Raised another GCMS Notes in October, received in Nov, no change in Notes. My file hadn't been touched since July 18, 2019
Raised CSE November, December no change. Countless check of my profile nothing
Received PPR January 9, 2020

I actually thought the story ended at PPR, but boy was i in for a shocker. You know how they finished Terminator with Skynet? But somehow they rebooted and gave us Terminator GeneSys. That was what my story turned into. With roughly 2 weeks to the expiration of my Permanent Residence Visa, I somehow managed to travel out of Nigeria and to the glory of God, I became a Permanent Resident of Canada on 22 May, 2020.

Raccoon Orientation for Canada-Bound Nigerians

I promised I was going to get around to tell you all this story.
Eventually.

Happened last summer – before my accident.

The jazz of all my political enemies in Nigeria finally crossed the Atlantic and caught up with me here in Ottawa.

The trouble with Homo Occidentalis North Americanus is that as soon as he arrives within a certain income bracket that is no longer middleclass but not quite upperclass but dangerously close to upperclass, he will move far away from the city and create a new paradise he calls upscale suburbia. Swanky neigbourhoods with manicured lawns, removed from the rabble of the city.

That is where you will find high-earning doctors, engineers, accountants, lawyers, etc. If you are a Professor who negotiated a good pay when you were hired, you also tag along, buy property among them, and begin to form associate big man.

Trouble is suburbia in Canada or the US is always encroaching on the habitat of much older residents. Man steals land from these residents but cannot always predict consequences. That is why a family in Florida will return from work to an alligator chilling in their swimming pool. That is why a family in Arizona will grumble about rattle snakes all over their yard. They call animal services. Never mind that these animals have called that place home for millions of years before man put one leg on top of another leg and developed his suburbia there.

In Ottawa, if you live in the suburbia called Riverside South as I do, you have encroached on prime raccoon territory. As in Florida and Arizona, these raccoons have a way of behaving like omo onile in Lagos. Occasionally, they let you know who truly owns the land (This is where you google raccoon).

Because the jazz of my political enemies in Nigeria worked as I was saying, a family of raccoons elected residence in our roof last summer. We’d been hearing mawuru mawuru in the ceiling for months. The noise would come only at night. Tise said it was the tooth faerie. I thought it was squirrels, but we couldn’t fathom how squirrels could tear into the roof of a duplex from outside and make their way into the attic.

One day, madam called me urgently and asked me to hurry home. I arrived to a small situation in front of our home. Our otherwise very friendly neighbours had converged on our front lawn. It was quite a scene. Bloodshot eyes everywhere. No friendly faces. In upscale suburbia, we are naturally the only non-white homeowners within a certain radius so when normally friendly white neighbours converge, looking sorrowful and unfriendly, you worry.

I exited my car to behold quite a scene. Unknown to us, we had accommodated a pregnant raccoon for several weeks. Mama Raccoon eventually gave birth to six pups. On this day, she suddenly went crazy like she found a mixture of codeine, sniper, and tramadol in our attic. She began to fling her babies down on the lawn one by one. From the roof of a duplex fa.

That explained the sadness and sorrow of our neighbours. Remember, this is an animal-loving civilization. It also explained their hostility. Somehow, it must have been something we did that got that poor animal so crazy that she began to murder her own kids. Everybody was looking at us one kain, like, what have you guys done now?

The only analogy for you in Nigeria is if your home was invaded by destructive giant rats. You’d tried everything from traps to rat poison. Then, one day, Mama Rat begins to miraculously kill her own children before your very before. Only for your neighbours to gather around sorrowfully because those awesome baby animals are dying. Only for them to be hostile to you for not doing enough to keep the baby rats alive!

Anyway, animal services eventually arrived to rescue some of the babies that had not yet died. Come and see interrogation! Even Tise did not escape questioning! Are you guys perhaps a little noisy in the house? What time do you all normally sleep?

