GeneralDae: The cost is high due to so many other overhead costs. Although the project was conceived in 2014 and one could estimate it at 9 Billion dollars then (when we include all three sections), work began properly in 2016 and the cost was then estimated at 12 Billion dollars seeing that the topography/landscape was not really favorable and a lot of work had to be done inclusive of large operating power plant that is more than enough to power the entire complex and supply excess to the national grid.
There is also subsea gas pipeline project from the Niger Delta to Lagos. Then there was the need to build a special port for Dangote vessels and construct some roads because that area truly had nothing going for it. Hundreds of housing units in what is more or less like a special housing estate have also been built for workers. Over 12,000 foreign workers have been employed and 28,000 locals as well. Many of these workers have been trained overseas.
The thing with Dangote is that he hardly complains or speak so much. He would rather wait to speak only when he can give or project some positive vibes/assurances about his business.
They were short of 1B dollars after selling 20% stake to NNPC for 2.5B dollars. They split into two bonds. One has been issued and was oversubscribed locally - I believe they raised maybe 500M dollars. They will probably float the other soon as 1st was oversubscried. It will get done early or late next year as there is goodwill from gov and private sector - and they have A++ credit rating - with Dangote willing to put his cements and other plants as collateral.
The project overrun is crazy. I dont know if it's Indians? but from 12 to 19B - dollars that is huge. And that is what Nigeria consumers will have to pay back - 20B dollars.

There was a delay in getting funds from the Nigerian Banks this year, so from around March until August/September, they didn't continue with much large precommisioning and other big construction, only small works. They had to wait to do some round of funding (which involved bonds if I'm not mistaken) in order to continue on some of what they were working on before the halt then due to funds. I do not know how far they have gone from that point since August or when it would come on board, but it would surely come on board soon enough. The fertiliser section is already fully completed and functioning. There is now then the petrochemical section and then the refinery of 650,000 barrels per day.
