Neither could you identify any member of that youth group for arrest or questioning, if it's truly a "Youth group" they have a leader and a secretary and probably an office so the police or even members of the family could have gone there and asked the leader to provide a list of all his members and identify the perpetrators from amongst them and take that youth group to court if they refuse to comply.