Nigerians, believe you me, Oyinbo was trying to determine if we did something to cause the postpartum depression of Mama Raccoon, which led her to killing her babies!! They began to explain the characteristics of raccoons to us. How it was still too early for her to bring her babies out, let alone fling them from the roof. There was the unsaid: you guys must have done something.

When we were eventually “acquitted”, the animal services people went into our attic to inspect. They screamed in excitement: three more babies that Mama Raccoon had yet to fling! We said: thank God. Now you can evacuate Mama Raccoon and her remaining babies.

I hope you all know that in Obodo Oyibo, public animals are government property. All those doves you see in Trafalgar Square or the squirrels you see on lawns, geese, ati bebelo, are all government property. Una wey dey go holiday in London from Nigeria, go to Trafalgar Square and touch a dove, that is the day you will realize that the life of a public animal is worth more to the government of obodo oyibo than your life is worth to the Nigerian government.

So, we asked Obodo Canada to please carry their raccoons from our ceiling. We were in for another shock. She is a nursing mother, the animal services people replied, we don’t move nursing mothers. By law, Mama Raccoon has the right to remain here and nurse her remaining babies. We will keep checking.

I have been in Obodo Oyibo for 22 years. I didn’t see that one coming. Apparently, the Raccoon had eminent domain! The best they could do for us was to come and move her at the end of the biological breeding cycle or something to that effect. With that, they entered their van and zoomed off.

I looked on in wonderment, lost in one of those na-who-send-me-come-obodo-oyibo moments that every Diasporan goes through on occasion. With which mouth am I even going to tell this sort of story to a Nigerian audience?

Then I noticed that Tise all along had had the same attitude as our Oyinbo neighbours.

Now she is glad that some Raccoon babies had survived and would not be moved.

I realized that only her parents had a problem.

I realized that we were two Nigerians raising a Canadian.

This is her country.
This is her culture.
These are her people.
These are her baby raccoons.

I jejely borrowed myself brain and joined the little girl in rejoicing that three baby raccoons had survived.

If you get provincial nomination then it doesn't matter. Although I doubt if the express Entry system will allow you to have an account if you do not have at least 1year experience in Skill 0, A or B

None But in my opinion, it’s advisable to apply as accompanying since you will and must provide proof of funds for the number of family you have which means the unaccompanying spouse and the kids (if any). So what’s the point of proving all that and still go through the one year stress of sponsoring a spouse over? Why not apply as accompanying? The unaccompanying spouse can do a short landing, get the PR card and then head back to Nigeria

Well you are correct. Most people go this route so as to improve their chance of getting ITA or getting a look in by a province. Spouse accompanying reduces your score drastically while unaccompanied spouse gives you some fighting chance. The reduction in points isn't that severe for unaccompanied spouse.

Alberta sent me a Notification of Interest for their Provincial Nominee Program and I am currently filling the forms. I am not sure what answer to provide in some of the IRCC forms. Kindly help me answer the following questions.

1) In the 'APPLICATION DETAILS' section of the Generic Application Form for Canada (IMM 0008), what should I state as the category under which I am applying, Skilled Worker or Provincial Nominee? Please note that I have not yet been nominated by any province.

2) In the 'PERSONAL DETAILS' section of the Generic Application Form for Canada (IMM 0008), the 'UCI' field can only take 10 characters, but my UCI (CANxxxxxxxxxxxx) has 15 characters. Which characters should I include in the form?

3) I am required to fill form IMM 0008 Schedule 4: Economic Classes: Provincial Nominees, and one of the questions is "which provincial government has nominated you?" Given that I have no nomination yet, what should be my response?

When I was about to give up and I had started to count down to my IELTS expiration, the God who is too faithful to fail threw me a lifeline through Alberta. We can't afford to give up on the Canadian dream, do everything you can legally to keep the dream alive and remember that it will end in praise.

I guess you didnt look at the earlier part of my response. CRS score is different from eligibility assessment. The maximum score for foreign work experience is 50points. And that's for 3years and above. But on your FSW points, you get a different score for 1, 2, 4 and greater than 6years

Minimum requirement has no bearing on your application if it is based on certain claims. VOs validate everything you submit so as to determine your true position.

