The Companies will run the refineries.
The people that run the refineries is not the Fg they are the technocrats. The technocrats will make you minced meat if you were president. The truth is that they will get away and you will be blamed and if you go after them they will shout persecution of all sorts.

The fact now is that with the oil companies in refining we would be saving billion of dollars every year and there will be alot of Jobs. The oil companies know how to run the refineries.

You will not need the cabals in the NNPC to sit on a board to sanction a turn arround maintenance for 300 times the actual cost because the refineries are the ones running it. With deregulation the refineries would make their monies back. We may even see a massive reduction in price of fuel. reason is that when the companies start declaring profits the Nigerian people that I know very well would flock to that business. It will just be like thet telecoms sector.

Investment in the downstream sector, particularly in refinery projects, is now the condition for issuance and renewal of concessions and oil licences to International Oil Companies (IOCs) in Nigeria.

Director of the Directorate of Petroleum Resources (DPR), Mr. Billy Agha, who disclosed this at a quarterly media briefing in Lagos yesterday, said Federal Government has directed that companies that fail to meet the fresh condition will not be issued with oil licences and will also not have their concession renewed.

Licences issued in 1968 expired after the 40-year lease on the oil blocks last year, but the government renewed the licences for one more year. They will soon be up for another renewal.

"Before any company will henceforth get its concession renewed, it has to invest in downstream projects and we want this to be in refinery project," he said.

Agha who lamented the poor state of the four refineries in Nigeria stated that at the moment all the refineries are "dead".

He put the combined average performance of the refineries during the period under review at 6.66 per cent, while the average crude oil received was 3,403,432bbls.

He also disclosed that the total crude oil production for the third quarter of 2009 was 214.6 million barrels, at an average daily rate of 2.333 million barrels per day.

Giving further breakdown, he said the July average was 2,260,224 bpd. In August, it was 2,280,197 bpd, while that of September was 2,462,516bpd.

He also revealed that the nation's crude oil reserve has hit 38.6 mostly from the deep offshore.

"As at January 1, 2009, the nation's oil reserves was at 33.41 billion barrels of oil, condensate reserves was 5.20 billion barrels (38.61mmb). There is an observed net increase of oil reserves of 480 million barrels against January 2008 Reserves, representing about 1.46 per cent increase. The increase is noticeable mostly in Production Sharing Contracts (PSC) Assets in the Deep Offshore areas," he said.

Agha said owing to the inclusion of condensate, the country currently produces over 2.2 million as against the 1.67 million barrels per day imposed by the Organisation of Petroleum Exporting Countries (OPEC).

The DPR boss also disclosed that production deferment for the third quarter of 2009 was as follows: June, 634,371bpd, July, 827,517bpd, and August 2009: 893,523 Barrels per day. The deferments, he explained, were as a result of the Niger Delta crisis and other operational problems.

In terms of revenue generation, he said the agency remitted about N312 billion to the Federation Account during the said period.

Meanwhile, President Umaru Musa Yar'Adua has directed the government team to step up consultations with Labour and other stakeholders to ensure that the issue of deregulation of the downstream sector of the oil industry is amicably resolved.

The Group Managing Director of the Nigerian Natio-nal Petroleum Corporation, Dr. Mohammed Sanusi Barkindo, who spoke to journalists yesterday, said the corporation was pushing for the granting of financial independence to the four petroleum refineries as a means of guaranteeing efficiency and viability of the companies.

Barkindo said consultations on deregulation were continuing as directed by Yar'Adua, just as steady progress was being made on several issues.

Speaking on the protracted talks between government and the Nigeria Labour Congress (NLC) and its allies, Barkindo said the president had given his word that negotiations must continue until the matter was amicably resolved and that government would not take any unilateral action to impose deregulation.

"Consultations have been going as directed by Mr. President because he does not believe in unilateral action," he said.

He described the negotiations as very important and critical to the country's national development aspiration.


"I also want to add my own voice to say that Nigerians should take note of the consultations that has been going on between government team and all the stakeholders because good governance is about consultation in decision making devoid of unilateral actions. We believe in collective decision and I believe that the decision that will be arrived at will be in the larger interest of Nigerians," he said.

