Was watching some recent clips of Abuja hoods, and if i’m to be honest, parts of it eclipsed some of the cities you listed like Accra!

I’ll concede though that South Africa cities are in another league altogether! With the exception of North African and South African cities, i reckon Abuja neighbourhoods (just neighbourhoods and not downtown/business-districts) beat those of other sub-saharan African cities!
