Uhmn, people lived their productive lives in a state, pay tax to that state, made money and probably loose that money in that state, then declared destitute by that state and later deported to one "home state" where they probably never identified with it, never paid tax to, never spent money in, probably never born in or never visited after moving to the so called greener pasture state.
