A substantial amount of the funding will be spent on resolving conflict in the oil-rich and crime-plagued Niger Delta, the EU's development chief said.
The money will also target human rights and electoral reform.
But a BBC correspondent in Lagos says many Nigerians will be cynical that the money will get to its intended targets.

For years militants have blown up pipelines and kidnapped foreign oil workers, demanding a fairer share of the wealth.
"I'm delighted that a substantial amount of this financing will go to support conflict resolution and the peace process in the Niger Delta which has been ravaged by years of unrest," said the EU's development commissioner Karel De Gucht .
Over the last few months, thousands of militants have given up their weapons in an amnesty deal offered by the government in return for the promise of education and jobs.
A three-month respite from the violence has brought back some oil and gas production, but sceptics fear the former fighters could resume violence if they do not quickly find work. many questions in my mind  |

Two teenage girls have been found guilty of causing the death of a vicar's daughter who jumped from a window in south-east London.
Kemi Ajose, 19, and Hatice Can, 15, were found guilty of the manslaughter of 19-year-old Rosimeiri Boxall.
Miss Boxall died after falling from the third-floor kitchen window of Ajose's flat in May 2008.
She was beaten and bullied by the teenagers, who denied manslaughter, the Old Bailey jury was told.
The judge lifted an order banning identification of the younger defendant, Hatice Can, 15, of Belvedere, south-east London.
'Forgive them'
Following the verdict, Miss Boxall's family released a statement saying they "forgive" those responsible for Rosimeiri's death.
"We continue to pray for those who are responsible for Rosi's death. We want them to know that we forgive them."
"That does not mean that what they did 'doesn't matter'. Of course it does," the statement continued.
Kemi Ajose is being held in a psychiatric hospital "For justice to be seen to be done, it had to happen and those responsible have to face up to the consequences of their choices."
The two teenagers, who were 17 and 13 at the time, blamed each other for telling Miss Boxall to jump when she climbed up to the window after she was attacked.
Fuelled by vodka which she and Ajose drank during the afternoon, the argument became violent.
Part of the attack on Miss Boxall by Ajose, which was filmed by a neighbour on a mobile phone, was played to the jury.
The video showed her hair being pulled and hairspray aimed at her face. The sound of her being slapped and punched could also be heard in the film.
'Tragic consequences'
Roger Smart, prosecuting, said the three had been arguing over a boy.
The younger teenager, Can, was said by witnesses to have shouted insults at Miss Boxall as she lay dying.
Following the verdict Det Insp Bob Meade said outside court: "Bullying is neither normal nor acceptable.
"This case highlights the extent to which victims of bullying may go in order to escape their tormentors - sometimes with tragic consequences.
"Bullying needs to be taken seriously and I would urge the victims of bullying to please don't 'just put up with it'."
Ms Boxall, who was born in Brazil, was adopted by an Anglican missionary, the Reverend Simon Boxall, and his wife Rachel, who found her in a children's home where she had been abandoned by her alcoholic mother.
The family returned to the UK in 2005 and settled in Thamesmead, south-east London.
Ajose was remanded back to the psychiatric hospital where she was being held. The younger girl was remanded into the care of her local authority.
The teenagers are due to be sentenced on 15 December. |

Somali woman stoned for adultery A 20-year-old woman divorcee accused of committing adultery in Somalia has been stoned to death by Islamists in front of a crowd of about 200 people.
A judge working for the militant group al-Shabab said she had had an affair with an unmarried 29-year-old man.
He said she gave birth to a still-born baby and was found guilty of adultery. Her boyfriend was given 100 lashes.
It is thought to be the second time a woman has been stoned to death for adultery by al-Shabab.
The group controls large swathes of southern Somalia where they have imposed a strict interpretation of Islamic law which has been unpopular with many Somalis.
'Lenient'
According to reports from a small village near the town of Wajid, 250 miles (400km) north-west of the capital, Mogadishu, the woman was taken to the public grounds where she was buried up to her waist.

The judge, Sheikh Ibrahim Abdirahman, said her unmarried boyfriend was given 100 lashes at the same venue.
Under al-Shabab's interpretation of Sharia law, anyone who has ever been married - even a divorcee - who has an affair is liable to be found guilty of adultery, punishable by stoning to death.
An unmarried person who has sex before marriage is liable to be given 100 lashes.
BBC East Africa correspondent Will Ross says the stoning is at least the fourth for adultery in Somalia over the last year.
Earlier this month, a man was stoned to death for adultery in the port town of Merka, south of Mogadishu.
His pregnant girlfriend was spared, until she gives birth.
Last month, two men were stoned to death in Merka after being accused of spying.
President Sheikh Sharif Sheikh Ahmed, a moderate Islamist, was sworn in as president after UN-brokered peace talks in January.
Although he says he also wants to implement Sharia, al-Shabab says his version of Islamic law would be too lenient.
The country has not had a functioning national government for 18 years. |

The Ghana Football Association has vowed to take action against Michael Essien, Sulley Muntari and Asamoah Gyan after they failed to report for the friendly match against Angola on Wednesday.

The trio, who play for Chelsea, Inter Milan and Rennes respectively, played for Ghana in the country's 2-2 draw with Mali in their final World Cup qualifying match on Sunday. Ghana, who had already qualified for next summer's event, lined up a friendly three days later as boss Milovan Rajevac continues to prepare for South Africa.
However, it is believed that Essien, Muntari and Gyan all returned to Europe ahead of the friendly and, with the authorities confirming the players went AWOL, they are now set to face disciplinary action.
The GFA statement read: "The FA will take action after concluding investigations following players to secure the consent of head coach Milovan Rajevac.
"In accordance with prescribed FIFA regulations for the release of players for national team matches, the FA wrote to and secured the release of 20 players to honour the World Cup qualifying match against Mali on November 15 and the international friendly against Angola on November 18.
"Unfortunately, three players, namely Michael Essien, Sulley Muntari and Asamoah Gyan, did not travel with the team to Angola on Monday night for the Angola friendly.
