These are private investment.They are willing to invest billion dollars because they sign a power purchasing agreement with power distributor and gov treasury guarantee this.For example Lake Turkana wind was around 700M dollars foreign investment to supply 360w of wind power.When we delayed completion of evacuation line...thanks again to dodgy Spanish contractor going belly up.. treasury paid 40M dollars for idle power.But this year alone Turkana wind saved us 80m dollars of diesel or thermal power.Nigeria if it adopt this model would solve their power issues very easily while spending zero.But you gotta have brains..to think through this..not Bihari cattle rustling brain
