The most important thing in army is soldiers - their training and welfare - our soldiers are well paid - and so are motivated. The next is to have equipment that are servicable, maintainable and topnotch - dont buy expensive things you cant reliably maintain. Dont invest in weapons you cant use - why buy expensive jet - when helicopter gunship is all you need. You've seen how Russia has been given a hidding despite having all the rusted weapons one can think about. Tonje Rules remain to this date the rules of kenya military - and he remains the most consequential head of kenya defence forces. - now retired and farming. Amongst Tonje rules demand that if you dont rise in a rank in 4yrs - you go home - 8yrs for lower ranks. You are forced out. You can only rise through MERIT. If you hit 55yrs - you go home. You cannot be appointed Maj without a military science degree of four years. Most soldiers retire after 15yrs and get paid their pension and allowance...if they cant hack it. Cutting off political influences in the running of the military, military procurement and professionalizing the force in the process. 7 Introducing payment of soldiers through bank accounts, ending the queuing model of salaries. At one time, President Moi had to step in to stop more of Tonje's reforms that he saw as too radical. Gen Tonje also institutionalized the retirement age at 62 years and introduced four-year term limits for service commanders. True to his word, he even declined an offer by President Moi to extend his term as Kenya's defense forces head, resolving for retirement in the year 2000 as per the laws he constituted.
