A baby born at sea on Christmas Day after his Nigerian mother was plucked from a floundering migrant boat by the Italian navy has been baptised Testimony Salvatore in honour of the medics who delivered him. The two-day old infant, who weighed in at 2.7 kilogrammes (just under six pounds), and his 28-year-old mother were both recovering in hospital on Saturday after what was a smooth delivery in testing circumstances, according to the gynaecologist who oversaw it. The cheering Christmas tale came as it was reported that Italian authorities have identified a 32-year-old Egyptian man as a lynchpin in the large-scale people smuggling that has been instrumental in sending asylum seekers and economic migrants across the Mediterranean in unprecedented numbers this year. Described as a trafficking "superboss" and named as Ahmed Mohamed Farrag Hanafi, the alleged trafficking overlord is now being pursued by the Egyptian authorities at Italy's request, Corriere della Sera reported. The broadsheet daily said he was based in the Kafr el-Sheikh Governorate in northern Egypt and had been identified as a result of intercepted mobile calls to traffickers working for him on boats leaving Libya. Italian naval vessels picked up a total of 2,300 people from troubled boats over the Christmas period, lifting to almost 170,000 the number of migrants from north Africa registered as having landed on Italian soil this year. More than 80 percent of the migrants leave from Libya, where traffickers are able to operate with impunity because of the chaos engulfing a country that has disintegrated into warring fiefdoms. The conflict in Syria/Iraq and repression in Eritrea have been the two biggest factors behind the migrant surge this year with Syrian and Eritrean nationals accounting for over half the people landed in Italy this year. Typically, refugees boarding boats in Libya have paid traffickers several thousand dollars each for what is sold as a ticket to Europe. Increasingly however it appears that the people smugglers simply aim to get the boats into open water and rely on the human cargo being picked up by either the Italian navy or by passing merchant ships which are obliged, under the law of the sea, to respond to distress calls. Responsibility for patrolling Europe's southern shores in theory lies with Triton, a multinational operation run by the European borders agency Frontex. But in practice the Italian navy has continued to carry out most of the rescues despite officially scaling back its own Mare Nostrum operation at the end of October after failing to persuade other EU governments to help fund it. Hopes the advent of winter would stem the flow of boat people have been dashed although there have been signs that the traffickers are switching to bigger cargo boats, having previously relied largely on converted fishing vessels or inflatable dinghies. A former Minister of Information, Labaran Maku, has declared that he will not give up on his quest to become the next governor of Nasarawa State despite losing his bid to run as the candidate of the Peoples Democratic Party, PDP. Addressing members of different ethnic groups that paid him Christmas visit in Wakama, in Akun Development Area of the state, Mr. Maku said his political ambition to become the governor come 2015 is still on course. He said no amount of intimidation from any group would stop him from becoming the governor of the state in 2015. “It is the people of the state that called me to contest for governorship seat in order to rescue them and bring peace to the state, and I have answered their calls,” the former minister said. “But what went on in the primaries of our party the PDP, was uncalled for and everybody is aware of that.” He added: “I want to tell you that there is no going back on my gubernatorial ambition come 2015. “Those who are thinking that my political ambition is stunted should start having a rethink, my 2015 governorship ambition is still on course.” Mr. Maku did not say how he intends to actualise his dream, having failed to win the PDP governorship ticket. PREMIUM TIMES had reported how the former minister is making moves to switch to Labour Party, LP, where he will replace the party’s candidate for the poll, Innocent Lagi. Mr. Lagi has vowed not to let that happen even though Mr. Maku appears to have won the support of some of the party’s leaders. Speaking to his supporters in Nasarawa State, Mr. Maku said he is not considering giving up. He canvassed wider support, saying he is confident of victory. “I want to call on you to continue to support me and vote for me during the 2015 general election,” he said. “When the victory comes, we will all celebrate together and I want to advise you not to give up on my 2015 gubernatorial ambition but to preach my gospel