The Ladoke Akintola University of Technology, Ogbomoso, has expelled 45 students for their involvement in examination malpractices. The list of the affected students was contained in the report of the university’s senate after its sitting of February 20 2020. The school on Wednesday forwarded the names and details of the affected students to all students via the school’s electronic mail transmission system. According to the mail, which was made available to PREMIUM TIMES, the senate’s decision was informed by the recommendations of the Examination Malpractices Panel and Student Disciplinary Committee. The affected students cut across departments including Architecture, Civil Engineering, Medical Lab Sciences, Mechanical Engineering, and Electrical Engineering. An analysis of the details, however, showed that only two of the students investigated escaped the hammer. Oyedokun Ridwan Oyeniyi of the department of Agric Engineering was exonerated by the committee while Agboola Oluwakemi Felicia was discharged for want of evidence. Also, while the 45 students were expelled with effect from Harmattan Semester of 2018/2019 academic session, five students bagged four semesters suspension and two graduates, Akintunde Olawale and Ibitoye Ahmed, had their certificates withdrawn. In 2002, the administration of ex-President Olusegun Obasanjo signed an agreement ceding $100 million to the family of Sani Abacha in exchange for the return of $1 billion ill-gotten wealth traced to the late military dictator. The deal, Obasanjo said at the time, was the “hardest decision” he had to make in his life. That money, held in trust by Abubakar Bagudu, governor of Kebbi state, is what the federal government now wants to return him. His company, Blue Companies, handled the investment portfolios linked to the Abachas. With interest, the money has grown to $110 million since 2002 when the agreement was signed. However, the US has been kicking against paying the money to Bagudu but the Buhari administration went ahead to sign a 2018 agreement with the governor to return the money to him, as reported by TheCable. Abacha, who served as Nigeria’s head of state from 1993 to 1998, was said to have looted up to $5 billion during his regime. Efforts to recover the funds had hit the rocks until Obasanjo signed a contract to allow the family of the late leader to have $100 million in return of the money stashed across Swiss banks. “That (the contract) is one of the hardest decisions I have to make in my life,” Obasanjo was quoted as telling TELL Magazine. “I know that the Abacha family hadn’t legitimately done any work to deserve US$ 100 million.” Obasanjo was further quoted to have said he signed the deal because what Abacha’s lawyer wanted was for the case to linger “endlessly and they can do that almost forever.” “Our lawyers came and said: Well you have a choice to make. We got to a situation where we can get about US$ 1.2 billion,” he had reportedly said. “But should I go ahead to recover US$ 1.2 billion of Nigeria’s money or go to tell Nigerians that we are fighting this case and 25, 30 years from now you wouldn’t get anything. “So I told the lawyer ‘let me think about it because it wasn’t an easy decision for me.” Obasanjo, however, agreed the deal was a good one, when compared to similar cases across the world. Just like the case of Bagudu, the deal also shielded the Abacha family from further litigation particularly those relating to the amount Nigeria was seeking to recover. https://www.thecable.ng/flashback-obj-described-deal-on-giving-100m-to-recover-1bn-abacha-loot-as-hardest-decision-of-his-life |
…Oshiomhole now accuser, prosecutor, judge, says PGF DG …Writes Akande C’ttee on steps to reconciliation Director General of the Progressive Governors Forum, PGF, Salihu Lukman, has described his ruling All Progressives Congress, APC, as a political party that was no longer functional due to its inability to hold regular meetings of its constitutional organs as provided by law. He also blamed part of the crisis in the APC on its National Chairman, Comrade Adams Oshiomhole, accusing him of being the accuser, prosecutor and judge in most of the disputes afflicting the party. “The hard truth is that as it stands today, APC is not a functional political party. None of its organs at any level is meeting as provided in the party’s constitution. ‘’It is even debatable if our membership register exists. At best, it will be the same old 2015 membership register,”, he said yesterday. Efforts to reach Oshiomhole for reaction, last night, proved abortive, as his mobile phone could not be accessed. In a lengthy memo to the Chief Bisi Akande-led APC National Reconciliation Committee, Lukman also traced the genesis of the crisis in the party to the processes leading to the 2015 general elections. He said: “Part of the components of the contributions of the APC to Nigeria’s democracy include that the problem of