Barkindo said it is particularly noteworthy the constructive and mature manner in which the labour team has handled its submissions.

"I want to use this opportunity to state that the ongoing consultation between labour and government on deregulation is not deadlocked. The NLC has accommodated our key requests and we have also taken into account their very valid concerns.

"We welcome their setting-up of a 10-man committee under the leadership of the Deputy President of the NLC Comrade Peter Adeyemi to continue with this dialogue and consultation during and after the deregulation," Barkindo stated.

This is a good policy prescription. However, the implemention is another story altogether. While the oil companies must be encouraged or forced to build as many refineries as possible, that may not be enough to sustain Nigeria as we leap into the ever-changing technological realities of the future - to prevent the looming disaster of global warming and environmental degradation.

The modern trend of future planning for sustainable development that has taken hold here in the USA is energy sustennance by diversification into energy sources that do not rely solely on burning fossil fuel with the unpleasant consequences of carbon dioxide greenhouse emission. The new trend? New investments in solar, hydro and wind power that could be natural sources of energy while gradually phasing out the total reliance on fossil fuels.

In addition, new electric/gas hybrid, pure electric, and pure hydrogen reliant autombiles are now the trend. Nigeria should concentrate more on looking forward rather than backwards. While a few glances backwards may help us to go straight into the future without tripping or falling, it should not be all we do as is the practice at all levels of policy prescription at present. May God bless us with leaders that are blessed with the discerning Spirit of God Almighty. Amen.

\"What does it take for Nigeria to link petroleum refinery development to crude oil lifting by the (brazen-faced) oil exploitation companies.\" For continued oil lifting of Bleep million barrels, every 3-5 years, the oil companies should each build petroleum refinery of say 100,000 b/d, on the same basis of JV as they do JV for crude production with NNPC (or whatever it is called now). Libya does that and now has many petroleum and petrochemical facilities selling finished products to Europe. Refined products are locally guaranteed, and employment too. Their citizens and professionals stay in the country. There are so many Nigerians from Alberta-Canada, working in Libya. In the case of Venezuela, President Chaves has embarked on 100% nationalization of the industry, yet the Shell, Chevron, Exxon, are still there saying \'yes sir to him\'. I admire this initiative, however, the statement says that currently the refineries are \"dead\", meaning they were alive once but maintenance was not carried out, hence their death. Oil companies might invest in the refineries, but the maintenance of the refineries is what is paramount. Will they be dead again in the near future? What is in place to ensure regular and sustained maintenance? Would it be government funding or would a special tax be levied e.g introduction of a refinery developement tax as we currently have education tax and information technology tax. Government should plan ahead, it is not just setting up these necessary infrastructure, their maintenance which assists the durability is as well important.

We have this option of making it a mandate for International Oil Companies to invest in the downstream sector, why did it take complete three decades for someone to even think of it?
Now that they have made it a condition, how soon will they build those refineries? These IOCs and their collaborators will continue to milk our commonwealth until resource creator, God, we make them pay painfully though.

This is a welcome development. How come nobody thought of this before now?! The international oil companies have had a free-lunch spree all these years and it\'s time to put paid to that. No government, especially one that has been tested and failed woefully in the last 30 or so years to take us to uhuruland should be involved in business; their involvement at best should be regulatory. The government of President Yar\'Adua should level the playing field and watch Nigerians turn the economy around. Nobody should be afraid of deregulation of any sector; that is indeed the panacea for our long suffered migrain which cannot be cured by any alabukun or BC powder. Look at the gains in the telecom sector. Again, consider the recent declaration that construction in Nigeria is to become the world\'s fastest growing: only a \'fool\' would not see the inherent opportunities, what with the role construction plays in economic growth and development and the \'trickle-down\' effect it guarantees. Even football (soccer) is another gold mine which we overlook. Our Eaglets are set to make more history come Sunday, what will happen to the young players that fail to make it to top clubsides in the world? My guess is that they might fizzle out for want of a strong and organized local league to fall back on to be later \'sold\' for the benefit of the player, local clubside and country. We can do this! We have the \'can-do\' spirit and we are strategically placed in the African continent to be the darling bride of international business. Let us join hands and make this happen. Ya gazie!

