The point is your gov budget for road is split over the construction time.Brazilian contractors will take 3yrs..Chinese will do it in less than a year because they will finance the entire amount and will work 24hours no weekend no holiday.Your country is missing a lot in tapping the incredible Chinese construction machine

You ignorance is no longer shocking.If a project like poukase interchange will take 3yrs the budget is split into 3yrs..gov doesn't bank money..it budget for what it will pay contractor that year..so 20m in 2018..mostly loans from Afdb..next year until it's over.Afdb will similarly release the money in tranches.If like Kenya you had Chinese contractor they would go to China n borrow the entire amount..finish the road in a year and wait for your money in trenches.This trick Chinese contractors use to avoid delays and turn huge profit.Poukussae they can finish in six months

All govt does is, send an appropriation bill to parliament saying they placed to construction of this road or that railway in the budget and are coming to seek approval for money to be withdrawn from Ghana mineral investment fund or Petroleum funds or so many other sovereign wealth funds..



This is why Ghana spends more money on infrastructure development than your country every year....

So far, Ghana is doing 13 billion dollars while Kenya is doing 7 billion