I think we need to read the requirements for FSW carefully so as not to sound surprised. Now there are 2 things that is used to determine the qualification of an applicant. The CRS score which is used to rank your application against the cut off and the selection factor points which is you used to determine your eligibility.

If you claim 3years, your CRS score adds 50points, but if it is less than 3 but more than 2 you get a separate point. VOs usually recalculate your points. The minimum selection factor points for FSW is 67. Your score varies greatly depending on years of work experience; 1, 2, 4 or 6 years attracts different score.

Once a VO decide or confirms a position for you, your CRS score and FSW points will be recomputed. If any of them falls below the cut off, that's automatic rejection.

Congratulations. If your IELTS is due to expire within the next 2 months make sure you enrol for another one. The AINP process will take about 2months to finalise. If your IELTS expires within that period your EE profile will be ineligible and AINP will close your application.

You don't need to worry so much about getting 8777 since you have this NOI. Just make sure you have a valid TRF

Hello house. How long will one wait for Alberta to give a provincial nomination certificate after submission of all documents needed......I was selected for ANIP via Express Entry.

It depends on a number of factors. On average it takes 25days after getting your file number. A few people get theirs in 10days or less. A very very tiny few wait for 2months.

The average time for file number is 20days.

Not a Subject Matter Expert on this matter yet, but I have recently had to read around this particular topic.

My Take

I'll say do not change NOCs on your IRCC profile pre-ITA - you do not necessarily have full information on what criteria the PNP programme used in selecting you for consideration for nomination. For instance, it might be that you must have 3+ years of work experience in a particular NOC (e.g.1122) within the past 5 years.

There's a window you can use to 'optimise' your work experience/ NOC on your e-APR. You however need to ensure that if your provincial nomination is tied to a particular NOC (=occupation in demand), whatever changes you (propose to) make should not result in you attaining a lower number of years of work experience in that NOC that made you qualify for the Provincial Nomination in the first place. Post-AOR, the PNP-route assessment process starts with the IRCC Officer evaluating your eligibility against the criteria (as at your nomination date) for the particular PNP programme you were nominated under - any post-ITA discrepancy may be a red flag.

Folks who modified their NOCs post-ITA may not have had the PNP assessment criteria to worry about. As far as they still meet (or surpass) the qualifying criteria for the number of work-experience years in a qualifying NOC, they will scale the Express Entry-FSW assessment hurdle for work experience and may not have had to write an LOE for such.

Chief, you are right to be concerned.

NOC match verification is strict at the IRCC stage. You need to ensure that your work reference letter matches your chosen NOC.

It can be terrible to get a refusal months into eAPR stage after spending so much time on the PNP stage.


I don enter am oooo. One my experience was flagged. The more I look at it, the more I want to agree that it is 2171 and not 1122.

Great that you requested gcms. Now the RR issue is now clearer. Do not be worried at all. For eligibility, you need 67pts and you're above that at 70pts, even higher than mine, 68. So you're good to go.

Another good thing is both job references are in your primary NOC and the JD as a Foreign project analyst matches your NOC. Had it been they were different NOCs and the JD as a Foreign Consultant which the officer has issues with is your primary NOC, I would have been really worried for you. But now, you're good.

The other good thing is you have 4 years experience as a Foreign project analyst, which means even if your work experience as a Foreign consultant which is the problematic one here is cancelled, you still have maximum points for work experience and your CRS scores will remain the same so go and relax and wait patiently for your PPR.

Had it been that the only work experience you submitted was as an FC which currently is a NOC mismatch, the appropriate response would have been for your HR to revise your reference letter, if indeed your duties correlates with the NOC. But in your case your FPA JD is good, it's in your primary NOC and still sufficient for your CRS scores. So taking that HR action is unnecessary.