imposition of candidates in elections were minimised considerably within the APC, at least in the 2015 elections. Unfortunately, that is where our problems started. Contestants in party primary election failed to develop the needed sportsmanship to accept results. The old habits of aspiring candidates taking over leadership structures of the party and through that therefore predetermining results of the primary elections remained the case.” Sycophants from Edo While he contended that the procedure for maintaining party discipline had been so cheapened, to the extent that the national chairman dominates the whole process, the PGF DG also blamed the chairman for surrounding himself with those he described as sycophants, who he said are mostly from Edo State. “The crisis in the party is clearly getting worse and worse by the day. It has gotten to a stage whereby the competence of members of the Comrade Oshiomhole-led NWC to provide needed leadership to ensure victory in every election has been eroded. We can win election and on account of some inabilities to competently manage legal challenges associated with nomination of candidates, we are compelled to surrender victory to our opponents. This is the narrative of the Supreme Court judgement of February 13, 2020 in respect of November 16, 2019 Bayelsa elections. It was also the case with the May 24, 2019, Supreme Court nullification of the election of all APC candidates in the 2019 elections in Zamfara State. “In other words, our NWC can be described as a very efficient Trojan horse that opens the backdoor for electoral victory to our political opponents. It is really unfortunate that we are faced with all the avoidable electoral tragedies, all because our NWC has decided to abdicate its responsibility. This is quite disheartening and certainly beyond any expectation. How can all these be happening under the watch of Comrade Oshiohmole as the National Chairman? Comrade Oshiomhole’s leadership credentials cannot be disputed. But given what is going on now in APC under his watch, it is very clear that he is not that same Comrade Oshiomhole that was an inspiring union leader who competently handled all organisational leadership challenges to the admiration of Nigerians. “Part of the problem now is that he is surrounded by sycophants mainly from Edo State. Any attempt to help him through objective advice is condemned as betrayal especially when such advice comes from people who were close to him. Many of those who claimed now to be his supporters and loyalists are people who only relate with him based on his position of power and capacity therefore to influence access to political positions. His success as a leader who is able to direct the party towards electoral victory is never their consideration except if they are the candidates. “One cannot blame these sycophantic crowd around our National Chairman. But I will definitely express my disbelief at the way Comrade Oshiomhole has become all of a sudden, a leader who is intolerant to criticisms. His level of intolerance is so high that any disagreement or criticism expressed against any of his decisions or actions is classified as betrayal and therefore requiring disciplinary actions. The procedure for disciplinary actions has become so cheapened such that all the relevant provisions in the party’s constitution are violated. As a result, Comrade Oshiomhole is today the leading accuser, prosecutor and judge in almost all cases where disciplinary actions have been administered in the party. The only probable exception may be the case in his Ward in Edo State where he is also being alleged to have been disciplined”, he stated. Way Forward Lukman also berated Comrade Oshiomhole for his intolerance to criticisms, and listed ways out of the current issues threatening the party. “With this kind of background, it is almost impossible to start any process of engagement to resolve our problems in the party without addressing the issue of intolerance that is today the main characteristic of the Comrade Oshiomhole-led NWC. This is not in any way questioning the capacity or competence of the Chief Bisi Akande-led APC National Reconciliation Committee. No doubt, Chief Bisi Akande is one leader who has all that is required to assist the party and all our leaders to resolve current challenges. In fact, Chief Akande, having led the party, immediately after the merger negotiations that produced the APC in 2013 has everything at stake if the party is allowed to continue to suffer electoral loses simply because our current leaders are intolerant to one another and consequently not able to manage processes of candidate selection within the party. “In addition to Chief Akande, the Committee has very reputable members who have played very important roles during the merger negotiations of our legacy parties in 2013. I am very confident that these reputable team of very selfless leaders should