for governorship.” He called on Christians to use the Christmas season to pray for peaceful co-existence among the diverse ethnic, religious and political groups in the state and the country at large. The former minister said that no nation progresses in an atmosphere of rancour and crisis, noting that the security challenges facing the state and the country, has negatively affected human lives and the socio-economic development of the country. Mr. Maku urged the people, especially the youth, to be law-abiding, respect constituted authority and engage in meaningful ventures in order to be self-reliant. He said this would enable the country to experience speedy development. Earlier, Mr. Francis Namo, who spoke on behalf of the different groups, said they were in Mr. Maku’s house to felicitate and celebrate with him on the occasion of Christmas. Since the pool through which this 2 group of people look up to for their survival have been reduced drastically due to the economic reality in the country, which subsequently will lead to a situation where the philanthropical hands that gives out in alms and free feeding are now trying to meet up their own needs. So one can deduce or reasonably say there is no much difference between an almajiri or an ordinary beggar but really the concept between both differs. An almajiri is a young child undergoing tutelage in Islamic scholarship with a Mallam who because of the huge number of students he tutors seeks the help.of the society in feeding them while he provides free tuition and free accomodation . A beggar is what we know he is. But funny enough most almajiris are children of beggars and poor members of The society. The tumbling oil prices that have slashed Nigeria’s revenue and roiled currency and stock markets in Africa’s biggest economy may have a silver lining: an excuse for the government to scrap fuel subsidies that cost as much as $7 billion a year. It’s an opportunity President Goodluck Jonathan, concerned that such a move would provoke protests before his bid for re-election in February, may not seize, analysts say. “Politics often trumps prudence and there’s an entrenched social expectation for fuel to be subsidized,” Gareth Brickman an analyst at Johannesburg-based ETM Analytic said in a Nov. 28 e-mailed response to questions. “The last time subsidies were reduced there were widespread protests, and given how contentious the political environment is in Nigeria with the elections and on-going ethnic divisions, it is likely this will be the case again.” Nigeria relies on refined fuel imports to meet more than 70 percent of domestic needs and refunded importers as much as a third of the cost of supply in the past year ending in October, according to the Abuja-based Petroleum Ministry. This ensured the price of gasoline was capped at 97 naira ($0.54) per liter. Jonathan’s attempt to end the subsidies in January 2012 sparked a week of strikes and protests, paralyzing the economy and forcing the government to partially restore them. A 2012 parliamentary probe recommended that 70 gasoline importers, including the state oil company Nigerian National Petroleum Corp., refund 1.1 trillion naira ($6 billion) in illegal fuel-subsidy payments, alleging “endemic corruption.” State Refineries While Nigeria is Africa’s biggest crude oil producer, which pumped 2.1 million barrels per day in November, its four ill-maintained state-owned refineries refine only 16 percent of their capacity for 445,000 barrels per day. The subsidies discouraged private investors who obtained refining licenses from building plants because of concern that costs may not be recovered without market-determined fuel prices, according to Oni of Ecobank Research. With the 45 percent decline in oil prices this year, Nigeria’s oil unions, which ended a four-day strike on Dec. 19 to press for industry reforms, are asking for lower fuel prices to reflect the decline in crude prices, adding to public expectation of cheaper gasoline. They also want state-owned refineries fixed and an end to corruption associated with fuel imports. “The unions want lower fuel prices because past increases were based on the rise in oil prices,” Emmanuel Ojugbana, a spokesman for the Petroleum and Natural Gas Senior Staff of Nigeria, said in a Dec. 17 phone interview. “So now that the price has fallen, we expect the government to also reciprocate.” Break-Even Price The “fuel subsidy is completely wiped out if prices fall below $70 a barrel,” Dolapo Oni, energy analyst at Lagos-based Ecobank Research. “We’re there now.” In the spending proposals sent to lawmakers on Dec. 17, Jonathan plans to increase fuel subsidies 9 percent next year to 1.2 trillion naira. Government estimates indicate “that the break-even crude oil price” that equals Nigeria’s