Now the Yar\'Ardua Administration is doing what ought to have been the principle of the oil mining in Nigeria since more that 40 years ago. Nigeria will now creat the largest employment in this industry to tone of million jobs.
The petrochemical subs of this industry alone will keep Nigeria in full employment level. Crime rate will drop dramatically.
Standard of living on aggregate will improve and the giant of Africa will take a giant step. This principle could be extended into other industries.
this talk must be put into action by the National Assembly as an Act of Congress.

While i think it is a good step to insisting IOC\'s build refineries,the authorities should ask themselves why \"if building these refineries will be profitable to these coys,then why have they not done so\"
it\'a all about the bottomline and the authorities should ensure policies and necessary conditions are in place such that building/operating a refinery in Nigeria makes economic sense.It\'s all about the dollars at the end of the day.

This is a laudable step and must be rigorously analysed for implementation. If oil majors are very enthusiastic to invest in LNG projects, they should fancy investing in refineries. The status quo (oil producing and oil consuming countries) no more suffices and our government must make a strong effort to change that.

I think given a condusive business environment, the IOCs are better placed to build and run refineries as they are currently running their upstream companies. My fear remains whether this matching order will be followed to the letter. I also want to appeal to the IOCs to see this line of business as corporate citizenship obligation and it is lucrative even if their target market is for local consumption in Nigeria.

What Nigeria and Nigerians needed is an enabling environment to operate, if the oil companies invest in the downstream sector as mentioned here, especially in the area of refining petroleum products, the story of mafias not wanting the Nigeria refineries to work will be a thing of the past, because if they can influence government establishment, they cannot possibly do so with independent firms that have invested to make profit.

See how well Nigeria is doing in the telecommunications sector, because private firms were allowed to invest and compete with that of the government. If this is taken care of, the next area I would want the government to consider seriously is the power sector, with these three key areas taking care opened for private investors, Nigeria will be set for a corrupt free society and the needed change will come.

B - Nigeria Police Force

214. (1) There shall be a police force for Nigeria, which shall be known as the Nigeria Police Force, and subject to the provisions of this section no other police force shall be established for the Federation or any part thereof.

(2) Subject to the provisions of this Constitution -

(a) the Nigeria Police Force shall be organised and administered in accordance with such provisions as may be prescribed by an act of the National Assembly;

(b) the members of the Nigeria Police shall have such powers and duties as maybe conferred upon them by law;

(c) the National Assembly may make provisions for branches of the Nigeria Police Force forming part of the armed forces of the Federation or for the protection of harbours, waterways, railways and air fields.

215. (1) There shall be -

(a) an Inspector-General of Police who, subject to section 216(2) of this Constitution shall be appointed by the President on the advice of the Nigeria Police Council from among serving members of the Nigeria Police Force;

(b) a Commissioner of Police for each state of the Federation who shall be appointed by the Police Service Commission.

(2) The Nigeria Police Force shall be under the command of the Inspector-General of Police and contingents of the Nigeria Police Force stationed in a state shall, subject to the authority of the Inspector-General of Police, be under the command of the Commissioner of Police of that state.

(3) The President or such other Minister of the Government of the Federation as he may authorise in that behalf may give to the Inspector-General of Police such lawful directions with respect to the maintenance and securing of public safety and public order as he may consider necessary, and the Inspector-General of Police shall comply with those direction or cause them to be compiled with.
(4) Subject to the provisions of this section, the Governor of a state or such Commissioner of the Government state as he may authorise in that behalf, may give to the Commissioner of Police of that state such lawful directions with respect to the maintenance and securing of public safety and public order within the state as he may consider necessary, and the Commissioner of Police shall comply with those directions or cause them to be complied with:

Provided that before carrying out any such directions under the foregoing provisions of this subsection the Commissioner of Police may request that the matter be referred to the President or such minister of the Government of the Federation as may be authorised in that behalf by the President for his directions.

(5) The question whether any, and if so what, directions have been given under this section shall not be inquired into in any court.

216. (1) Subject to the provisions of this constitution, the Nigeria Police Council may, with the approval of the President and subject to such conditions as it may think fit, delegate any of the powers conferred upon it by this Constitution to any of its members or to the Inspector-General of Police or any other member of the Nigeria Police Force.

