted to polytechnic universities, it would solve most of these problems," he said.

Commenting on the number of students that applied to the institution, the rector said: "We had about 74,000 applicants, but the school can only accommodate 4,000. Due to the insecurity in the North, there is now more pressure on schools in the South by students who are seeking admission."

Speaking in like manner, Mr. Olu Akeusola, Provost, Michael Otedola College of Primary Education (MOCPED), Epe, Lagos State, opined that, "Nigerians will put education institutes in crisis if the discrimination against polytechnics and colleges of education continues.

"We know how to copy curriculum without implementing same. The theory and concept of the 6-3-3-4 system of education is that after a child has gone through compulsory six years of primary education and three years of junior secondary school, those who are educationally inclined would proceed to senior secondary while those who are not would opt for technical schools. From there, the technical students would proceed to polytechnics while those that went to senior secondary schools would go to universities to further their education."

According to Akeusola, "this Post Unified Matriculation Examination (Post UME) into institutions of higher learning has compounded the problems because very few candidates would want to put a polytechnic or college of education as their first choice, and the universities don't have the capacity to admit them all."

With employers of labour, university degree holders are above others, little wonder many students see polytechnics and colleges of education as their last resort after waiting for admission for a long time. "I'd rather rewrite my qualifying examinations than go to a college of education," said Kelechi Obasi.

"Because universities are more recognised than polytechnics, I put in universities for my first and second choices. If I were to write the Unified Tertiary Matriculation Exams (UTME) again, I may just put a polytechnic for the sake of it."

Although she has never applied to a polytechnic, Chiamaka Madueke told Vanguard Learning that she wouldn't mind getting into a polytechnic as, according to her, all she wants is admission.

"Some people prefer universities because their certificates are more acceptable, but I don't really mind a polytechnic though it's impossible for me to go to a College of Education because I have no desire to be a teacher."

Oluchi Okorie says she wouldn't mind attending a polytechnic. However, she said: "It isn't really on the top of my list. I want to go to a university, but if it doesn't work out, then I'll think of going to a polytechnic. It's still a higher institution."

Nzube Onyemaechi wants to study Mass Communication and he chose Nnamdi Azikiwe University as his first choice and Lagos State University as second choice.

"After burning the midnight candle and studying for that post-UTME, my result was not released. In fact, I don't know if I'm not meant to go to a university because my father says he can't afford LASU's tuition fees, but I have no other option but to hang on to Yaba College of Technology for admission this year. Though it's a polytechnic, all I want is to be admitted this year as all my mates that left secondary school in 2010 are in school."

However, for Sarah Ofor, it's the university or nothing. According to her, this is the second year she will be pursuing admission into tertiary institution.

The polytechnic discrimination saga, coupled with the near loss of respect for the teaching profession, alongside nearly 800,000 frustrated students who will not get admission into any tertiary institution this year, stakeholders in the education sector have to roll up their sleeves for more work.