pump price without a “subsidy hovers around $60 per barrel,” Finance Minister Ngozi Okonjo-Iweala said while announcing 2015 budget proposals on Dec. 17. “It’s only when our crude oil price for Bonny Light falls below this level that we can now talk about the issue of bringing down any pump price.” While ending the subsidies now may be painless because of the low oil prices, there are risks for the government if they rebound and the costs are passed on to the consumer, according to analysts including Philippe de Pontet, Africa director at New York-based Eurasia Group. ‘Partial Subsidy’ “The timing is ripe for a partial subsidy cut, but probably not an all-out removal, which could trigger a backlash and give the opposition rhetorical ammunition” ahead of the election, de Pontet said in a Nov. 26 e-mailed response to questions. Extended oil-price declines provide an opportunity for a “phased reduction less jarring than the full cancellation” attempted in 2012, he said. With oil as the source of about 70 percent of government revenue and 95 percent of foreign-currency income, pressure has mounted on the naira, forcing the central bank to devalue the currency last month. I have read several of the many sponsored yet cryptic articles of Mr Femi Fani-Kayode; a former minister turned President Jonathan apologist. If I am cultured to be an abusive dude, I would borrow the Yoruba slut name of "elenunjawaya" to describe him for the rest of this article. But to lend him courtesy, one would simply refer to him as FFK. [b][/b] Making responses to individuals who have already been disgraced out of public service before now, in itself, is metaphorical to visiting a toilet. But the lessons from the words of Joseph Goebbels, the popular propagandist of Adolf Hitler cannot but force one's fingers on these tiny tabs of the keyboard. "If a lie is repeated often," the very terrific image maker of the world's most notorious mass massacre initiator (just as much as other world power brokers though) believes, "would become truth!" FFK is shouting everywhere now that it is only President Jonathan that can rule this country. That any other person contesting must go the blazes. He shamelessly forgets, as one reader reminded us that "a president who does not understand the meaning of "class" or "honesty" and who breaks his own word consistently" cannot continue to stir the ship of our noble country. One would then not be surprised when few days after the judgement, FFK is already throwing banters and attacks all around. A political commentator, Mr Segun Fadipe recently made this remark on the ongoing campaign of calumny by FFK against GMB: "Femi Fani-Kayode is from the lineage of the "Yoruba political cabal" of the First Republic! His father, who was deputy to the late Samuel Ladoke Akintola, belonged to the tiny Yoruba clique, which the late Ahmadu Bello’s Northern Peoples Congress used to destabilise Yoruba land and destroy Yoruba unity in the First Republic. The damage this "cabal" did to Yoruba psyche – imprisonment of the late Chief Obafemi Awolowo – is still reverberating till date and many have yet to forgive Chief Remi Fani-Kayode (aka "Fani Power" , father to Femi Fani-Kayode. In a recent rant, FFK enthused: "If the truth must be told, the only thing that is worse than Boko Haram are those in the Nigeria political class that secretly support and covertly assist them. A Buhari presidency would be a danger to the christian community and clear evidence of the final victory and triumph of Boko Haram and the Jihadists over the Nigeria state. It would also represent the end of Nigeria as one nation" The intellectual fever in FFK's words are not circumstantial, it is the consciously adopted disease of the retrogressive cabinet of FFK's sponsor. Former President Olusegun Obasanjo as well noted recently that the reason Boko Haram escalated to this point is that President Jonathan did not understand the scourge by labelling it religious. This is not untrue. But Obasanjo failed to add that it is a deliberate act by the presidency. Two reasons are suggested for this. GEJ won the last election largely on ethnic and religious sentiments. While ruling on, he is comfortable to ride on the chauvinism. And this leads to the second reason: there are media reports that GEJ gains in the arms economy involved in the Boko Haram war. This possibly accounts for why FG trade illegally as shown in the FG/Oritsejafo armsgate uncovered in South Africa. Another annoying rant of FFK is that Buhari has soft spot for Boko Haram. This is so ridiculous. GMB himself has described Boko Haram members as "Godless Murderers" and "Kidnappers" who should be made to face the full wrath of law. This is a man who was also a victim of bomb attack of the same sect this year, sustaining