(2) Before making any appointment to the office of the Inspector-General of Police or removing him from office the President shall consult the Nigeria Police Council.
From the constitution there is a lot of confusin on who really is in Charge of the police no wonder we have this problem of bad policing.

Yes you can have 2 or even 40 IDs but the biometric scanner will have you because it uses your DNA. Except you are a spirit or some magician every human being have just one DNA.

So you can have 40 IDs with 40 different names but you have only one DNA.

What this means is that if you are walking on the street in lagos and you are stoppe to be checked when the scan is done 40 names will come with your the same picture.

That technology is like playing god.

ABUJA—THE Chairman of the Economic and Financial Crimes Commission (EFCC), Mrs Farida Waziri, has identified the judiciary as key to the successful elimination of economic crimes and corruption.

She, however, noted that ”frivolous injunctions” being granted by some courts were inimical to the nation’s justice system.

Waziri said this in a paper, entitled, ”Corruption and Economic Crimes: The Challenges Before Judicial Officers,” delivered yesterday at the on-going Nigeria Judges’ Conference at the Nigeria Judicial Institute, Abuja.

She advocated for a more fundamental approach in the fight against economic crimes and corruption, stressing that Nigeria may not realise its potentials nor attain its vision of becoming a developed nation if the phenomenon is not tackled headlong.

According to her: “I believe and rightly so, that judicial officers are partners of the commission in overpowering those I call “barbarians within the gates” of the system.

”These are the corrupt individuals that stand in the way of economic progress of the country and will at all times corrupt the system for their selfish needs and greed.

”Judicial officers must help this country because so much hope is reposed in them. I believe that the proper, judicious, courageous and innovative use of judicial powers can achieve results.

“I earlier cited the case of Bode George where a conviction was secured within 15 months or so, and will want to contrast it with other equally important cases which were filed and have been pending for over four years not moving beyond the plea stage.

”I believe that the only difference lies in the innovative and judicious use of the powers of the courts. The courts can deny the corrupt the comfort of enjoying their ill-gotten loot by ensuring that they do not abuse basic remedies provided in law for good cause.

“I speak of the grant of exparte injunctions which undermine investigations. At the moment, we are battling with several court orders restraining the commission from ever investigating certain individuals and corporate bodies.

”We are yet to understand the legal reasoning behind a high court restraining the commission from carrying out its statutory duties particularly in the face of notable pronouncements on this point to the contrary by the highest court of the land.

”I speak of perpetual injunctions which in some cases have become permanent immunity to some people who are under investigation even where they have lost their constitutional immunity.

The EFCC Chairman, while acknowledging the commendable efforts of the judiciary in the war against graft, especially with the recent conviction of the former Chairman of NPA Board, Chief Bode George, however, regretted that some high profile cases have not been moved beyond the plea stage for over four years.

Waziri called for the establishment of special courts, which, she said, would fast- track judicial processes in corruption cases.

90% of those in govt in Abuja are into oil bunkering in some way or the other. The same as a huge percentage of ex-Generals and ex-govt people.

Just before Hilary Clinton came here, she made two piercing statements; (1) foreigners know more about Nigeria than Nigerians do and (2) 90% of our oil money benefits only 1% of Nigeria's 140 million!

The real mafia are the people in the NNPC. When OBJ tried to sell the refinery people kicked against it. The truth is that We Nigerians eat our cake and still want to have it.

We cannot deal with the refinery because they are an army in the NNPC they watch each others back. If you were given power to govern what would you do to an NNPC that has so much RANGER Spirit in ELITE PARASITISM.

Agreed the NNPC were not always like that they became very powerful during the Babangida Era.

When OBJ tried take away the only thing(THE REFINERY) that they use to hold the whole Nigeria hostage remember what happened they teamed up threatened nigeria with a strike and so on and so forth. The refinery has never made any profit go and look most refinery in the world make profit.

When Yaradua came he had to abrogate the sale of the refinery. I knew that was a bad move some of the people on NL were very happy some were sad. The cartel is in the NNPC they are the ones that betray Nigeria. Send an angel to NNPC he will have a veery great task.