be given all the support required to ensure that they succeed. How can we support the Chief Akande Committee to succeed? ‘’I think the starting point has to be an appeal to the Comrade Oshiomhole-led NWC, who facilitated the formation of the Chief Akande Committee to convene a meeting of the appropriate organ of the party – National Executive Council (NEC) or National Caucus where a decision setting aside all the disciplinary actions at all levels of the party, including the NWC can be taken. “Somehow, such a meeting can also serve as perhaps an ice breaking platform where some good pronouncements can emerge, which can encourage all aggrieved leaders and party members to express their disagreement and dissatisfaction at the way our party is being managed since 2015. Steps must be taken at such meeting to ensure that criticising or disagreeing with our leaders does not constitute an offence. “If the Chief Akande Committee is to succeed in this very crucial assignment, it must be positioned to set in motion the process of rebuilding the party. The hard truth is that as it stands today, APC is not a functional political party. None of its organs at any level is meeting as provided in the party’s constitution. It is even debatable if our membership register exists. At best, it will be the same old 2015 membership register. “With such reality, any effort towards resolving our problems may have to commence with verifying the issue of who our party members are. Somehow, this is also an issue that will test our tolerance limits. For instance, to what extent can we accept members such as Sen. Kabir Marafa in Zamfara who instituted the court case that led to surrendering the victory of our party in the 2019 election to the PDP? Or to what extent can we regard members in Ogun and Imo who contested the 2019 elections under different parties? “However it is considered, it is a simple case of responding to all these challenges based on capacity to forgive. The only most important requirement is that each party must be able to accept that mistakes have been made. This is where the Chief Akande Committee will have to demonstrate its capacity and competence. It is a familiar calling to Chief Akande. I am confident they can be able to discharge this function by being able to listen to all actors without apportioning blame to any of the actors. Just as they listen to each of the actors, they should be able to first give some minimum conditions which each of the parties must meet. There is also the issue of strengthening the confidence of party leaders at all levels based on provision of good working conditions. As it is today, our party leaders at all levels don’t have any verifiable working condition. This is partly the case because, the party’s sources of income are still vaguely defined. Issues of membership subscription are yet to be concluded. These need to be addressed. We can resolve all existing disputes within the party, if these are left as they are today, the same old problem will continue to rear their heads every election season. The task of reconciliation in APC has to have a life of its own. It is about commencing the process of rebuilding the party. All our leaders should demonstrate very strong commitment. As part of such commitment, initiative must be instituted to block all openings that further exposes our leaders to more conflicts. One of such issues is the question of refilling vacant positions in the NWC. Somehow, there appears to be decisions by the Comrade Oshiomhole-led NWC to endorse successors from states different from what was agreed at the last convention. If this is to go ahead, there will be more disputes within the party. If this is the preferred option, then it is safer to go for another convention where everything about leadership of the party can be renegotiated, and new agreements reached. The reconciliation-disposed NWC, even if led by Comrade Oshiomhole must refrain from making inflammatory public commentaries. As much as possible, all statements coming from the party should be made to reflect decisions of organs of the party, and the NWC in particular must respect its jurisdictional limits as provided in the constitution of the party when it comes to matters of issuing public statements. There are issues that clearly require the decisions of superior organs such as NEC or National Caucus for them to be credited to the party. Statements must not be reduced to opinions of party leaders, important as that may be”, he added. Chief Press Secretary CPS to the APC National Chairman, Mr Simon Ebegbulem was not immediately available for comments at press time. https://www.vanguardngr.com/2020/02/apc-no-longer-a-functional-political-party-dg-apc-govs-forum/amp/?utm_source=&utm_medium=twitter&__twitter_impression=true |