casualties in his entourage. Buhari himself escaped in whiskers! "Elenunjawayas" like FFK could afford to mess around with their buccal cavity without caution. And global investigators have revealed politicians sponsoring Boko Haram this year. Buhari's name was obviously missing. It is a PDP leader in the Northeast that was mentioned. And the media report that GEJ has delegated a legion of soldiers to escort the same man all around the country is yet undenied.FFK is obviously blind to all this. FFK's reference to Thisday Newspaper’s story headlined: ‘’The military offensive against Boko Haram is anti-North – General Muhammadu Buhari’ on the 3rd of June, 2013 is related to the issues raised by GMB on the State of Emergency President Jonathan declared in Borno, Yobe and Adamawa states in north-eastern Nigeria on the 14th of May, 2013. Though, the headline is apparently misleading, the issue GMB raised bothers on the desirability of SOE when there were other available and better options to arrest the rising insurgency in Nigeria. Lo and Behold, SOE has been effective in those states for 19 months, can FFK and his sponsors tell Nigerians that SOE has actually met target in those troubled states? The answer is NO and Nigerians are aware. For FFK to insinuate that GMB has soft spot for terrorists by bringing to the fore the newspaper article is being clever by half. In fact, GMB as head of state rooted out the Maitatsine sect which started during the President Shehu Shagari era. Maitatsine is a transfiguration of Boko Haram. He used his powers to end the insurgency. He didn't blame the insurgency on the comments or words of some leaders. GMB displayed exemplary leadership. FFK wrote, "An individual once said, only last year, that ‘’an attack on Boko Haram is an attack on the North’’; in 2001, that he wanted to ‘’spread Sharia throughout the federation’’; that “Muslims should only vote for Muslims’’; that ‘’why should Christians be concerned when Muslims cut off their limbs under Sharia”; and that ‘’after all the limbs that are being cut off are Muslim ones and not Christians; so why should the Christians other about it?’’ These quotes linked to GMB by FFK are still the regular circulated lies of FFK & co. They are obvious lies. The actual version of these misquoted statements are available in the public domain if FFK is not such a lazy and mischievous soul. GMB himself have had opportunities to put the record straight as regards those misquoted statements. All in all, it is clear FFK wants Nigerians to vote against GMB because of those misquoted statements himself and his sponsors originated and sponsored while very comfortable with a President whose actions and inactions have caused the nation the estimated killings of over 100,000 Nigerians (a conservative figure, though) since the onset of the Boko Haram crises without an end in sight. FFK, Haba! GMB is not the Commander-in-Chief of Armed Forces of Federal Republic of Nigeria, the Commander-in-Chief of Armed Forces should take responsibility. The continued campaign of calumny against GMB by FFK & co can only further expose the weaknesses of President Jonathan. Is GMB responsible for the paltry portion of appropriated and approved budget that the Nigerian Army and Force Headquarters receive yearly? Why should a FFK direct the obvious incompetence of his sponsor(s) to GMB? Is FFK too confuse to know that the buck stops on the table of Mr President? The credibility of GMB to govern Nigeria is unquestionable, his competence is not doubtful and his integrity is untainted. FFK lacks the credibility to direct questions to GMB. GMB has issued more press statements to condemn insurgency in Nigeria than all former presidents (civilian and military) combined. And his stand on insurgency is clear as shown by the way he dealt with the Maitatsine sect during his headship of Nigeria. Mr President should do his jobs or be "removed" as FFK once advised. Major-General Olasehinde Ishola-Williams, renowned anti-corruption crusader who was at a time the President, Transparency International, TI Nigerian chapter, talked at length on Jonathan’s administration and its place in corruption battle. He also discussed the raging insurgency in parts of the country. In all, he was his essential self –straight-talking with conviction and candor. He spoke to ‘TUNDE THOMAS. Excerpts: How would you react to the latest ranking of Nigeria as the 39th most corrupt nation in the world by the Transparency International (TI), considering the fact that you were once the Nigeria chapter chairman of TI? As far as I’m concerned, nothing has changed about Nigeria regarding corruption. It is sad that the situation is getting worse. The latest ranking by TI is an indictment on the leadership. Our leaders need to do more to