Health › Oyo State Records 2 More Active Cases, Total of 7 by References(op): 8:11pm On Apr 17, 2020
PRESS BRIEFING BY GOVERNOR SEYI MAKINDE, HEAD OF THE COVID-19 TASK FORCE IN OYO STATE ON APRIL 17, 2020
One of the two positive COVID-19 cases confirmed yesterday, is from Yemetu and the other is a returnee from the United States who is based in Ikolaba.
During the COVID-19 Task Force meeting today, we were informed that two more tests came back positive. So, we have four new cases from the tests being conducted at Adamasingba Stadium. This brings the number of active cases in Oyo State to seven.
It has been our aspiration to test a lot more people and we think as we do this mass testing, we can see the pattern of the virus within our environment and from those results, we can implement appropriate measures designed to deal with the situation.
While the 100-bed Infectious Disease Centre at Olodo is ready to receive cases, we are already upgrading the isolation centre at LAUTECH Teaching Hospital, Ogbomoso. The Maternal and Child Health Centre, Saki is also being converted to an isolation centre.
The General Hospital at Igbo-Ora is being evaluated for a section of it to be used as an isolation centre.
As I stated at an earlier interview, one of the measures we considered to prevent, contain and control the spread of COVID-19 in Oyo State is the compulsory use of face masks in public. Today, we reached a decision to implement this measure.
The Oyo State Government will produce an initial one million cloth face masks to kick start the mask in public places policy for Oyo State. 100 tailors will be commissioned by Monday, the 20th of April, 2020 to make 10,000 face masks each.

Politics › CBN Demands N10,000 From Small Business Owners Applying For Covid-19 Funds by References(op): 1:08pm On Apr 13, 2020
The Central Bank of Nigeria, through its agency, NIRSAL Microfinance Bank, is demanding a N10,000 fee from small business owners impacted by COVID-19 as a prerequisite for accessing intervention loans.

The CBN had announced in March that it would give a N50bn Targeted Credit Facility to households and small businesses affected by Coronavirus.

Those eligible, according to the apex bank, must prove that their livelihood and business operations have been adversely affected by the spread of the virus.

Businesses eligible for the scheme are agricultural value chain activities, hospitality, health (pharmaceuticals and medical supplies), airline service providers, manufacturing and value addition, and trading.

The maximum amount to be received depending on proof of cash flow of investment size is N25m while households can access N3m with an interest rate of five per cent per annum for a maximum period of one year.

However, the designated administrator for the facility, NISRAL Microfinance Bank, has insisted that in order to process loan applications of struggling small businesses, applicants have to pay N10,000.

NISRAL in email to applicants insisted that payment of the compulsory fee for a "business plan link" was the only way it would review applications of businesses in dire need of support.

Health › COVID-19: Anxiety In Kaduna As More Residents ‘Return’ From Lagos by References(op): 10:25am On Apr 12, 2020
Residents of Kaduna state are living in fears over possible community transmission of coronavirus as the State government yesterday said the sixth case of Covid-19 in the state, a male gateman in Mando area had no connection with the first five cases.

The Commissioner for Health, Dr. Amina Mohammed Baloni, said the man who recently returned from Lagos, had been evacuated to the state’s Infectious Diseases Centre. She said he had travelled to Kaduna in a public transport and had contacted authorities when his symptoms worsened.

“It is very difficult and complicated to trace the contacts of a patient who came from Lagos via public transport and has had some instance of local commuting since his arrival,” she said.

Our correspondent gathered from residents that despite the stringent measures put in place by the Kaduna State government, inter-state travels were still taking place especially from Lagos to Kaduna .

Ibrahim Na Yelwa, a resident of Mando told Daily Trust Sunday that many of the adult male residents of Mando were truck drivers that often travel between Kaduna and Lagos. He said, “my neighbour will also be returning today (Saturday) from Lagos.”

Ibrahima Yakubu, another resident of Mando said the news that the latest case was a residence of Mando had created fear and distrust among residence especially since the identity of the patient had not been made known and his exact location remains a mystery.

“Let me be frank with you, I have already ordered my wife not to allow anybody including neighbours into our home.

This is because no one knows the identity of the gateman or the part of Mando he is from.

Again, we don’t know the calibre of people he has interacted with since his return from Lagos,”
he said.

Yakubu described as unfortunate that luxurious buses were still operating discretely from Mando to Lagos likewise from Lagos to Kaduna despite the lockdown.

Despite recording six cases of coronavirus and the latest fear of community transmission residents continue to violate the curfew as inter-state travels between Lagos and Kaduna continue discreetly.

However, our correspondent gathered that even as the news spread through Mando area of Kaduna, residents went about their daily activities without taking extra precaution.

However, Dr Sa’id Zakari, a member of the Subcommittee on Risk and Communication under the State Task Force on COVID-19 said all that government now needed to do was to institute a sense of conscience on individuals to make them see reason why they should take the issue of COVID-19 very seriously.