The reason for this started in the 90s when everybody wanted their kids to work in the NNPC after school. People did all that could do to put their people into the NNPC. The NNPC employed people as the refineries were grinding to a halt. We made the mafia we need to take the power of the Mafia Which is the Refinery and sell it to A NIGERIAN BUSINESS MAN.

We need to increase the price of fuel and allow the market force to take over the oil business. It wll be painful but we shall overcome .

The federal government should hands off state policing. They should have a police service that would be responsibile for the setting up of state police service.

To do this the Federal police Service should immediately set the general prerequistite for any state government to have a state police.

1) A state police training school(This will train your weapon handlers)
2) A state police university( This will train your intelligentia Crime, scientist and Crime psychologist)
3) They must have Internal Affairs that will investigate the police service of the state
4) The Salary structure should start from $2000 with the state inculcating Housing, car mortgages and insurance into every Salary
5) The state would have a Police Equipment fund that police contractors would have access to for cars clothing weapons and communications equipment
6) There should be a Prerequisite that any person that wants to join the police service should have just one wife.

There are 4 people that give me hope in Nigeria. There is Soludo, Fashola, Sanusi and Ribadu.

We need to immediately in Lagos build an Army of young men and women that would be nurtured to hold fort for Lagos.  Lagos state should go more for more tax like

1) Child tax
2) Road Usage tax, (let the monies be insignificant)
3) Since rent is an income it should be taxed( this fraud by the elite should stop now)

Road

I believe that the road is for motorist primarily they are the main users, my thinking of road is like a HOTEL ROOM. YOU pay as you use. I was some time ago discussing with some people and i told them that if the federal government wants to brings the price of cars down in nigeria, reduce corruption and heavy traffic, the government should scrap tax at the ports but bring about a road use payment.

What i mean by this is that you dont pay a single duty at the ports but when your car is shipped into nigeria and you want to use it you have to buy a road usage. My idea is that the payment would be 200%  for any car.

Now I will explain.

for example you bring in a car that costs 2million naira and you pay no single taxor duty at the port. but to drive the car on our roads you must have a Road usage of 4million naira.


if you decide not to drive the car again after a year the number given to you will be submitted back and your money would be paid back to you after which some deduction would have been made Like

insurance
Administrative charges

What this would mean is that instead of putting value on a car we are PUTTING VALUE ON THE HUMAN BEING THAT DRIVE ON THE ROAD,

back to Lagos state I dont know if the Lagos state government gives the plate number but if it does the above is what the lagos state can do. Now like i said the road is like a room you rent some people spend a 8 hours in a day on the road.

To have an effective road network you must give people the chance to come into road business so you divide the road into blocks. You then sell the blocks to road companies.

The Job of the road companies would be to

1) maintain street light, traffic light and street markings
2) collect toll
3) maintain drainage( all drainage must be covered nothing like open sewers)
4)Sweeping of the road(not with hands haba) and maintaining vegetation of the road
5) building of bus terminus to be used by TRANSPORT OPERATORS

Now so that if you are moving from point "A" to point "B" as a private motorist you pay a little fee but if you have a road usage fund your plate number is captured (it could have a simple readable chip or on camera) as using that road and deduction are made automatically from your road usage fund. Now not all the roads should be like this but it should be prime roads.

Transport


The transport issue is interwooven with Road. The usage of road is by people hence you have transportation. Lagos state has a massive population and you must take out the enterpreneur and allow companies to run the transport business.

Lagos is one of the most populated cities in the world, you cannot gove this to OKADA riders to run. You need to bring in more Transport Operators

Governor Babatunde Raji Fashola of Lagos State on Monday disclosed that the state now generates a monthly revenue of N14 billion as tax.

This was contained in his paper titled “Re-Engineering State Tax Administration Strategies, Systems and Processes: Lessons from Lagos State” presented at the first national roundtable strategy session on internally generated revenue holding in Abuja.

According to him, the figure represents over 300 per cent increase against the N3.6 billion the state was generating in 2007 when he came into office.

Governor Fashola added that there was an improved quality of service delivery to tax payers, a wider taxpayer base, increased rate of voluntary compliance, among others in Lagos State.

The governor said: “I must be quick to add that we are far from the Promised Land, but we hope to get there.”

He further stated that the challenge of re-engineering the tax administration strategies and systems of any government is a multifaceted one which must be confronted with thorough dedication.

