What stalled the flag off(of the mambilla) was because of the 15% counterpart funding which was expected to be recouped from the privatisation of the NIPPs but which wasn't ready due to some teething challenges.
Therefore, Fashola should quietly continue the implementation of the two contracts and not trouble our ear drums as if they've done something we've never seen on the two projects.

1. Implementation of 2014 National Conference Report-

all you need to look at is the representation at the conference to know that the report isnt going nowhere. The delegates were unelected, hand picked and unbalanced. Why in your 'sane' mind do you think the report will be acceptable to the people that were poorly represented? Part of the report is the creation of more states- is it sane to implement that too?

2. Apology for DSP Alamieyesegha's death-
even in your 'sane' mind you'd agree this is asinine.

3. oil blocks must reflect 60% for the oil producing people-

including the ones auctioned by Jonathan? Note that most of the collaborators of Diezani were from outside the Niger Delta. Should they return their loot too? If you dont know, this entitlement mentality of the Niger Delta elite is what has made many of them the laziest men on earth.

4. Nigerian Maritime University- just read again the logic of Amaechi in scrapping this university. Note that this commencement of academic activity wasnt achieved in 5years of Jona and you now want it immediately.

5. Rotimi Amechi's apology-

in otherwords, pipelines are being blown up to degrade Niger Delta environment because Amaechi insulted the people of the Niger Delta? Isnt this just too sane? So for Amaechi's wrong doing, you people decided to punish yourself and your unborn generations?

6. Clean up of polluted lands -

i imagine this should include the ones the avengers just polluted?

7. Nnamdi Kanu's release-

court granted him bail before current charges. The current charge of treason is not bailable

8. The Niger Delta Amnesty programme must be well funded and let it continue to run effectively.

Can anyone show how the amnesty has impacted the lives of the ordinary Niger Deltan and even the militants themselves?

9. Trial of APC members for corruption-

This just shows the so called avengers are partisans. Im sure Amaechi has links to the ND like they do and the differentiator is the party he belongs. On indictments, im sure whichever state governor that organised an indictment should also be able to arraign before the court.

So are you still sane?

Are we still in April? Secondly, I think this government came in on the mantra of change, so it is okay they continue in a worse manner than those who ways they preach to change? I hate it when I read Buhari's apologist making reference to Jonathan's regime to excuse Buhari's actions. Were those not things you people vigorously condemned and used to campaign? It is now okay for Buhari to follow those antecedents? We could as well continue with Jonathan. That say we are sure of time frame of when budget would be passed not this one we wake everyday and are never certain of anything.

If Buhari knew he wanted to do this he should have constituted his cabinet immediately he came to office and had his ministers go straight to start work on the budget. Had he done that all this brohala would have been over by last year or early this year. Rather what he did do? He wasted precious time and now started spending time that should be used to implement budget to flex muscle with NASS and you all are here hailing him for inflicting hardship on ordinary people on the street out of his incompetence. He is to be blamed for time wasting. All the fault of the delay stems from initial delay we had at the inception of his administration. Unfortunately his regime would probably never recovered from that wasted time. Its only in Nigeria a president shut down a country like he owns it because 'he doesn't want to make mistakes'. Which mistake can be worse that what we are currently witnessing? Nonsense.
Did you know that most of the budgets in the Jonathan era were passed in April? Please research this before you blame a new govt of delay.

But in Nigeria, Aboki soldiers proliferated twenty new states in northern Nigeria wrongly using land mass as criterion. Through these states, Aboki sucks up most of Nigeria's oil revenues and use accruing political over-representation from these states to lord it to rest of Nigeria.

Fiscal federalism briefly is autonomous States taking charge of their vehicles of production. It invariably confers adequate economic power on the states without backward federal oversight and bottleneck.
Bayelsa is a poor state because it has been rendered a mere giant oil well pumping oil for parasites and dictators.
The state does not have the wherewithal or legal standing to add value to its own resources how best it see fit, because the National budget is hanging on how much oil is sold.
And yes, you are chasing shadows if you believe a divisive president will take you to the promise land in eight years.
You are chasing shadows if you believe the enemy of your country are fellow citizens like you who see the president as hopeless and rightly so.
A president whose legacy after a brief eight years would be a couple of road projects and a highly divided country on the brink.
And no, you do not own shitt in your country. You can't even get fuel to power your generators.
Unfortunately, fiscal federalism does not mean a State controls all it generates, taxes would always be due to the center. Need i say, total control by federating units does not exist in a federalism. Perhaps you want us to go the way of confederalism?
Before then, note that the areas with resources get 13% of resources from their areas as a 1st line charge on the earnings from their areas and the littoral offshore abutting. This is different from the statutory share with other states and local government areas. At the end of the day, a state like Bayelsa would have earned close to 20% of revenue from its region. What have they done with it so far? A comparison is the fact that Western Region made all it's strides in the 1st Republic based on 50% retention of agric earnings, not nearly as much compared with what Bayelsa earns today.
You claim the President is divisive and you are entitled to your opinion. However, at times we should look at the man in the mirror. Do you hate him because he's Fulani? Then you are equally divisive. As a parallel, there's a 2009 judgement for the clean up of the Niger Delta which GEJ didn't compel the oil companies to obey in his years in office. Yet the man you termed divisive has started the clean up process. Check the man in the mirror again.
I don't see him as divisive and i have implicit trust that if any set of Nigerians can turn this country around, then Buhari & Osinbajo would be among them. I will support them and I'm sure it won't be just 2 rail projects we'll get.
Even at that, don't despise the power of multipliers e.g. the economic activities that Lagos-Kano/Lagos-Calabar rail line will bring. Just look historically about how a rail line to Jos created whole new cities. On your contemporary level, come to Lekki and see how a 1.1km bridge has multiplied prosperity in the area.
As to your comment about getting fuel for my generator, i can only say our needs are different; i don't play at the level of lining up at the filling station for fuel so i can't engage with you on that.

The FG's share of federal revenue has been provided for in the Appropriation act as a source of finance for the budget, the executive dare not use a dime of that money for another purpose other than what is stated in the appropriation act cos that in itself is an impeachable offence, the best bet was to source for savings from the ECA as it is monies yet to be shared and so hasn't made its way into the FG purse. does this mean the money will be spent by the FG without the consent of states by the fg? definitely no, what it means is that all excess monies will be saved in trust for all tiers of govt until such a time when there is a cash crunch and the monies will be shared with amongst all tiers with the already existing sharing formula

and if i may ask why didnt APC states also save their share too or were they not in govt during those times too?

I recently saw a thread on Nairaland complaining about a mosque being built in Afipko with all the posters threatening fire and brimstone. Yet there are numerous churches in the North! Please let's ask ourselves who is more bigoted? The Northerner or Southerner?
We went through all of these during the GEJ years, 70% of the chosen attendees of the National conference were Christians, yet the Muslims bore it with equanimity. Jona went from 1 church or the other nobody screamed christainisation...revivals hold every day in Kano and core North nobody complains. Now Buhari meets someone from Saudi Arabia and all hell is let loose. How intolerant can we Southerners be?