fight corruption. As it is today in Nigeria, war against corruption is dead. The situation is getting worse, and the leadership has not shown enough will to tackle corruption. Nothing has changed. But the Presidency has come out to say that Jonathan’s administration is indeed winning war against corruption, how do you see this development against your own position? You make me laugh – that is what you expect government to say. If you look at some of the cases against corruption where people have been crying out that Jonathan should act decisively, especially the alleged missing 20 billion dollars in NNPC account, which was raised by the then Central Bank Governor, Sanusi Lamido Sanusi, who is now the Emir of Kano, the Federal Government accepted that some money was missing, and promised to carry out forensic auditing of NNPC accounts, and make the report available by November, but up till now and the year is coming to an end, but that report is yet to be released. I’m sure the report has not been released because Federal Government might have been indicted, and with 2015 general elections fast approaching, Federal Government might be afraid of releasing such report especially if it had been indicted. The other important thing to notice is, if the report is out and it is carried out through forensic auditing, it will pin-point exactly those that are responsible for the missing fund. You know some people will contribute money for the president’s election campaign and if those people are among those indicted by the forensic auditing, do you think government will have the courage to release the report. Therefore one can see some of the reasons why Jonathan is handicapped in fighting corruption. The key issue is this: corruption has become a hydra-headed monster in Nigeria, and every sector, including civil service, has become polluted. Nigeria has never had it so bad. In fact, if Jonathan is not careful, corruption will consume his government. It is sad that in Nigeria today, we are gradually developing a culture of you chop and I chop, which is being embedded as part of our normal national life. This is a dangerous trend for our nation. Today, we have some members of the National Assembly that have been indicted for corruption but has any action been taken against them? Today, both ICPC and EFCC, the anti-corruption agencies set up to fight corruption are dead. EFCC can’t fight corruption again, Ibrahim Lamorde, the man in charge, knows this, except if he doesn’t have conscience. Even within EFCC there is corruption. Are you saying that the President has not been making serious efforts to tackle corruption? Yes. He has not made any serious efforts to fight corruption. Jonathan rarely speaks about corruption. What I see about Jonathan is that he wants to be seen as a good Christian, and therefore he finds it difficult to talk about corruption. It is sad that those who surround Jonathan are corrupt. What can Jonathan do about corruption? He can’t do anything. Jonathan is in a trap, and is being held hostage by those benefitting from the corrupt system. What is the way out for the president? I doubt if he can get out of the trap. Jonathan lacks the courage to tackle corruption. In Ghana, within six months, any case involving corruption is decided, and punishment meted out to those indicted, but what do you see here? Both EFCC and ICPC have been prosecuting some corruption-related cases for several years without conclusion. Does this show any seriousness on our part as a nation? Some people have noted that the government alone can’t fight corruption, and that members of the civil society that are supposed to serve as watchdogs are no longer vibrant again, what is your view on this sir? You must remember that these people are Nigerians too. People tend to forget that for most people who run civil societies, it is also their livelihood. It is from these organisations they run that they pick their bills, except some of them that are lucky to be working for international NGOs, this is why some of them often compromise. It is not easy to run these NGOs, especially when you want to live above board. What is your opinion on the assertion that our brand of democracy is too expensive, for example, the salaries and sundry takes of our legislators are just out of the ordinary? In most countries of the world, lawmaking is a part-time business. Parliamentarians are only paid sitting allowances. Parliamentarians are paid sitting allowances, accommodation and seating allowances when the house or parliament is in session. If we can do that in Nigeria, we will save billions of naira. If we can do this, we will be able to know those who are genuinely interested in serving the people. Why do we have so many people showing interest in politics? It is