The reason why this is happening is that we look at this at an individual level. If we zoom back, we will realize that the entire system is corrupt, poorly trained, and has zero accountability to the citizens.

Why would a police officer have a long gun in a non-conflict time? this is a country where 99% of the populace have no guns, so why is there a rifle in the hands of every police officer?
The best approach is to give every police officer a handgun that must be holstered at all times, the only time that gun is unholstered is when there is a credible threat to the officer. These threats must be life-threatening.

The police patrol unit can have long guns secured in the trunk of their cars in case they run into a situation where things go kinetic. Allowing untrained people to wave around 7.62s at the populace will just result in more of these preventable tragedies