Fashola however expressed dismay that most companies in the state perform extremely poor in terms of discharging their statutory duty of deductions and remittances of taxes from their employees and contractors.

“Many of them do not deduct the correct amount of taxes prescribed by the law. There are several cases of allowances surreptitiously paid to staff without subjecting them to tax.

“In addition, we have several cases of expatriates’ staff whose emoluments and identity are not disclosed in the companies’ tax returns.

“Many companies even deduct PAYE (Pay As You Earn) and withholding taxes but fail to pay over to government. Those that eventually pay hardly ever do so within the time prescribed by law,” he explained.

Fashola affirmed that over the next two decades, Lagos State would need about N2.6 trillion to provide qualitative and efficient network of roads and drainages; N1.3 trillion for power; N1.2 trillion for inter-modal transportation system, N650 billion for information and computer technology; N390 billion to expand and improve its water supply network, among others.

Earlier in his opening address, Chairman of the forum and Kwara State Governor, Bukola Saraki, stressed that it is expected that states’ budget discussions would be more balanced with comprehensive focus on both revenue and expenditure.

Saraki, whose speech was read by Ebonyi State Governor, Martin Elechi, said: “We must begin as a group to shift away from using the benchmark price of oil as the main factor driving our revenue base.”

To bring in a car in Ghana you pay almost 100% tax so if you have a car in ghana you can buy 2 of the same car in Nigeria for the price of the car you bought in Ghana.

Already Mr. mccloud224 you have made a big mistake that even somalians would not do. You would have been better off using that money to buy food for people in your street and sharing it to them for free.

From the title, I was expecting something well researched, or a first hand testimony of someone who has experienced or is experiencing life as an illegal immigrant abroad, but all you did was to draw wild conclusions and paste pictures labelled by Associated Press & Reuters .

The issue of the plight of illegal immigrant abroad touches a sore nerve that should give any reasonable person cause for concerns. But I think the summary boils down to the individual involved and what they really want. Travelling or staying abroad without the statutory requirments is a big gamble with so many bad sides and a few good sides. But even with the tales of the deprivations people go through, some people will still want to see it to believe, like Thomas in the bible.
I look forward to the day that home governments, especially in African countries will begin to take the welfare of their people very seriously.
But hey! even life itself is a big gamble.
The poster above says that it is not enough evidence to warn people that travelling abroad is not the best Just by mere Associated Press.

I cant but agree with you. The problem stems from our type of education. When we say our kids should go to school the intention is for competition for seats in the elite class, EITHER THE PARASITIC CLASS OR THE NON PARASITIC CLASS.

Our education is for the qualification of a "HOUSE NIGGER" the mentality is "Once you get a degree you must have a Job car and a house"  The Nigerian education has no connection to development. I can imagine that so many people will be happy that Dora should be seen as corrupted. It gives the facts to excuse that Nigerians are corrupt.

Lets us examine her work in the Ministry she is OBJECTIVELY.

In procuring equipments for an upgrade she would have no problem going to the sellers of the equipment or look for the price on the internet. Now here lies the problem.

1) If she does find the best price for Nigeria and she brings it to be installed you will say there is conflict of interest
2) The Purchase would be cut off from over inflating the price and this means taking money away from technocrats.
3) She says that she does not want to be involved directly why? because the criminal Technocrats in the NTA and the ministry will bring you down.
4) this is not a leadership problem it is a civil service problem of Chop I chop(grew powerfully in the Babangida era).
5) If you were given the post of minister and you are supposed to upgrade an installation would you not use the people in the departments?
6) Did you think that changing the leader of a ministry makes the whole ministry Holy?
7) you decide to honestly save money for your country and the people in the minstry will

a) Intentionally destroying the equipment

b) Tell you that you bought the wrong equipment and that is why it got spoilt and then they will set up board of enquiry and the same technocrats will be the one that will examine what you bought.

c) You could end up going to Jail because you want to save your country.

d) Send Moses to a corrupt ministry or department you would think that he was a thief. Your technicians and technocrats in the ministry are the ones that you never hear anyone talk about.


Akunyili did well in Nafdac because you hardly did any procurement. She was a field worker.