because of the huge money involved. Too much money is involved in Nigerian politics, and our politicians are engaged in or practise do-or-die politics. Now back to the issue of how to tackle corruption, I believe that he should adopt a system I will call Impunity Index. This means that periodically you publish cases of corruption, the level of how it is being investigated, what is affecting prosecution of the cases, etc. When people know that all the details and facts relating to corruption cases are being published or put in public domain, there will be gradual sanity, and impunity will reduce. We are not hearing anything about Transparency International, Nigeria chapter again, what is happening? What happened is that it is difficult to work with other Nigerians fighting corruption. It is very, very difficult, and if you want to break up any organisation in Nigeria, just push money into it, either from Nigeria or abroad, you will see how people will scramble for money and forget principles, and integrity. Was TI Nigeria infiltrated? It is not a matter of infiltration, but our members lacked discipline over money. Where was the money coming from? Money was coming from abroad to execute projects by the organisation. When I saw this dangerous signal that members were more interested in money than working on these projects, I told them the organisation was going to collapse. The Secretary General then was not happy with me – that I was sort of checking everything they were doing. At a point, I left the organisation and travelled abroad for other engagements. There is one thing many people believe that is right in Nigeria but which is sad, that is they have never bothered to find out why most of the big companies in Nigeria, their chief financial officers are not Nigerians, they are foreigners. Most of them, their MD’s are also foreigners. So, something is wrong with us. What is so bad about Nigerian workers is that they don’t think about how to help you make the money, but only think on how to loot or spend it. How do we then fight corruption successfully, do we adopt death penalty like in China as some people have canvassed? No. Death penalty will not solve corruption problem. We need to put men and women who have integrity in positions of authority. We also need to change our attitude and orientation about public office. Public office should rather be seen as an avenue to serve and not to loot public treasury. As a retired Army General, what is your advice on how to end the Boko Haram insurgency? We first have to get them out of those territories they are occupying and then contain them. Unfortunately, it has been impossible for the army to do it alone. Why ? If you look at examples of other countries where you have cases of insurgencies, terrorism problems are limited to a part of the country, either at the state or local government level, so your first line of defence is at the state and local government levels. Therefore, the community where terrorism is taking place must have a sort of defence and resilience system to be able to contain insurgency at the rudimentary stage. Before, you have a situation in Nigeria where insurgents enter a village and people run away, but today with the setting up of JTF local vigilante force, people are able to detect on time the advance of these terrorists and that makes things to improve. It is good that the JTF local vigilance force is working with the army to contain these terrorists. How do you react to the criticism of the army by some people, especially at a point when soldiers were reported to be running away from battlefront? To a certain extent, those criticizing the army have been fair because the army was not prepared for the war they are fighting. Our army was not a thinking army. A thinking army is the one that look not at the war that had been fought in the past, but that which look at the future war, and the lessons learnt from the past war that can be used in preventing future war. We had Maitatsine riots in the past, and series of other civil disturbances, but what lessons did we learn from all these past unrests? The mobile police is set up as paramilitary force, and it is set up to contain acts of insurgency. Mobile police are supposed to be the first line of defence against insurgencies, not the army. When I read reports about Nigerian soldiers running away from the battlefront while I was in New York, I was ashamed of myself. It was disgraceful. I had to come back to Nigeria and offer advise on how to get a solution to the problem. To solve Boko Haram problem, we must adopt the right approach. The army should not have been involved in Boko Haram issue at all. Army should not have interfered. It is not the business of the army. Police and mobile police should have been