Dr. Zakari described as unfortunate that people continue to violate the restriction order despite all the measures taken to control people passing through Kaduna such as screening, adding that “It is only when the people see reason why they need to practice these preventive measures that we will all be protected”.

Daily Trust has gathered that more doctors are likely to leave Nigeria as COVID-19 gets worse in the United States of America. Here is a list of 10 prominent people who have won the battle with the deadly coronavirus and are now back to their normal daily activities.

Politics › Dariye, Kalu, Nyame Not Qualified For Presidential Amnesty –NCS by References(op): 8:37am On Apr 11, 2020
Former state governors convicted of money laundering and corruption did not benefit from the presidential amnesty granted to 2,600 inmates nationwide because they did not meet the requirements, Saturday PUNCH has learnt.

It was gathered that the former governors were not considered for a reprieve because they were convicted of corruption and money laundering aside from the fact that they did not meet some of the criteria stipulated by the Presidential Advisory Committee on Prerogative of Mercy, which advised the President on inmates and ex-convicts deserving pardon.

There had been speculations that high-profile persons, including ex-governors serving various jail terms at the Kuje Custodial Centre, Abuja and other prison facilities might benefit from the pardon announced in Abuja on Thursday, by the Minister of Interior, Rauf Aregbesola.

Prominent persons serving various jail terms include former governors of Abia and Plateau states, Senator Orji Kalu and Joshua Dariye; former governor of Taraba State, Jolly Nyame; and a former National Publicity Secretary of the Peoples Democratic Party, Olisa Metuh.

While Kalu, a serving All Progressives Congress senator, was convicted of N7.1bn money laundering and jailed for 12 years in 2019, Dariye, who was a former senator representing Plateau central district, was jailed for 16 years for N1.126bn fraud in 2018.

Nyame, who was prosecuted by the Economic and Financial Crimes Commission, was convicted and jailed for 14 years for diverting N1.64bn during his tenure as governor of Taraba State between 1999 and 2007.

Metuh is serving a seven-year jail term for illegally receiving N400m from the office of the national security adviser. He was sentenced by Justice Okon Abang of the Federal High Court, Abuja, in February.

Meanwhile, Aregbesola had said those considered for pardon include inmates who are 60 years and above, those suffering from ill health likely to end in death, serving at least three years with less than six months left, with mental issues, as well as with options of fine not exceeding N50,000.

While the minister did not mention those to be freed, he said the amnesty did not apply to inmates sentenced for violent extreme offences such as terrorism, kidnapping, armed banditry, rape, human trafficking, and culpable homicide.

The spokesman, Nigeria Correctional Service, Chuks Njoku, noted that the former governors were convicted of corruption and related offences, adding that by virtue of this, they were not eligible for pardon or clemency.

He dismissed reports that some of the high-profile inmates could be released on account of their age, clarifying that the dates of birth being bandied about did not tally with the NCS’ official birth records of the ex-governors.

Njoku said, “We have our criteria and they are not qualified (for pardon). They don’t fall under any of the categories. If you were convicted, you must have served some years and you must be of good character and must have shown remorse.

“It is not just about age; there are many of them who are old but they are not qualified. So, for anyone to benefit, they must have served for some time and their crime must not be a capital offence. They (ex-governors) are not qualified because they just came (into the custodial centre) and some of them are still on appeal.”

Politics › No Decision Yet On Two-month Free Electricity – FG by References(op): 1:30pm On Apr 10, 2020
The Federal Government has yet to take a decision to provide free electricity supply to Nigerians for two months, the Minister of Power, Mr Saleh Mamman, has said.

The minister’s statement comes after power distribution companies said that the two-month free electricity which they announced on Wednesday would be paid for by the National Assembly and the Federal Government.

Mamman, in a tweet on Friday, said, “No decision has been taken by the Federal Government to provide Nigerians with free electricity for two months.

“If and when that becomes a reality, it shall be announced officially. Be rest assured that the Federal Government is exploring ways to ameliorate any hardship on Nigerians.”

The Discos had announced on Wednesday that they were in support of the proposal by the National Assembly and the Federal Executive arm of government that Nigerians should get two months of free electricity.

Speaking through their umbrella body, the Association of Nigerian Electricity Distributors, the Discos stated that modalities for the free electricity would be worked on and made public in due course.

The Discos, however, clarified on Thursday that electricity would be paid for by the Federal Government in partnership with the National Assembly.

Health › Coronavirus: Edo Sends Samples Of Nine New Suspected Cases For Testing by References(op): 10:36am On Apr 10, 2020
-As govt insists on compliance with guidelines

The Edo State Commissioner for Health, Dr. Patrick Okundia, has disclosed that there are nine new suspected cases of coronavirus (COVID-19) in four Local Government Areas of the state, noting that the samples of the patients have been collected and sent to the Irrua Specialist Teaching Hospital (ISTH) for testing.

The commissioner, who spoke to journalists in Benin City, urged residents to stay at home and observe other precautionary measures to avert further spread of the virus.