The dramatic death of a transport union member, Jelili Jimoh, still confounds many residents of Agbado area of Ogun State where the incident happened. Jimoh reportedly slumped and died some minutes later after he slapped a commercial motorcyclist (popularly known as okada rider), Ezekiel Amosu. City Round learnt that Amosu on Monday picked a passenger going to Beshi bus stop in Agbado from Dalemo, a neighbouring community. Some distance to the destination, Jimoh was said to have flagged him down and requested him to pay ticket fee for the day. The rider reportedly gave Jimoh N100 which he rejected it, saying the sum was small. While the haggling went on, the collector reportedly slapped Amosu and detained his motorcycle, insisting that he should add to the N100. As Amosu was begging to be freed, he received another slap from Jimoh, who started fidgeting afterwards. “He went to sit somewhere and before we knew it, he slumped. We rushed him to a hospital and he was confirmed dead on arrival. I was stunned,” an eyewitness, who identified himself simply as Muyiwa, told our correspondent. “The okada rider didn’t touch him at all,” he added. Narrating what transpired that afternoon, a resident, Simon Johnson, stated that the okada rider explained to Jimoh that he did not frequent Agbado route and that he already paid for a ticket at Dalemo. He said, “I was passing by around 2pm when the incident happened. The okada rider was trying to explain to Jelili (Jimoh) that he usually operates around Dalemo. He was carrying a passenger to Beshi bus stop when he stopped him and asked for ticket fee. “The rider gave him N100 but he said it was little. He didn’t even tell him the actual amount to pay. The boy told him he didn’t work in Agbado and showed him the ticket he had collected that day. Jelili didn’t listen. “He then seized the metal the boy uses to luck his bike and slapped him. He left the bike and called some people to beg Jelili to release the metal. He slapped him again and went to sit somewhere. He started shivering and slumped. He was confirmed dead at the hospital. Everyone was shocked because the boy didn’t touch him.” Our correspondent learnt that the Divisional Police Officer, Agbado Division, SP Yero Kuranga, led a team to the scene to douse the tension already brewing in the area. “Some people who did not witness what happened were angry. They would have mobbed the rider but for the police who came to rescue him from the scene,” an okada rider, Sule Abubakar, said. “His friends even testified that the young man didn’t touch him. So there was no reason to treat the rider as a suspect. What I suspect is he had high blood pressure. His wife told the police that he usually ran temperature at night,” a source close to the deceased told City Round. The Ogun State Police Public Relations Officer, DSP Abimbola Oyeyemi, confirmed the incident, adding that it was a case of sudden and unnatural death. He said, “It is true. He slapped the okada rider twice. He slumped two minutes after and died. The rider did not touch him and many eyewitnesses testified at the police station. It was recorded as a case of sudden and unnatural death so arresting the rider will be a miscarriage of justice.” https://punchng.com/ticket-fee-collector-slumps-dies-after-slapping-okada-rider/ Oam4j Lalasticlala Mynd44 |

Ahead of the October 10 governorship election in Ondo state, the All Progressives Congress (APC) Youth and Women Forum for Good Governance has unanimously expressed their support for the 2016 APC primaries runner-up, Olusegun Abraham as candidate of the ruling party for the coming poll. Speaking during their monthly meeting in Akure, the Ondo State capital yesterday, the group’s chairman, Olotu Oluwatoba reiterated the need to have a compassionate technocrat who has contributed immensely to economic and infrastructural growth of the state to occupy the Alagbaka Government House in 2020. According to him, the endorsement of Abraham is coming in view of the need for him to expand and improve the people-oriented programmes he has been doing in his life to make Ondo State and Nigeria a better place to live in. Oluwatobi said Abraham has also been awarding multi-million naira scholarship to the less privileged students across the six local governments in Ondo North Senatorial District and beyond for almost 20 years and setting up of businesses for the needy across the entire 18 local government areas in the state. Also, the state secretary of the group, Mrs Olayinka Alasan, said ” Abraham is a blessing to Ondo State because he is the best among the aspirants who have so far shown interest for the 2020 governorship election in our state and we must support him. “We should not forget that he provided medical and financial assistance to many across the state. “As a progressive and a loyal party, he campaigned for late Adebayo Adefarati across 18 local government areas and rejected the position of Commissioner offered him by the late Governor because he wanted the grassroots politicians to grow. “He later left his multi-million naira business in Nigeria and abroad to help set up Adefarati’s government especially on industrialization and infrastructural development across the state”. Mrs. Olayinka reminded the citizenry of Ondo State how Abraham turned the fortunes of Owena Motel from loss to profit when he voluntarily served as the Chairman of the motel for four years between (1999-2003) without collecting salary or any allowance during the period. She assured the people of the State that Abraham would not disappoint them if given the mandate to serve the people. https://thenationonlineng.net/ondo-guber-poll-apc-youth-women-declare-support-for-abraham/ |