given adequate training on how to deal with insurgency. The army should have been the last resort. Now that we have made the army to get involved without exhausting mobile police and conventional police ability to deal with the crisis, it is the reason the army has found itself in this situation. What is important in winning the war against Boko Haram is for our troops to continue to collaborate with the local JTF. Groups like that exist in countries like Afghanistan and Pakistan and the government soldiers are collaborating with them. Even though insurgency is a global problem, we must find a local solution. Although if we had a culture of people at the top accepting blames for failures, the service chiefs would have thrown in the towel, but then this is Nigeria, a country where anything goes. The service chiefs believed that they have tried their best so they won’t resign unless the political authorities that appointed them ask them to go. To find a lasting solution to Boko Haram problem, some have suggested negotiating with the terrorists, while others said the army should crush them. What do you think? Do you know how very difficult it is to kill mosquitoes? You hear their hum, you strike and you think you have killed the mosquitoes, but the next moment, they are back and swoop on you. That is how insurgency is like. Insurgents are like mosquitoes; you kill some now, others come back in large numbers and become more ferocious. Insurgents are difficult to defeat. You can’t crush insurgency. It is a stupid talk to say you want to crush them. Over N5tn in government funds have been stolen through fraud, embezzlement and theft since President Goodluck Jonathan assumed office on May 6, 2010, a SUNDAY PUNCH investigation has found. Our correspondents arrived at the stolen sum after poring over the reports of the various committees set up by the President to probe some sectors of the economy, particularly oil and gas. SUNDAY PUNCH also relied on disclosures by some senior government officials. Five trillion naira is the summation of government funds said to have been stolen, according to the Mallam Nuhu Ribadu-led Petroleum Task Force report; the Minister of Trade and Investment’s report on stolen crude; the House of Representatives fuel subsidy report and investigations into the ecological fund, SIM card registration and frequency band spectrum sale. The Ribadu report on the oil and gas sector put daily crude oil theft at a high 250,000 barrels daily at a cost of $6.3bn (N1.2trn) a year. This puts the total amount lost through oil theft in the two years of Jonathan’s government at over $12.6bn (N2trn). Oil theft is common in the Nigerian oil and gas sector. In June, a special naval team impounded a French ship, MT Vannessa, at Brass Loading Terminal, Bayelsa State, for allegedly stealing 500,000 barrels of crude oil per day from the country. Our sister publication, SATURDAY PUNCH, had reported that the suspects, in their confessional statements, indicted some political office holders, many fuel marketers and some officials of the Nigerian National Petroleum Corporation and Department of Petroleum Resources. In October, Minister of Trade and Investment, Dr. Olusegun Aganga, in a letter to the President, said 24 million barrels of oil worth $1.6bn (N252bn) was stolen between July and September. According to Aganga, his signature was forged on the Export Clearance Permit that was used to export the crude oil from Nigeria. Confirming that oil theft was depleting Nigeria’s resources, the Minister of Finance, Dr. Ngozi Okonjo-Iweala, in May, said the government lost a fifth of its oil revenues to theft in April. Apart from income lost through oil theft, the Ribadu report also said ministers of Petroleum Resources between 2008 and 2011 handed out seven discretionary oil licences and that government lost $183m (N29bn) in signature bonuses via these deals. The Ribadu panel discovered that three of the oil licences were awarded under the current petroleum minister, Mrs. Diezani Alison-Madueke, who took up her position in 2010. Alison-Madueke, however, denied knowledge of the discretionary awards. Shortly before the Ribadu report, the House of Representatives had raised the alarm that the N2.6trn the Federal Government paid for oil subsidy in 2011 could not be properly accounted for. The House said, “Fuel subsidy payments amounted to N261.1bn in 2006, N278.8bn in 2007 and N346.7bn in 2008, but, even after the subsidy on diesel had been removed, the ‘subsidy’ payments jumped to N2.58trn in 2011 — more than 900 per cent of the sum appropriated for the year (N245bn).” A subsequent report by the Presidential Committee on Verification and Reconciliation of Fuel Subsidy Payments, led by Mr. Aigboje Aig-Imoukhuede, revealed that in 2011, 197 