Correct. The DOJ and other prosecutorial agencies all work under the doctrine of Prosecutorial discretion, where not even a president/governor or legislative body can force a prosecutor to engage in any official course of action.

However, as I implied in my second sentence that you quoted, the DOJ may decide it’s too much of a political hot potato to press charges on Trump, and not act on the criminal referrals.

TBF, the same French beat Croatia 4 yrs ago without a true midfield controller. But I guess fatigue played a huge part in Croatia’s loss cos their prior 3 knockout matches either lasted 120 minutes or went to penalties
