Boiled down, Reason 9 is that they believe that the applicant does not have sufficient ties to Nigeria to bring them back if granted a visa. So that is the angle you will have to work on if you wish to re-apply (which you should not do too soon if its for a tourism visit, lest you appear desperate, thus reinforcing the original decision).

Well, truth is we are not even sure of this. I truly believe everything works with belief, if they believe God has no role to play and it works for them, FINE!.... If most of us here believe God has a big role to play, FINE!!... For me I believe baba(God) works with YOU(our preparation) ,and that's also very FINE!!!