So relax, what the VO would do if unsatisfied with the FC JD is to cancel it and use the FPA to recalculate your scores. There is a lady in May with this issue that got PPR. VO rejected one of her NOCs and recalculated her scores but because her overall CRS scores was still above the CRS draw score she got ITA with, she still got PPR. I won't post the link here because anti-spam bot has been overly sensitive banning my account anyhow grin But if you pm me, I can send her story to you.

Your assessment is almost spot on but for the number of years for the project analyst role. To further clarify, I have 3 different uploads for the same NOC. Two of these are from the same organisation while the 3rd (Project Analyst) is from a different one. The same reference letter had to be uploaded twice so that I could attach the relevant supporting documents. The reason for this is because there was 4year gap in between my first and second stint in the same organisation.

What the 4years computation tells me is that they accepted the 1st two uploads and so i am wondering why the analyst only wrote about two uploads instead of 3. Truth be told, I suspected this would happen and I actually had a best and worst case scenario. 70 was my best case and 68 my worst case. Seeing 72 was awesome.

Do you advise that I respond with an LOE elaborating further on some of the duties written by HR and also attach evidence of my passionate plea for HR to include details of my duties or you would rather I chill for them to do their thing?

I also got RR on my application and I suspect it is my POF as well (I used Stanbic Mutual Fund). Initially I thought it was cos I have a dollar fund but reading through this I am really really worried. My POF is currently over the minimum by at least 5000CAD.

I am a PNP candidate so this is all confusing. A friend who used ARM also got RR. I am waiting for my GCMS notes but I have raised a CSE which explained that my account has been active since 2012 with inflows and outflows. In 2018 I moved out most of the funds and decided to open a dollar fund. So the question about withdrawals and accessibility is quite confusing. The POF section of IRCC's website clearly says you can use short term financial instruments as POF. I will call IRCC this week and wait for my GCMS note. Will update the house of my findings.

A little background to my work history, so I have like 7years work experience in my primary NOC and somehow the issue is with the job duties of my first 3years. Owing to this, the case analyst adjusted my selection factor score from 72 to 70. The gurus in GCMS notes should help confirm if my interpretation is correct.

I dont think HR revising my reference is an appropriate response here. More so my HR won't change what's on file. Sadly the roles stated in the file is slightly different from actual job done. Still unsure of the best approach to this.

The VO says you can't use equity or property to claim POF which is true. What kind of mutual funds is this? You need to read your mutual funds letter again and see the conditions. Perhaps the equity is the issue. Also did you use property for POF?

See, liquidate the cash before the end of today if possible, transfer to a savings account, print out the bank statement and raise a CSE appealing the decision before the end of this week. You need to act fast. The VO wants to be sure you can access your funds. Prove to him/her you have unfettered access to that money. Your case will be reopened and you will get PPR.

At this stage, questioning why the VO disapprove mutual funds is irrelevant. Damage control is important, infact tell the VO if he/she wants to see raw cash, you will kuku parcel it as proof to touch and feel it grin grin Going forward as a lesson to us all, if you have invested your funds in any kind of investible funds and VO has doubts you can access it, please liquidate and show your raw cash in a savings/current account.

Paragraph 7 also caught my eye, the VO evaluates eligibility from the time you get ITA as well as post-AOR.


I also got RR on my application and I suspect it is my POF as well (I used Stanbic Mutual Fund). Initially I thought it was cos I have a dollar fund but reading through this I am really really worried. My POF is currently over the minimum by at least 5000CAD.

I am a PNP candidate so this is all confusing. A friend who used ARM also got RR. I am waiting for my GCMS notes but I have raised a CSE which explained that my account has been active since 2012 with inflows and outflows. In 2018 I moved out most of the funds and decided to open a dollar fund. So the question about withdrawals and accessibility is quite confusing. The POF section of IRCC's website clearly says you can use short term financial instruments as POF. I will call IRCC this week and wait for my GCMS note. Will update the house of my findings.

I hope this isnt too late. They accept copies. Just do a coloured photocopy or printout copy.

Sorry for the delayed response. You can send a printout of the ecopy. I also didn't get an original certificate from WES
