It was illegally done indeed but i don't see any correlation of it supporting terrorism. We all know the US refused to sell arms and ammunition for us to fight Boko haram back then, and so the desperation was so much that we had to get arm by any means. So to me, it's wasn't meant to empower terrorism rather to battle it. Come to think of it, why would he be empowering boko haram owing to the fact that they were the one destabilizing his government, infact one of the major reason why he was booted out of Aso rock?
