are you talking about INEC or NPC (National Population Commision)?

Dont be dumb with those satellite pictures, the scale of the pictures is not there, so you cant actually compare one area with another area, because from what i saw, it is obvious that the satellite imageries of the different areas are at diffrent scales, hence there is no basis for comparison.
Also, the issue of variation of population density of one place to another also account for a great deal of changes satellite imagery can never account for.
Satellite imagery is at best good for approximation, which is at times erroneous,
So, don't just jump into conclusion based on very little unsubstansiated facts, population census goes beyond satellite imagery/remote sensing.
Dont get me wrong, anyway, as I'm not suporting the NPC because nigeria's population census is full of shit
