What I can tell you is the glorious story of Africa smallholder farming that not only overtook big farms in Kenya (South Africans cannot comprehend this) but has overtaken the world.

Check smallholder tea production in kenya in 1963.

And compare with NOW. It's staggering!

And with that we have some of the most developed rural places.

I know for most of these bozos they cannot imagine a rural place so developed.

Most states and LCA of Nigeria basically depend entirely on Oil allocations. My calculation came to around 40B dollars.

Most countries have similar arrangement. Kenys still have counties. And those counties still have Municipals with their own budgets.

All countries you listed are Republics, Nigeria practice federal system, national budget is for the federal govt,each state is semi autonomous with their state executives, judiciary and legislators all the way to local govt, with an equivalent of the 3 arms of Govts.
States have their budget different from what The FG allocates.

Maybe when you're looking at HDI kind of metrics - human development - but if you're looking at countries or cities with most advanced or developed physical and other such metrics - QOL is important but not very important.

The most developed cities is definitely not Lusaka or Widhoek or Maseru.

Development and Development Per Capita. The US is the biggest economy but Qatar is biggest economy per capita. So in Africa we can say Joburg, Cairo,Capetown, Lagos, Nairobi and Luanda are most developed. But in terms of say development per capita then smaller cities like Widhoek, Port Louis wins.

you are confusing development with infastructure..... Development is more than just pure infastructure like buildings and skyscrapers.... Its everything from healthcare, education, housing, Internet connectivity, power supply, sewage ect ect.

From a far Lagos looks very well developed by African standards however how many people have access to power or sewage in Lagos? How many have access to Internet? Access to proper transport?access to education?

Smaller cities like Auckland can be just as or even more developed than cities like NY without having the large flashy buildings, since a larger % of its citizens have more and better quality access to the things mentioned above.

Development is to develop - and nothing beats physical development - so we start from there - and definitely likes of Newyork, London, Tokyo,Beijing and Paris come into mind as top 5 for me. In Africa we are talking Joburg, Cairo, Nairobi, Capetown and Lagos as the top 5.

But if you're looking for nice little towns then you start looking at the Widhoeks.

So the most developed - has to start with most structures (skyscrapers, buildings), infrastructure (rails, metros, trams), etc etc

I am not aware of a Mercer ranking of the most developed city. Mercer rank quality of life in major cities.

Actually there is not much tourism in Nigeria - just diaspora returnees. Which tourist would go to Nigeria? I doubt it's even marketed in any tour agency in the world. The tourist you'll see are ex-pat community in Nigeria working for mostly for embassies and oil industry.

You do realize that Nigeria has Africa's largest diaspora? some are even.second and third generation in their countries of birth. This is what has contributed to Nigerian tourism. When you land at Murtala you can be sure 80% of the people will be Nigerians or descendants of Nigerians. This is a huge advantage to you. Plus also the remittance they bring is crazy amounts. But when it comes to hospitality in General? Nigeria is at the bottom of the barrel even in west Africa.

Yes but so does Kigali and the likes of Windhoek, Gaberone. I'd put those in 3rd tier - because they are smaller cities - with about 1m or less people. Accra would be in the 2nd tier with Kampalas, Lusakas, and many such cities. The 3rd tier would like led by likes of Windhoek, Gaberone, Kigali, etc.

Accra belongs to the 2nd or even 3rd tier of Africa cities - Mombasa, Abuja, Lusaka, that kind.

For the most developed cities in Africa - definitely add Cairo and Lagos. If development doesn't just mean infrastructure - but housing and size. So for me the most developed Johannesburg, Cairo, Capetown, Nairobi, Lagos, Luanda, Adis Ababa, Dar, Durban and finally no 10 - maybe Abdjian or Pretoria or Casablanca or Harare or many Maghreb cities including Alexandria.

There is no way Nairobi and Mombasa can compete with any of Nigeria slumpolis. Lagos sees dust when compared to Nairobi. Abuja is just a useless gov city - can never compete with Mombasa in nearly all parameters except maybe road and idle rail. Actually, on rail - Mombasa is better.

Mombasa city has more than 1m people - the metro 3.5M. Mombasa beat Abuja the same Nairobi beat Lagos.

We cannot justify at our level of development building roads in the semi-arid and arid north. The majority of Kenyans are near a paved road. You have to understand how Kenya settlement looks like.

We also have places occupied by animals - Tsavo national park for example occupies anything 200kms square of land.

All kenya major roads are paved and WELL MAINTAINED. What remain unpaved are rural access roads. And those are regularly maintained.

Nigeria on theory has 60,000kms paved roads - but everyone knows most of it has completely BROKEN DOWN.

Roads are not something you pave and disappear.

You need budge to regularly - like annually maintain them - if not monthly.

Why would we build roads in places that has very few people. Turkana are scattered in area bigger than Ghana I think - and they are less than 1 million. The Somalis the same.

I have seen paved roads in Ghana and Nigeria...I saw in Gold Video - that would be worse than gravel roads. Kenya roads including those are murram - are regularly maintained.