The Chairman of the Independent National Electoral Commission (INEC), Mahmood Yakubu and some National Commissioners are currently in a closed door meeting at the Commission’s Headquarters in Abuja. Although there has not been any official statement to why they are meeting, The Nation gathered that it was to further study the Supreme Court judgment which sacked the Bayelsa Governor-elect, David Lyon. INEC National Commissioner and Chairman Information and Voters Education Committee, Festus Okoye on Thursday, said the Commission was studying the judgment. Details shortly…. https://thenationonlineng.net/breaking-inec-chiefs-in-closed-door-meeting-over-bayelsa/ |
The apex court yesterday in its judgement had vitiated and punctured the candidacy of the Bayelsa Gov-Elect David Lyon, following his Deputy's penchant for change of names/forged certificates. Biobarakuma Degi-Eremienyo (APC Deputy-Gov'ship candidate) is a Senator of the Federal Republic of Nigeria representing Bayelsa East Senatorial District. Oshiomhole, true to type had barked out insisting there will be no inauguration today. A statement the PDP had pooh-poohed, welcoming the Supreme Court judgement. Like Zamfara and Rivers, APC has shot itself in the foot following internal wranglings and poor background checks on their candidates. Listen to Oshiomhole whilst inaugurating the screening committees for Bayelsa and Kogi primaries on August 21, 2019; “You (committee) need to do proper screening and ensure that those who passed the screening are likely to be able to stand the test, not only of winning the election but will not be challenged after victory. “We have a couple of cases where people claimed what they did not have or they sworn affidavits such that they have two, three ages, depending on what they sworn affidavits for. “We have a recent case in Taraba where APC candidate who went through the entire process had his candidature nullified at the Supreme Court on account of falsification of age. “If you notice the contradiction, identify them for clarification because if you fail to clarify, there is still another roadblock. “The opponent can point out those contradictions and our party’s candidature might be in jeopardy. So, it is an exercise that is extremely important. “Some people make claims to certain qualifications. They should have body proof to establish them before you and if you are in doubt, please amplify it to us, particularly with NWC, with the appropriate recommendation,” he said. (The committees were chaired by Senators Hope Uzodinma and Abdullahi Gumen for Kogi and Bayelsa states respectively). https://www.google.com/amp/s/www.vanguardngr.com/2019/08/apc-inaugurates-2-screening-committees-for-kogi-bayelsa-primaries/amp/ Oshiomhole had foreseen this and even stated it succintly as above. He knew it was a dangerous issue and didn't take heed. The posers therefore are: -Should the National Chairman not take responsibility for the failings of HIS screening committee's mistakes, akin to that of Zamfara and then Rivers States? -Should the National Assembly and indeed the Nigerian Police not go after Senator Degi who is adjudged by the apex court to be a certificate forger-par-excellence? PS:The ICPC is presently prosecuting Olaolu Olugbenga, a former Rector of Igbajo Polytechnic on a forged PhD Certificate. A hearty congratulations to Douye Diri but he has the Oshiomhole-led NWC to thank for it. Lalasticlala Mynd44 |

On February 13, 1976, Military Head of State General Murtala Ramat Muhammed was assassinated in Lagos in a bloody coup led by Lt-Col. Bukar Dimka. It was a black Friday in Lagos. A pall of gloom descended on the country as the leader fell by the bullets. The Head of State and Commander-In-Chief of the Armed Forces, General Murtala Ramat Muhammed, was the man of the moment. His revolutionary tendencies endeared him to ordinary Nigerians who were tired of Gen.Yakubu Gowon's reign. The Kano-born officer was a man in a hurry to clear the mess, which both civilian and military rule had foisted on the nation-state. Suddenly, the beat stopped. On his way to Jumat prayers at the Obalende Mosque, his life was cut short by coup plotters. He was 37. Also killed were his Aide-de-camp, Lt. Akintunde Akinsehinwa, and his driver. Murtala was not the only