1) Nigeria government has hands-off in the transportation sector.

No big deal..the aim is to ensure fuel reaches every part of the country evenly.. Assuming all the refineries are working..Kaduna will supply the north through pipelines layed for crude supply to the south.. while warri and pH refinery will supply the south with fuel..
It is much better than putting everything in the south and have tankers drive all the way from Sokoto or Borno to get products.. The middle belt can also benefits from the Kaduna plant..
Dangote refinery is in Lagos (SW) but they won't get their products from Lagos..they won't even get it from Ondo who claims to produce oil.. but from oil fields in delta and rivers state(south south) ...
The gas which acts as feedstock for the refinery comes from delta state with over 1,000km gas pipeline layed to that region (the longest in the Africa)..
