Hawking is not a job. All those informal jobs - are not jobs. That is just surviving or hustling!. The difference btw Kenya and Nigeria is day and night. For example - nearly all security guards come from a company. We do not import cousins from rural kenya - and make them our watchmen. They are hired by security companies - we pay security company - they pay them 100-150dollars - not enough to really rent - anywhere except slums. Kenya slums are like South African slums. All kenyan slums are situated 1) Next to Upper class estates 2) Next to industrial area and 3) Next to CBD. People who live in slums work for rich people as maids, drivers, and in industries providing temporary cheap labour. They are cleaners in officers...and watchmen. For example - Kibera provide Labour for Karen and many areas around CBD. Mathare provide labour for Muthaiga and areas. Each of kenya rich areas has some little slum - created by poorly paid labourers - they walk to their work - rich men homes or office - and walk back home. Rarely do you find a 5 generation of slum dwellers like Accra or Nigeria. You don't find slum dwellers like Makoko of fishermen. West African people are stuck in slum for many generations - just doing nothing but hustling Most kenya slum dwellers arrive from rural areas - try to find any job - and work their way out of the slums. Rural-Urban migration should match the economy development of a country. People should move to cities to find moderns jobs. Not find basic stuff like electricity, piped water and the likes. In Kenya - rural areas - have good roads, 24-7 electricity, piped water and people own their farms. Their farm produce are bought. There are very many good schools in rural areas. That helps reduce urban migration until their is COMMENSURATE formalization and sophistication of the economy to bring modern urban jobs. The next level of Gov - Counties - Post 2010 - County gov and National gov have functions defined. This nearest to Nigeria State gov. They are 47 in kenya with elected gov and county assembly to pass by-laws. For example Counties are in charge of all hospitals and dispenaries, they are in charge of only pre-primary, in charge of water and in charge of rural roads. Nearly all counties therefore maintain rural roads deep into villages. They build stadiums name it. County gov were given 17 functions and 40 functions remain with national gov. They have about 50-200M dollars annually to fix things in county of 0.5-1M people. Example:When I took over as the first Kakamega Governor I established that road network was in a deplorable state. Every MP (whether in opposition, independent) - is a patron of CDF - with his constitutuent can decide to build anything - repair rural roads - buy grades - name it.

Kenya's NG-CDF - Constituency Development Fund - was established with every elected MP (290) as the patrons. They get 1-2M dollars annually to deal with local issues like schools, bursaries, water, police stations. People decide - the last pic is school built in Kibra through this CDF fund.

In 1983 kenya launched "District Focus for Rural Development Strategy" to replace 1967b" Africa socialism" that had centralized development. This help stymie the rural-urban migration. CDF of 2005 - where each MP is given 1-2m dollars every year for rural project also helped. The 2010 constitution with counties - has accelerated rural development. |