Okundia said the nine samples were collected in Esan West (4), Esan Central (2), Oredo (2), and Orhionmwon (1) LGAs.

He, however, reassured that all COVID-19 patients in the state are responding well to treatment.

He said, “As at today, we have recorded nine new suspected cases in Edo State, raising the total number of suspected cases to 72. There are 288 persons who had contacts with confirmed cases. The number is likely to increase significantly in the next few weeks, unless we take very drastic actions to slow down the spread.

“This we can achieve by complying with the state government’s stay-at-home and social distancing directives, as well as other precautionary measures to curb the spread of the deadly disease.”

The commissioner added, “Governor Godwin Obaseki has ordered the shutdown of any hotel found to be hosting guests who travelled in from outside Edo state and does not inform the COVID-19 response team to screen such guests. Vehicles with passengers not adhering to the social distancing regulations will also be impounded and their drivers prosecuted.

“As a government, we have taken serious steps to prevent further spread of this virus. Though we are also ready to handle any cases recorded in the state, we urge all residents to support the state government and other health practitioners as we intensify efforts to keep Edo people safe and healthy.”

Politics › Lawan To Uwais: 'Your reaction to our comment is baseless’ by References(op): 3:02pm On Apr 09, 2020
Senate President Ahmad Lawan has described as ”unfair and baseless” a statement made by Maryam Uwais, special adviser to the president on social investments.

Uwais had reacted to comments credited to Lawan and Femi Gbajabiamila, speaker of the house of representatives, on the national social investment programme (NSIP).

Uwais said the comments of the national assembly leaders were “regrettable and unfortunate”.

At a meeting with Sadiya Umar Farouq, minister of humanitarian affairs, disaster management and social development, in Abuja on Tuesday, Lawan and Gbajabiamila demanded a reform of the programme.

While the speaker wondered what parameters the government was using to implement the programme, the senate president said: “I think we have not been able to reach far out there to get them properly captured.”

But in a statement, Ola Awoniyi, special adviser on media to the senate president, said at the meeting with Farouq, the national assembly leaders “made some observations on aspects of the NSIP and recommended that the implementation process be finetuned and the scheme be backed with legislation to make it more efficient, effective and accord with global best practices”.

“Although the official Press Statement issued at the end of the meeting clearly conveyed the deliberations and resolution of the meeting, some misrepresentations appeared in the reports by one or two newspapers,” the media aide said.

“Also, there was no mention of N2 trillion or any amount whatsoever in the statement. Virtually all other media houses published or broadcast the press statement accurately except for the errant reports mentioned above.

“The comments at the meeting were not made to denigrate any official but to make the scheme more effective in the delivery of its critical mandate and these comments were well taken by the Honourable Minister and her delegation.

“The minister was honest enough to admit that the NSIP had some ‘challenges’ and also bedevilled with ‘intrigues’ which she was yet battling with.

“The leadership of the national assembly would not have suggested an enabling legislation for the NSIP if it does not believe in the relevance of the scheme.”

Awoniyi said the misrepresentation made Uwais “to issue a rejoinder containing unfortunate insinuations which were totally extraneous to the discussions at the meeting”.

“We, therefore, take strong exception to the innuendo by the presidential aide that her rejoinder was issued towards ‘safeguarding the entitlements of the poorest of Nigerian citizens, whose benefits are likely to cease because they are not known or connected to NASS members or any other person of influence.’ That insinuation is unfair to the members of the national assembly and entirely baseless,” he said.

The media aide said public office holders should be receptive to constructive ideas and suggestions.

“The leadership of the national assembly is committed to sustaining its cordial working relationship with the other arms of government as it has seen the benefits of this approach in the improved environment and speed of policy and decision making,” he said.

Politics › [BREAKING] COVID-19: FG Grants Amnesty To 2,600 Prisoners by References(op):
The Federal Government on Thursday granted amnesty to no fewer than 2,600 inmates as part of measures to decongest prison facilities in the country amid the coronavirus pandemic.

The Minister of Interior, Rauf Aregbesola, disclosed this at an ongoing press conference at the headquarters of the Nigerian Correctional Service in Abuja.

He said at least 70 inmates, who are serving various terms for crimes against the society, would be processed and released later today.

Aregbesola said the affected inmates include inmates that are 60years and above; those suffering from ill-health likely to terminate in death; convicts serving three years and above and have less than six months to serve; inmates with mental issues; and inmates with an option of fine not exceeding N50,000.

He said, “In a symbolic gesture of the amnesty given to the 2,600 inmates across Nigeria, 41 Federal inmates and 29 FCT inmates making a total of 70 inmates who met the above criteria will be released today from the Kuje Custodial Centre in Abuja.

“This amnesty will not apply to inmates sentenced for violent extreme offences such as terrorism, kidnapping, armed banditry, rape, human trafficking, culpable homicide and so on.

“The Governors of the 36 states under whose jurisdiction most of the inmates were incarcerated will complete the exercise in line with the federal principle.”