subsidy transactions worth N232bn were illegitimate. These frauds are not limited to the oil industry, as similar probes have shown that almost all sectors are involved. In July, the House of Representatives Committee on Environment discovered a tree seedling fraud worth N2bn awarded by the Ecological Fund office. Chairman of the committee on environment, Mrs. Uche Ekwunife, said this during an investigative hearing on the mismanagement of ecological funds for the development of tree nurseries and seedlings in the 36 states. According to her, out of the N3bn approved by the Presidency in 2010, N2bn was released to the contractors and consultants without government getting value. Minister of Environment Hadiza Mailafia, however, said the contract was awarded by her predecessor. In the telecommunications sector, the House instituted a probe into the sale of the frequency brand spectrum, which was reportedly sold for less than its value. The 450MHz frequency, which was valued at over $50m, was allegedly sold for less than $6m (a difference of $44m or N6.9bn) by the Nigeria Communications Commission. In the same sector, the reps, earlier this year, commenced investigations into the N6.1bn SIM card registration project embarked upon by the NCC in 2011. The investigation followed the delay in completing the exercise and the request by NCC for additional N1bn for the project in its 2012 budget. The lawmakers insisted that the NCC had no business embarking on the project since various service providers were already registering their subscribers. Deputy Chairman, House Committee on Communications, Mr. Usman Bawa, had said, “The NCC has no business with SIM card registration. Apart from that, the service providers have done about 80 per cent of the registration because they started before the NCC. To me, for the regulatory body to be involved in the registration is a duplication of effort, a waste of resources and time. “Even, the manner with which the bill for the N6.1bn was passed during the Sixth Assembly showed that there was more to it than meets the eyes. From our investigations, from which our report was compiled, our interactions with the NCC contractors for the SIM card registration and the service providers, a lot has been exposed and this was part of the reason why we removed the N1bn that was budgeted for the same SIM card registration in the last budget.” It would be recalled that the then Minister of Information and Communication, Prof. Dora Akunyili, had, in August, 2010, agreed that the amount budgeted for SIM card registration was exorbitant. Reacting to the massive frauds that have greeted Jonathan’s tenure, Transparency International, told one of our correspondents that Nigeria would continue to slack in development as long as it keeps paying lip service to the fight against corruption. It said via electronic mail, “President Jonathan should insist that those accused of corruption are properly investigated and punished if found guilty, irrespective of their positions and connections. The judiciary must be seen as impartial and fair. “To signal a break with the past, the government should set up an independent investigatory panel to review charges of corruption within government and the private sector. President Jonathan should endorse the panel and commit to ensure it has both the scope and the power to investigate and prosecute. “This is not just a matter of justice; fighting corruption can affect the lives and livelihoods of millions of people. The current culture of corruption hurts the majority of Nigerians while the inequality gap widens.” Also speaking to SUNDAY PUNCH, the Director, Centre for Applied Economics, Lagos Business School, Prof. Pat Utomi, said the spate of corruption in the country was unprecedented. The political economist argued that prosecution and jail terms for corrupt individuals would not be as effective as building a societal institution that would prevent corruption. A former Vice Chancellor, Crescent University, Prof. Sheriffdeen Tella, also warned that corruption would spell doom for the country if the trend continued. He said, “It is unfortunate that the country will not be able to meet the Millennium Development Goals. There is a need for the masses to hold a three-day protest against corruption to force government to prosecute those indicted for corruption.” Similarly, Executive Chairman, Coalition Against Corrupt Leaders, Mr. Debo Adeniran, said, “For Jonathan to fight corruption, he must start with his cabinet. The way Jonathan is going about his campaign against corruption is not the best way to go about it.” A global audit and financial advisory firm, KPMG, had on Thursday stated that Nigeria accounted for the highest number of fraud cases in Africa in the first half of 2012.