target. Also targetted for liquidation were Olusegun Obasanjo, Yakubu Danjuma, Shehu Musa Yar’Adua, Ibrahim Babangida, Olu Bajowa, and Kwara State Governor Ibrahim Taiwo, who was murdered. Major I. B. Rabo was detailed to kill Murtala. Lt. Usman Dauda was to hit Obasanjo with bullets. Lt. Lawrence Garba was to get rid of Danjuma. Col. Bukar Dimka made the coup broadcast. The Chief of Army Staff was attending a conference with top officers and if the coup plotters had insisted on killing him, there would be many casualties. Obasanjo, it was said, was lucky as he could not be located by the murderers. He went into hiding. Another officer, Col. Raymond Dumuje of Army Ordinance Corps, was mistaken for the Owu-born soldier. He was shot and wounded. Babangida later emerged as a hero as he was one of the officers who foiled the coup. Darkness descended on the nation, following the announcement that a group of soldiers, led by Dimka, the Director of Army Physical Training Corps, accomplished the cruel task. Nigerians who were fascinated by his dynamic foreign policy, war against corruption and proposed transition programme, were enraged. Somehow, students perceived him as a folk hero. As his body was flown home, there were wailings. The country was united in mourning. Later, the 38 masterminds, including Dimka and Gen. Illiya Bisalla, were tried and executed by the military. Also executed were former Benue-Plateau governor, Joseph Gomwalk, Col. A. D. S .Wya, Lt. col. T. K. Adamu, Lt.Col. A. B. Umaru, Col. Isa Bukar, Lt. Col. Ayuba Tense, Major D. C. Dabang, Major Ola Ogunmekan, Major J. W. Kasai. Major J. K. Afolayan, and Lt. Lawrence Garba. Seven non-commissioned officers were also executed. Forty-four years after, his magnetism, charisma, and popularity have not dimmed. The Murtala years are still remembered with fondness. However, those who were affected by his pseudo-radical approach remember him as an impatient and temperamental soldier and administrator who spared no thought for details before taking drastic actions. In his book, “Gowon: The Biography of a Soldier-Statesman”, Prof. Isawa Elaigwu, described Murtala as a very intelligent and hardworking officer, but was often repulsive and temperamental, a trait that earned him the name ‘bulldozer’ among some of his colleagues”. During the civil war, he rejected the risky idea of crossing the Niger River with boats. Gen. Alani Akinrinade recalled that his men perished as enemy forces sunk the boats. In a bid to clean up society, top civil servants, including notable university teachers and diplomats, who had served the nation without blemish, were swept by the gale of forced retirements that characterised the period. Since his ‘tenure’ was brief, perhaps, other weaknesses of the military general could not unfold. Murtala took over from General Gowon in 1975. He was a civil war hero with lots of exploits. After the civil war, military officers had frowned at the post-war federal cabinet composition, which excluded them. Restless soldiers also wanted the military governors to yield way so that they could take their place. The grumblings got to the ears of the Head of State, who just made a slight adjustment to the team. He appointed Brigadier Olusegun Obasanjo as Federal Commissioner for Works and Housing. He also gave Murtala, a doyen of military signals, the communication portfolio. It was an open secret that military boys who were fed up with the Gowon Administration were in favour of regime change. Gowon was also not in the dark, although he made no conscious attempt to avert it. When the top police officer, M. D. Yusufu, alerted him, he brushed the information aside. In Yusufu’s biography, “Aristocratic Rebel”, the author, Ayo Opadokun stated that “Gowon prevaricated and procastinated. The General felt no urgency. The Head of State told M.D that he knew their was discontent, and he was going to handle it in his own way when he returned from OAU”. The opportunity to hatch the plan came when the Commander-In-Chief jetted out of the country to attend the Organisation of African Unity (OAU) meeting in Kampala. The assignment fell on Gowon’s cousin and Commander of Brigade of Guards, Col. Joe Garba, who led the bloodless coup. At the airport, Gowon, as recalled by Elaigwu, told Garba: “If you are plotting, let it be on your own conscience and let it be without bloodshed”. Many historians have not given the extent of Murtala, Obasanjo and Danjuma’s involvement in how their boss was shoved aside. However, after the coup, they looked at the these senior officers for direction. Murtala and Danjuma were renowned coup plotters, who participated in the coup that drew the curtains on the lives of Gen.Aguiyi Ironsi and Col. Adekunle Fajuyi in Ibadan, capital of Western State. Murtala, in particular, was popular amount young officers and it was said that he was asked to become the Head of State to give the change of government a