lovewins: I am not sure what you mean by "they can only exercise that right when they reside in US territory". A PR citizen is also a US citizen and have every rights a US citizen does except for representation in Congress. It means they can vote but their vote cannot count in Congress. A few other things tax related but that's about it. They can live and work in the US and get same respect outside of the US like a US citizen. For the bolded, actually PR citizens are technically only “US nationals”. By that designation, they cannot vote in U.S. presidential elections (except a PR resident takes up residency in any of the 50 states and/or DC); but they’re qualified to hold US passports |
