lol, it doesn't work that way, these so called leaders mainly are corrupt and not until they engage in serious human right abuses would they be blacklisted.

The highest they even do is impose economic sanctions that affects all, the leaders are also private visitors that are free to travel abroad.

They become protected by the country they travel to so any threat to their life on that country soil won't be taken as mere in house fight.

It would be easy to apprehend the residents who did it, if it keeps happening they would want to clampdown on the group especially when they have been tagged terrorists by their home country.