sort of credibility. When Murtala assumed the reins as leader, Obasanjo became his deputy, with the portfolio of Chief of Staff, Supreme Headquarters. In fact, historians have always referred to the administration as Murtala/Obasanjo regime. The trio of Murtala, Obasanjo and Danjuma spearheaded socio-economic and political reforms, which, in part, repositioned Nigeria. However, Danjuma was previously junior in rank to Major-General Illiya Bisalla, who became the Federal Commissioner for Defence. Murtala was immediately promoted to full General, and Obasanjo and Danjuma to Lt-Generals. That created tension in the Supreme Military Council (SMC). Murtala’s maiden speech on July 29, 1975, was explosive. “All members of the Federal Executive Council are hereby dismissed with immediate effect”, he thundered. Subsequently, all executive orders carried the tag of immediacy. No foot-dragging, no lethargy, no tardiness. But, those negative attributes had become the bane of the civil service under Gowon. Corruption, negligence, nepotism, favouritism and tribalism had soared, thereby making critics to question the basis for sacking civilians from power, in the first instance. Top military brass outside executive power exaggerated the malaise to blackmail the leader. Although Gowon could not be fingered in any corrupt practice, the same could not be said about his military governors and civilian commissioners. Now, under Murtala, decisions were carried out with dispatch, precision and patriotism. Murtala promptly asked for the list of indolent, lazy and corrupt civil servants across board. He lacked the mechanism for authenticating the claim of the drafters. There was no sober reflection before taking the decisive actions. The fire-brand super permanent secretaries who Gowon relied as kitchen cabinet were victims. Their bright careers were cut short. Out of 12 governors, only two; Brig. Mobolaji Johnson (rtd) (Lagos) and Brig. Oluwole Rotimi (rtd) (Western State), survived the summary dismissal. Many bosses closed their offices in the evening and they could not return to the same office the second day. Many permanent secretaries, directors and other technocrats learnt about their retirement on the radio. There was instability in the civil service. Everybody had to sit tight. University teachers were not insulated from the military hammer. Public accountability was now by force. But, the effects were far reaching. Suddenly, civil servants started to cut corners in anticipation of such emergencies. Lecturers who had hitherto confined themselves into the campuses started looking outside. Adjustment became hectic for some victims who feel sick and died. But, there was forced sanity. With immediate effect, Murtala decongested the Apapa ports. He also created seven more states with immediate effect. The former Head of State promised to complete construction work at the new international airport, Lagos. He promised to build refineries, bridges and railways and work started on these projects with immediate effect. He promised to stop fuel scarcity and high cost of petrol and kerosene and these stopped immediately. Murtala also posed as a populist. He promised to hand over to civilians in 1979 and the transition to civil rule programme took off with immediate effect. It was later completed by his successor, Obasanjo. In post-Murtala period, the nation became the victim of “immediate effect” philosophy. The succeeding civilian authority caught the bug. The Buhari/Idiagbon regime, which was as an offshoot of Murtala/Obasanjo regime, carried on with the affairs of the state with that sense of immediacy. Reflecting on this trend, and its apparent effects on the operators of the ill-fated Third republic, foremost journalist and commentator, Dayo Alao, once stated that “today’s politicians have no patience for prolonged debate, rewarding consultations and rational thinking before decisions are taken, the result of which are expected with immediate effect”. Following his demise, relations between Britain and Nigeria strained. The Federal Military Government headed by Obasanjo alleged Gowon’s involvement. The new Head of State refused to visit United Kingdom throughout his reign. Pressures were even mounted on him to pull Nigeria out of the Commonwealth of Nations. Gowon, who had enrolled as a student in Warwick University denied his involvement. The former Head of State was immortalised. The Lagos international airport was re-named “Murtala Mohammed Airport”. Few other monuments were also named after the gallant officer. For a year or two, February 13 was observed as a public holiday. But what would have happened, if he was not killed? Probably, he would have also retired into politics or business, or become a non-state actor in the international community. Many believe that, certainly, his death also shaped the course of Nigerian history. https://thenationonlineng.net/murtala-44-years-after/
